    The Articles of Confederation

    Article I: Executive Government - The Executive government is the supreme governing body of the Imperial Confederation.

    Article I- A. The Holy Emperor- The Holy Emperor is the Chief Legislator, Chief Diplomat, Lord Guardian, Lord Protector, Lord High Commander, Keeper of the Articles of Confederation . As Chief Legislator, the Holy Emperor has veto power over all legislation presented in the High Council.

    As Chief Diplomat, the Holy Emperor will be the public face of the Imperial Confederation. As Lord Guardian, the Holy Emperor will be entrusted in looking out for the welfare of the Imperial Confederation. As Lord Protector, the Holy Emperor has absolute power during emergencies. As Lord High Commander, the Holy Emperor shall have full command of the Imperial armed forces. As Keeper of the Articles , the Holy Emperor shall uphold, and defend the Articles. The Emperor serves permanently, until resignation.

    Article I- B. Imperial Grand Vizier - The Imperial Grand Vizier is the manager of internal affairs of the alliance, and is responsible for bolstering the spirit of the citizens of the Confederation The Vizier also creates and develops programs for the improvement of the Confederation. The Vizier directly administers all internal affairs regarding the Confederation, including the final say regarding recruits and ensuring the Articles are upheld at all times. Although looking after internal affairs is his first priority, the Vizier can, like the other members of the The Executive government be involved in any sort of project he likes. The Vizier with consultation of The Emperor has the final say in matters regarding the Confederation’s Internal Affairs.

    Article- C. Imperial Regent

    The Regent is the chief emissary and head of the Confederation to all other nations and alliances, and should embody the spirit of the Confederation. The Regent is in charge of the Confederation’s foreign affairs, ensuring her safety and security among the cyberverse. Although all of the Executive Government is expected to engage in foreign affairs at the highest level when necessary, this is the regent’s first priority and responsibility. The Regent with consultation of The Emperor has the final say in matters regarding the Confederation’s Foreign Affairs.

    Article II: Imperial Cabinet-

    The Imperial Cabinet shall consist of the Imperial Emissary, Imperial Patriarch, Imperial Imperator, Imperial Executor of Finance and the Imperial Officer. Members of the Imperial Cabinet shall be appointed by the Emperor, and shall serve until dismissed. Imperial Cabinet members shall be the ones appointed to run Imperial Ministries.

    Article II- A. Imperial Emissary - The Emissary, as Head Diplomat of ICE is responsible for all foreign affairs matters concerning ICE and it state of a successful and peaceful alliance. It is The Emissary’s responsibility to work towards the guarantee of strong, peaceful relations with all foreign alliances, through his or her own duties, as well as the coordination and creation of the ICE Ambassador Association (IAA) Answering only to the Executive Government The Emissary is to organize the IAA through appointing and assigning capable Ambassadors to represent our policy and assist in bettering intra-alliance relations. The Emissary has the crucial responsibility of sustaining important relations with all alliances. The Emissary must keep in regular contact with foreign alliances, whether through ambassadors, diplomatic statement releases or meetings with foreign affairs counterparts. Further, through consultation with the Executive Government, The Emissary has the authority to direct foreign policy and discuss, formulate and propose agreements to be signed by ICE and foreign alliances, with only Executive Government able to override the Emissary.

    Article II- B. Imperial Patriarch- The Imperial Patriarch shall run the Imperial Ministry of Interior. The Imperial Vizier will appoint the head master of the Imperial Academy. The Imperial Patriarch will have the following duties: masking of new members, forum administration/moderation, recruitment, and the operation of all official IRC channels.

    Article II-C. Imperial Imperator- The General of the ICE Army, the military organization entrusted with defending the interests and safety of the member nations of the Confederation , through both defensive and assertive means. The Imperator leads ICE Army in the name of The Emperor and has the ability to implement policies, programs and measures to assure the military might of ICE is the epitome of efficacy and productivity. The Imperator holds the power to appoint and direct Commanders, Officers and other military officials to assist in the efficient running of the Imperial Army. The entire military force, and military operations is directly bestowed upon the Imperator who only answers to The Executive Government regarding military matters.

    Article II- D. Imperial Executor of Finance- The Imperial Executor of Finance will head the Imperial Ministry of Finance. The Imperial Executor of Finance will be the CEO of the Confederate National Bank, and will organize all development aid, and tech deals. The Executor deals with all financial matters of the Confederation and is accountable for ensuring all member nations grow efficiently and have access to programs, assistance and markets to increase their prosperity and capability to advance. The Executor is directly responsible for internal aid programs, growth assistance initiatives, technological trades and exchanges, novice grants, trading, banking and other miscellaneous fiscal concerns. To promote productivity, The Treasurer is entrusted with the authorization to appoint and coordinate Directors for specific areas of treasury jurisdiction, for example, a Director of Trade.

    Article ll- E. The Imperial Officer - The Imperial Officer is the builder of the Confederation . The Imperial Officer will be responsible for bolstering the ranks of the Confederation through implementing and coordinating recruitment programs. The Imperial Officer has the authority to decide the success or failure of new applicants. Further, The Imperial Officer in coordination with the ICE University, is accountable for ensuring the members of ICE contain only the highest quality in the world of Cyber Nations, and must Endeavor to deny the application of those who will not contribute to the alliance, or seek to harm it. Additionally, The Imperial Officer will have immense responsibility in ensuring the efficiency of internal programs, in all areas, and Endeavor to continually improve internal organization

    Article III: Membership

    Article III- A. The Imperial Confederation will grant membership to any nation, provided they are not engaged in any war of aggression, are in good standing with previous alliances, and satisfy all the requirements for membership.

    Article III- B . Members of the Imperial Confederation shall be shielded from unprovoked wars of aggression, granted development aid, and be treated with respect and courtesy by fellow members of the Imperial Confederation.,

    Article III- C. Members of the Imperial Confederation who do not show respect, and courtesy to fellow members will be expelled.

    Article III- D. Any armed attack against any member of the Imperial Confederation, shall, and will be seen as an armed attack against all the members of the Imperial Confederation. Furthermore, if such an armed attack were to occur, all members of the Imperial Confederation are mandated to provide military, financial, diplomatic, and moral support.

    Article III- E Membership in any other alliance is not tolerated.

    Article III- F. Past and present members of the Imperial Confederation are forbidden from discussing confidential information with any foreign alliance/nation/party. Any nation in violation of this agreement will be considered an enemy of the Imperial Confederation, and shall be treated as such.

    Article III- G. All member nations of the Imperial Confederation must accept the Imperial Articles as the supreme authority on all matters. All member nations of the Imperial Confederation shall place their signature on the Imperial Confederation, upon being granted admission. Failure to abide by the Imperial Confederation shall result in termination of membership.

    Members of ICE are expected to remain active, participate in internal programs, contribute to the success of the alliance, serve in the ICE Army and abide by the laws of The Articles. Should any member fail to comply with The Articles any member can recommend to the House a fair punishment, that Punishment for failing to abide by The Code can range from limited access to the ICE Programs, temporary bans, expulsion, or retaliation by the ICE Military.

    Article IV: Policy, Programs and Legislation

    Article IV- A The Emperor of ICE along with members of the Executive Government and Cabinet have the power to introduce alliance wide programs and policies. The representatives residing in the cabinet must consult with the Emperor before creating programs. However, once these programs are in full affect, members of ICE must participate , and/or highly encouraged to participate in all alliance wide actions and programs. All programs are created to further ensure success, peace, and harmony within ICE ; any program deemed established in contradiction to the above principles or in the best interest of the alliance will be terminated immediately.

    Article IV- B The Emperor is the highest power in all aspects of ICE policy. No treaty, agreement or document involving ICE and a foreign power is deemed official until it is ratified by the signature of The Emperor. Similarly, no deployment of the ICE Army may occur without a declaration by The Emperor, unless the situation deems appropriate; whereas waiting will immediately endanger ICE . Unless previously stated otherwise by The Emperor.

    Article V: Peace

    Article V- A All nations belonging to the Confederation are to remain peaceful and sovereign at all times. Including on the Cyber Nations Forums, IRC, or through any other means of communication with alliances. Nations intentionally inciting problems in an attempt to cause an act of war will undergo a severe punishment determined by the Executive Government. All nations are to remain peaceful unless otherwise directed by an Authorized Official.

    Article VI: War

    Article VI- A ICE is a peaceful organization, dedicated to resolving issues with tact and diplomacy. However, should any entity pose a threat to the security of the Confederation , through outside aggression, infringement on sovereignty and territory, internal subversion, espionage, or assault on any protectorate or dominion, the Imperial Force will respond in a manner deemed appropriate by The Imperator and Executive Government. The Imperator is the sole official within ICE with authority to declare war on a foreign entity, or negotiate peace with any organization. At which point, The Imperator is bestowed with the power to deploy the Imperial army to serve ICE in protecting alliance interests and security.

    Article VI- B Members of ICE are strictly prohibited from engaging in any conflict with a nation that has sworn allegiance to a foreign alliance not in a state of war with ICE . Members who participate in such actions, without prior exemption given by a member of Cabinet will be punished by ICE , in consultation with The Cabinet. Should this joint consultation decide that a revocation of membership is necessary, The Emperor will administer such a punishment.

    Article VI- C Conversely, members are permitted to engage in military training exercises against nations who are unaligned and have not sworn allegiance to any foreign organization. However, to participate in training exercises, a member must receive clearance from an authorized officer.

    Article VII: Amendments

    Article VII- A Amendments to The Code can be made at any time by Emperor. No other member of ICE is bestowed with this power, however, all members of ICE may recommend or propose amendments to be considered by The Emperor. All amendments to The Articles must be announced to the Members of ICE immediately after the alteration is made.

    Article VII- B The Emperor reserves the right to act in a state of emergency at any time to preserve the Confederation. A state of emergency may only be called for by The Emperor, as during this time he has the power to do anything in the best interest of the alliance.

After long discussions and debates with The Emerald Alliance (henceforth referenced to as 'TEA') the Confederation and TEA has agreed that our common interests and goals can be achieved in a more rapid pace, and more efficiently by working together as one alliance. As of August 7th, 2008 The Emerald Alliance has merged into the Imperial Confederation. All nations under the TEA alliance affiliation are still protected by the Grand Global Alliance.

    Preamble:

    The VIRIDIAN ENTENTE and IMPERIAL CONFEDERATION OF EMPIRES:

    Aiming at the achievement of a just, lasting and comprehensive peace;

    Aspiring to develop friendly relations and co-operation between them;

    Seeking a pathway that will lead to full and frank communication between them;

    Desiring to ensure lasting security for both Alliances and in particular to avoid espionage and the threat or use of force between them;

    Deciding to establish peace between them in accordance with these Protocols for Espionage and Armed Conflict Eradication;

    Have agreed as follows:

    Article I – ESTABLISHMENT OF PEACE

    Peace is hereby established between the VIRIDIAN ENTENTE and IMPERIAL CONFEDERATION OF EMPIRES (the "signatory alliances") effective from the exchange of the instruments of ratification of these protocols.

    Article II – SOVEREIGNITY

    Both of the signatory alliances and their respective member nations recognize and will respect each other's sovereignty and political independence. They recognize and will respect each other's right to live in peace within their respective alliances. They will develop good neighborly relations of co-operation between them to ensure lasting security. They will refrain from espionage and the threat or use of force against each other and will settle all disputes between them by peaceful means.

    Article III – COMMUNICATION

    In signing these protocols, both signatory alliances recognize that full and frank communication is the foundation for a strong and enduring relationship and that there is mutual benefit for both alliances when open communication between them is maintained. To that end, both signatory alliances agree to productive two-way inter-alliance communication:

    a.) The signatory alliances agree that whenever a situation arises which involves provisions within these protocols or other issues of mutual concern; there shall be full and frank communication between the signatory alliances.

    b.) The signatory alliances shall encourage and promote effective methods of dispute resolution between the signatory alliances and their respective member nations.

    c.) The signatory alliances commit to frequent and recurring dialog on each others forums and IRC channels. This commitment is based on the view that open access to each others communication channels is essential to the rapid and efficient inter-alliance communication. This shall include communication at the alliance leadership level where on an as needed basis, representatives of the highest decision making bodies of the signatory alliances will jointly meet to discuss issues of mutual concern. This shall be in addition to routine diplomatic communications and the regular communication between normal member nations.

    Article IV – OVERT HOSTILE ACTIVITIES

    Neither signatory alliance will knowingly engage in the use of sanctions against member nations of the other signatory alliance without formal, written permission from the other signatory alliance. Neither signatory alliance shall endorse, fund, approve or engage in military action against the other signatory alliance. If an individual member nation of either signatory alliance is found in violation of this article, it shall be directed to offer peace and reparations equivalent to a minimum of 1.5 times the total damages inflicted. Though not required, defending nations shall be encouraged to defer reprisal actions until a diplomatic solution can be reached.

    * a.) Should the offending member nation of a signatory alliance refuse to offer peace and agree on reparations terms, said member nation will be declared a rogue and will no longer be offered the protection of either signatory alliance.

    b.) If a signatory alliance violates this article, such activity shall be considered an act of war.

    Article V – COVERT HOSTILE ACTIVITIES

    Neither signatory alliance shall knowingly endorse, fund, approve or engage in espionage or other covert action against the other signatory alliance. Both signatory alliances agree not to actively or passively recruit member nations of the other alliance for the purpose of committing espionage. If either signatory alliance collects intelligence regarding a security breach or a credible threat concerning the other signatory alliance, the acquiring signatory alliance will convey all pertinent information in their possession to the other signatory alliance.

    * a.) Should a member nation of a signatory alliance violate this article, said member nation will be declared a rogue and will no longer be offered the protection of either signatory alliance.

    b.) If a signatory Alliance violates this article, such activity shall be grounds for immediate termination of agreement.

    Article VI – RECIPROCAL DEFENSE

    Protectorate: Should IMPERIAL CONFEDERATION OF EMPIRES come under attack by a foreign power, the VIRIDIAN ENTENTE, at the request of the IMPERIAL CONFEDERATION OF EMPIRES, shall immediately provide military assistance as well as, but not limited to, financial, political and such other assets it has at its disposal. Should the VIRIDIAN ENTENTE come under attack, IMPERIAL CONFEDERATION OF EMPIRES is encouraged but is not obligated to provide the VIRIDIAN ENTENTE with such assistance as it is able to muster, be it military, political or financial or other assets.

    Article VII – RECOVERY AID

    In the event of conflict involving only one of the signatory alliances, upon cessation of hostilities and barring other conflicting treaty obligations, the non-combatant signatory alliance shall encourage its individual member nations to voluntarily provide recovery aid to individual member nations of the war-torn signatory alliance.

    In the event of conflict involving both of the signatory alliances, upon cessation of hostilities and barring other conflicting treaty obligations, both signatory alliances shall encourage its individual member nations to voluntarily provide recovery aid to individual member nations of the war-torn signatory alliances regardless of alliance membership.

    Article VIII – CIVILITY

    Both signatory alliances shall be resolute in their insistence that their respective members remain polite and civil to each other at all times, especially in public forums and other public venues.

    Article IX – AMENDMENTS

    When this treaty requires revision, the signatory alliances will mutually discuss and agree on new terms. The amended terms to this treaty are effective following a 48-hour amendment activation timeframe. Either signatory alliance may unilaterally revoke the amendment so long as the 48-hour amendment activation timeframe has not concluded.

    Article X – RATIFICATION

    These protocols shall be ratified by both signatory alliances in conformity with their respective procedures.

    Article XI – TERMINATION

    Either signatory alliance may terminate this compact at any time by providing the other signatory alliance with a 48 hour notice of intent to terminate. This compact is automatically terminated when either signatory alliance violates Article IV, V or VI of this compact.
