As correct as your statement may be, it still strikes me as an odd one to make. Does that mean all of us should go to great lengths to investigate everyone of our Tech dealers, to make sure the money we are sending isn't going to be used to fund Weapons of Mass Destruction? RV will maybe half of that to fund his Terror. So, as long as the guys he is fighting are pounding him back just as hard, then it really is a minimal gain in the big picture.

Actually. There is no plot. It is as simple as one nation requesting aid from another, and said supplying nation being compensated for their services. It is my understanding that this sort of practice is common place on Bob.
