Fair enough. Thanks for the perspective and explaination! It's certainly something I can work with, and your elaboration provides some insight that I'm not deep enough into the details to fully be aware of or appreciate (before).

It works as designed, so it's not a bug. There is no check as to how many you have when trying to delete schools to see if you have more than required for the universities. The only check made is the for the presence of any universities. If one is found, you're not allowed to delete any schools until the universities have been deleted.

Schools 4 and 5 can be deleted, it's just you'll have to delete the universities first. So if you really need the slots for something else, you can do it, it'll just cost more. It's called planning.

Having a university disables the ability to destroy schools, however it should only apply to the first 3 required for the university, not all schools. Schools 4 & 5 should be able to be destroyed if a player wishes.
