I have a Disaster Relief Agency and recently had all six slots full. The sixth one opened today and I get the following when trying to send aid.

You cannot offer any new aid agreements because you have already offered or are involved in in 6 other foreign aid agreements within the past 10 days. This includes foreign aid offers that you have received as well as foreign aid offers that you have sent.

I only have five offers out. The nation I was trying to send to only has two slots filled.
