1. This was a social experiment?
Anyway, the truth is that I had a "money for trade" treaty with someone from \m/, but another of their members attacked me after my defenses were weakened by a raider. The raider promised to pay reps, and was quite friendly, but this was after \m/ wiped me, so I refused and allowed him to keep his games.

Messing with CIS IA has to do with me leaving and my allies destroying each other in confusion. I had used a certain site for my forums, and gotten premium plan for only one month (I pay and get certain features). This allowed the forums to serve like a CN client and you could browse CN and the forums at the same time to keep updated with both, as well as your own FA. All this broke down and the forums are back to normal, so we don't have the features I put in, so getting used to my features, the members are now confused.
Features included IRC, Game Tools (Featured in CN; the resource and military calculator tools), and links to other forums without leaving ours or opening another tab (unless you're using IRC in one tab and doing browsing in another).
We also have blogs and stuff and allow other members to post their creative news about their nation and stuff they want to share or suggest in the alliance. It really serves like a newspaper, but the other stuff broke down. Check it out though... and feel free to feed us on this 'social experiment.'

2. It doesn't matter which alliance you join, you'll always be welcome to a good community and real allies at the CIS forums, even if you're not a CIS member...
Our forums aren't only for our alliance; they serve as a global embassy for any nation or alliance to make foreign affairs with any other nation or alliance. You should check it out.

Charter of The Coalition of Independent States

Preamble

Membership

Government

Elections

Laws

War Policy

Amendments to the charter
Preamble
The Charter of the Coalition of Independent States is the highest law within the alliance that regular members and government must abide by, this charter is to be enforced by the Chairman and Co-Chairman, and is approved by the member, and automatically accepted by joining this alliance.

Membership
To become a member of CIS, you
must have "Coalition of Independent States" as your AA, and
you must agree and abide
by the laws of CIS

Government
The Government of CIS are the decision makers of their respective posts and shall be voted into office in elections. Members may hold multiple positions in government, and a government member must have an office in the embassy (an account on the forums).

Chairman: The chairman serves as the leader of the alliance, any member of the alliance may become Chairman in the elections. The chairman is the final voice in matters although his decisions may be repealed by a majority vote by the secretaries.

Co-Chairman: The Co-Chairman is the right hand man of the Chairman, the co-chairman is the runner up for chairman, and in the case that there is no runner up the SoIA will act as co-chairman.

Secretary of Internal Affairs: The Secretary of Internal Affairs manages relations within the alliance, among its members, and is responsible for over-seeing the recruitment and education within the alliance and is responsible of conveying the thoughts of the general membership to the Chairman.

Secretary of Foreign Affairs: The secretary of foreign affairs manages relations with representatives of states not in the alliance and is responsible for keeping up relations with Foreign Alliances and making sure we have a sufficient amount of diplomats.

Secretary of the International Treasury: The Secretary of the International Treasury manages the alliance's money and accounts for it. Money in the treasury is used for aiding nations in emergencies, or granting loans. The SoIT is responsible for setting up trade circles and tech deals for members on the CIS alliance affiliation. To apply for Secretary of Treasury one must have access to iron, lead & uranium, as well as the following improvements:
Banks (5)
Barracks (5)
Foreign Ministry (1)
Guerrilla Camp (0)
Harbor (1)
Schools (5)
Universities (2)
The SoIT may not be in possession of any missiles his/her the nation

Secretary of International Economic Affairs: The SoIEA ensures that members are aware of all forms of trading and deals, and attempts to arrange such deals to benefit members. To apply for SoIEA, the applicant's nation must have a developed harbor, i.e., nation improvement requirements:
Harbor (1)

Secretary of War: The Secretary of War takes active notice of hostility concerning the alliance, and ensures that necessary precautions are taken in the event of possible worsening of hostilities. The SoW is also responsible for making sure members are ready for war at all times and approves Tech Raids. To be elected into the position of SoW one must also have the barracks improvement and access to Aluminum & (Pigs or Lead).

Interim Secretaries: If no-one in the CIS is able to meet the requirements for a government rank, which is declared vacant after an election, any member is voluntarily allowed to be seated as interim if approved by majority vote of existing elected government.

Deputy government officials are selected by elected members of government to assist them in the department of which they hold responsibility (a chairman may not select a deputy chairman),
eg. an SoD may select a deputy SoD (DtSoD)
The deputy does not have to meet the requirements for the actual position, i.e. a Deputy SoD does not need to meet the SoD requirements.

Founder: The founder or succeeding founder is responsible for making sure that the alliance stays on the original basis on which it was made and that no alleged 'destructive' changes are made to the original alliance.

(Left/Right)-Wing Spokesmen: Factioned leaders speak on the behalf of other left or right wing leaders in the alliance, and are recommended by the Chairman or SoIA, but can be impeached by the order of the members of the alliance. This is not elected, and is not a member of the government, and is usually voluntary.

Opposition Spokesmen: For all positions in government, opposition spokesmen speak against the person in the position. There will be voluntary opposition mains for each position,
eg.
Opp Chairman
Opp. Defense Secretary etc.

Other spokesmen can be appointed if a member wishes to voice concerns relating to a particular problem or series of events or possibilities. They appoint themselves with approval of the chairman.

Elections
Elections shall take place every 3 months all positions will be re-elected, any member of the alliance may run for a position in the elections and every member's vote is based on efficiency, and everyone has 10 votes. When votes are counted, they are multiplied by the nation's efficiency at the counting time of the votes, when ballots are closed. For someone to become the new founder the former one must first step down and then the former founder will appoint someone to succeed them at the founder position, or select candidates to run at the alliance's vote.
*Only elections for new government involve a calculation with efficiency.

Matters
When a matter is brought up to the CIS government, the chairman, along with secretaries, should come to a decision, which usually involves the chairman giving the final word. If vetoed by enough secretaries, a vote should be held with choices given. In a vote of a matter, anyone who holds the following seats, holds the following votes:
Chairman - 5 votes
Co-chairman (excluding SoIA) - 4 votes
Secretary of Internal Affairs - 3 votes
Other Secretary - 2 votes
Founder/Member - 1 vote
*If a person holds more than 1 seats, he/she is allowed all the votes for each seats, but must state them on behalf of the seat, not the person (him/her)self.

Laws
Laws in CIS are open to change by proposal within the Parliament, all members may make proposals to make change to laws within CIS and all members can take part of Parliamentary votes. For a proposal to go to an actual vote it must have the approval of at least 1 Secretary and the approval of 3 other members, if it follows the proper requirements it will then go to Parliament to be voted and it will then be decided my a majority vote.

War Policy
The CIS approves general aggression as long as it is first approved by either the SoW or the Chairman/Co-chairman. The persons approving the war must take the following into consideration:
Defending Nation's Foreign Affairs
Defending Nation's Protectorate Treaties (if any)
Defending Nation Strength and Stability
Please review "Hostility & War" for laws of an approved war, in addition to the ones stated above.

Should the entire CIS go into an offensive war it has to be approved first by the SoW, the Chairman and co-chairman. However this decision may be vetoed with the approval of 3 Secretaries and 5 members.

Amendments to the Charter
For an amendment to be passed,
it needs 60% approval of the people that
vote. But it can only be successful if the founder and SoIA accept it. If the succeeding founder accepts it, but the SoIA doesn't, then it will need 80% of votes.

If the founder stands strong opposition, it cannot pass and must be further debated and compromised. if one wishes to overturn a law he/she must post a proposal within parliament to change it.

In amendment of the charter, everyone has 1 vote, except:
(Succeeding) Founder - 3 votes
Secretary of Internal Affairs - 2 votes
*These are not affected by efficiency.

It brings me great sorrow to announce that ISAR is no more, as I have joined a better alliance by the name of Honour. Fallen has run off to join the CIS.
Why is it better? I disagree!
Anyway, Fallen was banned from the CIS with an attempt to coup me.

Well Prime minister Fallen has the alliance styled on the current government of Russia so he will probably be reluctant to change it.
He knows nothing about Russia then...
The Prime Minister is a lower title, the president has more power in his title. The truth in Russia now is simply the fact that the President cannot be elected more than 2 times (like in the USA), so he uses a figure-head to represent him while he holds another office. The Prime Minister, Vladimir Putin, is just a powerful former-President of Russia. When laws are changed, he has chances of being re-elected. He's actually the president, but not allowed to hold the title. In Russia, if there were 2 different persons (apart from Putin and Medvedev), then the President would be more powerful, it just happens that the President works for the Prime Minister, because the Prime Minister was not allowed in office as President, so he uses someone to run the show for him.

the ranks, assigned to the responsibilities, are incorrect
The ranks aren't incorrect, it's just that the names given to each responsibility is wrong, sorry for mix-up there...

7. Another thing:

You need to re-structure the alliance government. The structure itself is effective, but the ranks, assigned to the responsibilities, are incorrect (President is higher than Prime Minister)

President/Monarch - the leader of an entire empire/union of states, or the supreme ruler of a united faction
Vice President/Chancellor - the manager of the empire/union of states (Vice President assists President, Chancellor assists monarch, or works on behalf of a council)
Governor - the leader of a state that represents the monarch or president, and is in charge of all a states activities; military & economic
Prime Minister - the leader of the economy of a single state
General - the leader of an army recognized by the state
Minister - the leader of an industry that aids in its management on the order of the prime minister
Mayor - the leader of a city council
Councillor - the leader of a town's council that sits on a council, led by the mayor of the city that the town is in

8. Congratulations on the forming of your new alliance!
Although I wouldn't consider my own alliance successful, I like it. I put a lot into it, being one of only 2 persons in it for over 2 weeks. I'll look out for you guys, I think you're great!
Small alliances like us don't get much attention. I suggest you get some forums from now, and I see you already opened an office at my global embassy. I wish you the best, I hope we can remain close allies.

Some things you should know:
-Don't merge with another alliance, unless you have a chance of running for ultimate leadership; Rome wasn't built in a day, neither will your alliance be, just hang in, no matter how tough it gets, all you need is a group of real allies from other alliances, who won't bribe you.
-Don't be discouraged by other large alliances, some persons will prefer you for policies instead of size and strength, which to me, don't matter.
-If you ever need help, get another alliance to help you, sign a few treaties or so, I'm new, so if you feel like a noob about treaties, you're not alone.
-Make your point clear; why was this alliance formed? What do you stand for? Always stand by this! Never allow anyone to buy your thought/opinion.

New Alliance: Coalition of Independent States
We are progressing daily to become a haven for small nations seeking to preserve their independence. On our own, we are all faced with troubles, but together, as a team, the members of the CIS watch each other's backs in any conflict or war when possible.
We do regular tech deals, which gives us a boost in our economic development, diplomatic experience and gaming experience, as we come in contact with more players, and understand the roles of signatories of contract.

We welcome all to become a part of the CIS. There is no discrimination, however, we do not tolerate any supportive reference of the Third Reichstag. We have training facilities for new players to allow development of diplomacy skills and their nation economy. We have forums and news post sections of our network to attend to the free expression of CIS members and allies. All are welcome to join the network and keep updated with CIS events/activities, as well as to make their own requests/offers known to us. Feel free to post in our newspapers to express yourself and have some fun with your nation by writing fictional news.

The United Soviet Socialists Republic

The United Soviet Socialists Republic is an alliance that welcomes all except those in support of capitalism and federalists government under the sign of the eagle. We are an alliance of balance and peace, but of course, if the balance is affected, so will the peace. We believe that every member has a role of leadership to play. Our alliance is run quite differently. When a decision of participation is made, the ones who oppose the idea simply don't act, and won't be affected, while others that agree with the proposal act on it, and are the only ones affected. The alliance presidency is elected upon the vote of members. A leader can only be overthrown if he betrays the true purpose of the alliance, or disrespects a past president. In the alliance, there are:

A President (head alliance representative)

A Presidential Dynasty (group of preferred heirs of presidency)

A Senior Vice President (most powerful member economically)

Supreme General (most powerful person militarily)

Vice Presidents (powerful heads of state)

Under Supreme Generals (persons responsible for planning military activities)

Ambassador (persons responsible for international relations)

Generals (normal members focused mainly on military development)

Prime Ministers (normal members focused mainly on economical development)

Currently, Siggon DeCaravetta holds the presidency of this alliance, he is the presidential dictator of Kristovakkia.
