Well well it hurts everyone other then the people with the 8 bonus resource build...
You're right in that it doesn't hurt nations with Radiation cleanup in their trade combo, but it also doesn't hrt large nations with ample amounts of tech. The even when GRL increase my environment stays the same, perfect, because of tech and land.
The only people who really have the power to enact anything like this would receive no environmental benefit, and would loose one of their best sources of proctection.

I agree that defcon, gov and religion shouldn't be able to be affected b/c that would be a major annoyance. adding something like "start riots" would be more appropriate where it could put you into anarchy for 1 day.

Hello, I am sorry to be in this position but after recent factions in our Alliance, ACES,e w are down to 12 members. we are still strong with an average strength of 27k however Poison Clan and Super Robot Ninja Pirate have decided to raid our small alliance. If you could help in diplomacy to stop these attacks we would be willing to join your alliance.
