The desired gov is transitional (too). But I just go back and forth between Capitalism (for paying bills and buying infra) and Democracy (for collecting). But I've been doing this for ages and I'm pretty sure the population has changed their desires without me giving them what they wanted.

My Desired Government hasn't change in what seems like too long - I can't say exactly, but I'd venture at least 4x has long as the longest before that.
Could it be a bug or is it just bad luck?

I don't want an alliance, I want to sell tech.
I tried to join the NPO but you you have to pass a written test to get in. I do enough cramming for Uni.
I'm on red and I'm not leaving.
I didn't know that belonging to an alliance was the only way to get info on this game.

Join the Citadel Trading Company. They seem to be exactly what you are looking for.
I would have to change my team and get all new trades, that would take ages...

I want to sell tech to make my nation grow.
I think the best way to grow your nation is to invest the profits into infra.
Should I be focusing on reducing infra costs, infra upkeep or tech costs? Is there a way to do 2 of them or all of them?
My resources are Silver and Sugar.
Which resource combination and improvements should I get?

Sorry if this as already been answered, but I searched for "anarchy" and "riots" and couldn't find a definite answer.
I've been put into anarchy through war because 95%+ of my soldiers died.
Some people say you should wait for the oportunity to change your gov. type to something other than anarchy and then collect taxes.
But I'm not sure I'll ever come out of anarchy if I don't have enough soldiers.
I'm thinking about collecting taxes only today and buying soldiers to have more than the minimum (20% of my pop), then wait for anarchy to go away before I collect again.
What should I do?

Nope, its generally agreed to be Capitalist or Republic, because of the environment bonus. Monarchy was the best choice before the update to environment.
Is the chart out of date? It says nothing about environment...
And keep in mind I'm asking which one is best for the beginning of the game, I'll change it later.

Recent changes have changed the former "best government". In my opinion, I think Capitalist is the best, but it depends on which your nation desires.
I've been looking at the chart and it seems to me that monarchy would be best to start with for the +1 happiness, +1 land area, Initial Infras. -5% Cost. Am I right?
