Don't pretend to know me, I was in the New Polar Order during the Karma war, and I saw the hypocrisy of the NADC foreign affairs policies before the Karma war. Not only as a member of Polaris, but as a government member of the Mostly Harmless Alliance before that. The Foreign Affairs leaders of NADC are incompetent, and the fact they have not been replaced makes me wonder if they even have anyone left who could replace them.
So yes... you are very much mistaken. I was not one of those people.
I might have taken offense at this comment if I cared. The FA leaders during the Bleu war are no longer here and even the MoFA after the war is no longer here. And to my knowledge, we've not had much contact with NpO since the war. So I don't really see how you know about NADC polices. Nor have we had much contact with MHA. It seems that some people can't let go of the past. We have changed and will continue to change as we grow.

The Peace and Love Train
While having a debate on where to stop next, the NADC offered Rome as the next stop. We figured, “Hey, there’s lots of history here.” Plus we figured that they knew how to have a good time. Come on, they were partying before partying was cool. So without further adieu, it is a great pleasure to welcome the Roman Empire aboard The Peace and Love Train. We look forward to working closer with our friends. Food and drinks will be served in the dining car until midnight.
We, the undersigned alliances, in the spirit of peaceful cooperation and mutual protection do hereby agree on this Contract for Carriage.
The Contract for Carriage
Article One: Passengers on the Train
A. Carriage on the Train shall be open to any alliance that is interested in doing so provided that the existing passengers agree that they would make a valuable addition to the Train.
B. The passengers on the Train will be divided into two groups: engineers and stewards.
1. Engineers are established alliances that are able to fully support themselves in the world and seek to work together to achieve a common security.
2. Stewards are newer alliances that are still finding their way in the world and who need a little help to get started.
3. Although they are not required to, the Engineer alliances are encouraged to include their individual protectorates as Stewards of the Peace and Love Train.
C. To be added to the Train as an Engineer, an alliance must be invited by an existing Engineer. That alliance will then be invited to apply and will enter into a week long interview period. At the end of the interview period, the Engineer alliances will hold a vote and if all of the Engineers agree that the applicant would be a good addition to the Train, that alliance will be admitted.
D. To be added to the Train as a Steward, an applicant must be sponsored by an Engineer alliance. The applicant alliance will then enter a week long interview period. At the end of the interview period, the Engineers and Stewards will vote on whether the applicant would make a good Passenger on the Train. If a majority of both, voting separately, vote in favor, the applicant will be able to join the Train as a Steward.
E. If, after a time, a Steward alliance feels that it is ready to assume the role of Engineer, it may petition for promotion. If a majority of existing Engineers agree that the requesting Steward should advance, the Steward shall be promoted to Engineer.
Part Two: Peace Train
A. The Engineers and Stewards of the Peace and Love Train agree to maintain a peaceful environment on the Train at all times. Therefore, no Passenger of the Train will carry out an aggressive action against another Passenger of the Train or assist an outside party in doing so.
B. To further assist in maintaining tranquility on the Train, the passengers agree to refrain from engaging in aggressive conflict against outside allies of other passengers without attempting a diplomatic solution first. The Passenger holding the treaty with the outside party in question may act as a mediator between the alliances in conflict.
C. In the event of a treaty conflict that would result in passengers fighting on different sides of a conflict, the affected passengers are encouraged to resolve said treaty conflict peacefully while leaving the spirit of the Contract for Carriage intact. If no resolution can be found to avoid passengers fighting on opposite sides of a conflict, this Contract may be used as a non-aggression pact to prevent one Passenger from attacking another.
Part Three: Love Train
A. The passengers on the Train agree to be friendly and candid with each other in both public and private conversations. Honest debate and constructive criticism are encouraged between Train passengers. Additionally, the passengers agree to be supportive of each other in public statements in announcements.
B. Additionally, the passengers agree that open communication is an important part of love. Therefore, the passengers agree to share any information that could affect the security of the other passengers of the Train with the other passengers. This communication includes advance notification of any outside treaties to be signed.
C. Steward alliances agree to refrain from signing any treaties with outside alliances that involve mandatory assistance or defense. They may sign treaties providing for optional aid and defense with external alliances if a majority of the Engineers approve of the treaties.
D. Finally, the passengers agree that knowledge is the best way to promote growth. Accordingly, the passengers agree to share all of their alliance guides with the other passengers so that they all will be able to grow effectively.
Part Four: War Train
A. The Engineers of the Peace and War Train believe that if one of them is attacked, they all are attacked. Therefore, they shall enter into a state of mutual defense. Additionally, the Engineers may work together to carry out an aggressive action if all of them agree that it is a pertinent action to take. Notification of aggressive action must be given at least three days before said action is to take place if the Engineer spearheading the operation seeks to act as a group action. If group action is not desired, the other Engineers must receive at least two days notice of the aggressive action.
B. The Engineers of the Peace and War Train also believe that if one of the Stewards is attacked, whether it be by a hostile alliance or simply a hostile nation, they all are attacked. In the event of an attack, the Engineers agree to use the force and diplomacy necessary to mitigate the danger and restore the damage to the attacked Steward.
C. In return for the protection offered to them by the Engineers, the Stewards of the Train agree to refrain from taking part in any aggressive action against outside alliances without the express permission of the Engineers. If all of the Engineers agree that the outside aggression is necessary, then the Steward alliance may commence the aggressive action with the assistance of the Engineers if needed.
D. In the event that an Engineer alliance or a fellow Steward alliance comes under attack, the other Steward alliances are highly encouraged but not required to come to their defense. The other passengers recognize that a smaller alliance is less able to take part in successful military action. However, if refusal to come to the assistance of other passengers becomes a problem, it may be grounds for ejection from the Train.
Part Five: Staying on Track
A. To facilitate as smooth of a Train ride as possible, the passengers agree to operate out of shared station (OOC: a forum). This station will serve as the meeting place for all Train passengers and will be the place where they coordinate their activities.
B. Proposals to amend the Contract for Carriage must have the support of a majority of the Engineer and a majority of the Steward alliances, voting separately.
C. In voting, each Passenger alliance receives one vote. The vote of an Engineer alliance is not worth more than the vote of a Steward alliance.
D. Each Passenger alliance may send two delegates to assist in conducting the Peace and Love Train.
Part Six: Derailment
A. A Passenger may be removed from the Peace and Love Train if a majority of the Engineers and Stewards, voting separately, agree to remove them. Among the acceptable reasons to remove an alliance are breach of this Contract, inactivity, and a failure to assist the other passengers in times of war.
B. A Passenger may leave the Train at any time provided that they give one week notice beforehand. At the time of notification, a one week period of non aggression will take effect. Once this period expires, no such rules apply.

As Minister of Foreign Affairs for the North Atlantic Defense Coalition, I’m proud to announce the re-signing of our treaty with Echelon. They have been some of the best friends anyone could ask for and we look forward to continuing that friendship.
NADC-Echelon Mutual Defense and optional Aggression Pact
Preamble:
The Parties to this Treaty reaffirm their faith in the purposes and principles of freedom, justice and sovereignty and are resolved to unite their efforts for collective defense and preservation of peace and security. Hence they solemnly agree to enter into this Mutual Defense and optional Aggression Pact.
Chapter One: Purpose and Principles
The signatories of these Declarations hereby commit themselves as independent Alliances to a promise of friendship, non-aggression, and mutual defense as stated in the following Articles.
Chapter Two: Non-Aggression
Article I
All members of North Atlantic Defense Coalition and Echelon enter into a commitment of peace towards each other. No nation of either Alliance shall declare war with the intention to attack, commit any form of aggressive assault, threaten or abuse members in public or private channels or commit espionage against each other. Both alliances agree not to assist an enemy of either Alliance through military or financial means during periods of alliance level conflict.
Article II
The leaders of both Parties agree that if one of their Members violates Article I by aggressive assault, this attack will be condemned within 24 hours notice of it occurring. The member attacked shall not to retaliate during this 24-hour period, to allow for the appropriate diplomatic talks. The leaders of both Alliances agree that if one of their members violates Article I, then reparations shall be paid at the minimal value of 125% of the damage caused.
Article III
The leaders of both signatory Alliances agree that if one of their members violates Article I of the Second Declaration by permitting attacks, threatening or abusing members in public or private channels, committing espionage and/or assisting an enemy of either Alliance through military or financial aid; then this attack will be condemned within 24 hours notice of it occurring. The member responsible shall be punished according to his or her Alliance's Charter.
Chapter Three: Mutual Defense
In the signing of this pact, both sides agree to defend and aid one another in times of war when requested by the other signatory alliance. Should either of the signatory alliances be attacked by another power, the other is required to come to its assistance with its full strength and resources.
To request assistance in a time of war, the alliance which is in need must first send a request to the other signatory alliance. That alliance then has 48 hours, or two days, to fully prepare for the shift from peace to war for maximum war efficiency. If one alliance commits a warranted act of aggression and requests assistance from the other signatory alliance, that alliance is not required to grant the request. However, the other signatory is still highly encouraged to offer their assistance. Let it be known that this treaty provides all signatories with full legal justification to enter a conflict that concerns the other, if they so choose.
Chapter Four: Respect
All Members of either Party hereby agree to conduct themselves with civility, maturity and diplomacy in all communications including public and private channels. At all times members honor the spirit of peace and prosperity between the Parties. In case disputes on matters directly affecting them should arise, especially disputes likely to disturb peace and harmony, they shall refrain from the threat or use of force and shall at all times settle such disputes among themselves through friendly negotiations.
Chapter Five: Intelligence
If either Party receives sensitive information regarding the other Party, they agree to share said information and the source of it with the intent to protect the security and honor of both Signatories.
Chapter Six: External Treaties
In the event of conflict arousal with external alliance agreements that interfere with this agreement, it shall remain active, and those conflicts shall be resolved on a case-by-case basis.
Chapter Seven: Treaty Cancellation
If either Signatory Alliance wishes to cancel the Treaty at anytime, they agree to provide 48 hours notice to the other Alliance. During that time, both Alliances agree to hold diplomatic discussions with the intent of maintaining the treaty. There shall be a 24 hour period of peace once the cancellation is announced.

Dear Citizens of the World,
The NADC has always made it our mission to support our allies the best we could. Recently, we did not succeed in that mission.
The Foreign Division has been one of best allies we have ever had. Not just as an alliance, but as true friends. During the Karma War, several allies requested help. One such ally was TFD, who requested our help in defending themselves. The NADC initially moved to come to TFD's defense; however, an internal problem arose and mistakes were made and the NADC did not come to TFD's side as we should have.
The NADC cannot express the regret and remorse that we feel for what happened. TFD has always been an honorable alliance, and have stood by the NADC. They have always treated us with respect, and have offered a hand of friendship. They have been there for us during our high points, but more importantly, our low points. We could not have asked for any better ally. A mistake lead to some strains in our friendship, strains that the NADC understands the faults lie with us. No matter how it happened though, it happened and the NADC wants our friends in TFD to know how we feel. We offer our most sincere and truest apologies to our friends in TFD who deserved our help when they needed it most. You stood by us, and we didn't stand by you. We hope that you will find it in your hearts to forgive us.
TFD has made great efforts to offer a hand of friendship to us after what happened, and we have continued to work to make amends. The NADC wants everyone, and TFD most importantly, to know that we feel deep remorse for this and that we’re with them no matter what.

The North Atlantic Defense Coalition - Rise of the Horde Protectorate
Preamble
In recognition of the ties of Solidarity and Amity shared between them, and in the interests of the furtherance of friendship and relations between them both, with the consent and advise of the legislative bodies of each, the undersigned representatives of both the North Atlantic Defense Coalition (NADC) and the Rise of the Horde (RotH) enter into law the following Treaty on this date, July 9, 2009:-
I. Sovereignty
The NADC shall not in any way attempt to subvert the sovereignty of RotH, nor attempt to coerce its decision making processes, nor attempt to bend it to its will. RotH shall be expected to conduct itself in a manner that not only becomes them, but in a manner that becomes both the NADC and RotH. RotH shall not sign treaties without notifying the NADC of its intentions. Unless there is an obvious reason RotH should not hold the treaty, they shall be allowed to follow through.
II. NADC Representation
The NADC shall be entitled to one (1) Liaison on RotH home forums as a means of communication and advisement. The representative shall advise the Government and Membership of RotH but shall hold no formal powers within the alliance, other than a purely advisory role, representing the interests of the NADC. The representative shall not be entitled to a position upon RotH's Legislature or Government, and shall not actively participate in RotH affairs.
III. Alliance Management
The Liaison to RotH shall advise RotH on alliance management. This includes, but is not limited to:-
a. Recruitment Procedure
b. The Alliance Bank
c. The Government Organisation and Administration
d. The Military Department
e. The Foreign Department
The Liaison shall not have any formal powers to change these departments, but will merely suggest improvements in efficiency and output. RotH is not obliged to take on any suggestions under this treaty, but they are strongly advised to at least discuss the merits of them.
IV. Monetary Assistance
The NADC shall provide RotH with regular financial aid opportunities. This will include access to schemes that operate as a part of the NADC Federal Bank, under the provision that these schemes are not disclosed to foreign alliances. RotH shall be entitled access to the NADC Business Exchange and all the benefits it brings, at the NADC rate of pay. Likewise, RotH members shall be welcome to participate in the technology market of the NADC should they wish.
V. Military
In the event of an unmerited attack upon RotH, the NADC shall attempt to resolve the matter with RotH and the offender diplomatically, and should not solution be achieved, then military assistance is required on behalf of the NADC. Should RotH come under rogue attack and is unable to defend itself fully against the attack, then they may request that the NADC initiate a rogue response against them, in order to defend them from the attack. In such an event, the NADC shall strive to provide financial assistance to RotH whatever the circumstances. Should the NADC come under attack, the protectorate, while not required to, has the option of coming into NADC's defense.
RotH may not engage in aggressive action against a foreign alliance, whatever the circumstance, without consulting the NADC.
VI. Duration
The duration of this treaty shall be set at 4 months from the date of assent by both parties. This treaty shall therefore expire on November 09, 2009. At this time, the progress of RotH shall be considered and a renewal of this treaty (with an altered duration) may be discussed or they may petition to upgrade said treaty.
VII. Cancellation
This treaty may be cancelled without justification with 72 hours notice for discussion to take place regarding the future of relations. After this 72 hour period, the treaty is void and a 48 hour grace period must be adhered to.

I'm not sure if this has been covered already (I've not found it anywhere). How would logging into your nation from an Iphone work? Could I go to another city and still log on safely without getting deleted. And this would be using the 3G connection, not the wifi connection. I know with WiFi, you take the chance of logging onto a location where someone already has but I'm not sure if the 3G works the same or not.

An Official Announcement from the North Atlantic Defense Coalition.
The NADC entered this conflict in response to a request of assistance from our allies in Zenith. Outnumbered and outgunned, we fought to free Zenith from its conflict. We have achieved peace for Zenith and, as such, we are herby removing ourselves from this conflict. Defeat was inevitable from the start, so we knew the outcome that we faced Karma. Zenith/NADC hereby surrenders to ACF/RAD/Argent/Umbrella/ASO/PC/RoK/CSN/IS and the Karma Forces. We herby applaud our opponents for their valiant fight they put forth and hope that good relations can be achieved after the war is over. We herby declare neutrality for the duration of the conflict, both aid and military. Any member who left during the time of war will be free to go where they please once the conflict is over, as long as it is not an alliance that is at war with Karma. They may return to NADC and Zenith any time they wish.

NADC and TSI Treaty Upgrade

Today I am proud to announce an upgrade to our treaty with TSI. They have proven themselves to be great friends and we look forward to working with them in the future.

The North Atlantic Defense Coalition and The Sasori Initiative hereby commit to uphold the following principles of nonaggression, respect, defense, and aggression outlined in this Mutual Defense and Optional Aggression Pact.
[b]Preamble[/b]
This treaty is signed in good faith, and is based upon the noble ideals of friendship, cooperation, and protection common to all of us. It is signed not only in the pursuit of peace, which many times becomes stagnant, but in the hopes that both signatory alliances will work together to actively pursue a better future by guaranteeing their security. In the signing of this treaty, it must be clear that both organizations and their members will remain sovereign.
[b]Friendship[/b]
The signatory alliances and their members will treat each other with as much respect and decency as they would their own members. Signatories will show tact and consideration when addressing any grievances, namely by making full use of proper diplomatic channels.
[b]Non-Aggression[/b]
No member nation of either alliance will declare war on any member nation of the other, provide aid (be it military, money, technology, or knowledge) to enemies of the other, or commit acts of espionage against the other.
[b]Mutual Defense[/b]

That alliance then has 48 hours, or two days, to fully prepare for the shift from peace to war for maximum war efficiency. If one alliance commits a warranted act of aggression and requests assistance from the other signatory alliance, that alliance is not required to grant the request. However, the other signatory is still highly encouraged to offer their assistance. Let it be known that this treaty provides all signatories with full legal justification to enter a conflict that concerns the other, if they so choose.

In the event that one Party requires assistance in an aggressive war against a Non-Signatory Alliance, both Parties are encouraged but not obligated to assist the other by means of political, financial, and military aid. [b]Intelligence[/b]
If either Party receives sensitive information regarding the other Party, they agree to share said information and the source of it with the intent to protect the security and honour of both Signatories.
[b]External Treaties[/b]
In the event that a conflict arise, resulting from a external treaty or agreement that interferes with this treaty, this Treaty shall remain resolute. These conflicts shall be resolved between the signatories of this treaty.
[b]Withdrawal[/b]
If either signatory alliance feels that this treaty has been unjustly violated and resulting diplomatic negotiations have not offered any sort of resolution, they have the right to withdraw from the treaty by the express will of their respective decision making bodies. Notification of withdrawal must be given to the other signatory within forty-eight hours. Should this treaty be revoked by either alliance, a twenty-four hour grace period begins in which neither alliance may declare war on the other, after which no such rules apply.
