[would this be a bug?]

Im just using a normal desktop pc with whatever the most recent IE version and i don't know why its not there, i highlighted the entire page and found out it hidden behind the posting... I can't figure out why or how... I'll try a different pc and if that dosen't work

I wanted to start a topic on the questions center and i could not find the topic title section anywhere... bug? or just me not knowing how to use the forums?
