Circle completed!!!!
Starting a new circle since mine fell apart.
These are the resources - Affluent Population, Fine Jewelry and Fast Food.
There's one resource spot open which will create another bonus or improvements:
Iron will give us Steel
Uranium will give ability for nukes and income,
Wheat give large population booster set

Yep, it isn't a fixed ratio though (troop level will affect some nations more than others).
Have any more info on this?

Also, one more tip for those who want to figure it out: environment isn't the last remaining factor.
I know troop level has an impact as well. Isn't there a ratio for this?

Looking to get a stable long term circle going. This circle provides a good balance of growth (decreased infra costs), income (+5 happiness from BR) and military benefits (extra planes and decreased navy costs).
Here's what we need and the resources it provides:
Benefits of the Bonus Resources:
Fine Jewelry: +3 Happiness
Fast Food: + 2 Happiness
Construction: -5% off Infrastructure costs & +10 Airplanes
Steel: -5% off Infrastructure costs & -15% off Navy costs
