  1. The State of Treaties in Planet Bob

    Honestly, after last night, I'm rather dissapointed in the membership of Planet Bob. When it became "unpopular" to support NPO and it was clear that a very real war was going to be both hard and damaging, alliances pulled out en masse, and not just the "Coalition of Cowards," as it's been termed. Whatever happened to the binding power a contract such as a treaty was supposed to hold? Are treaties even worth anything in light of last night? It's quite clear that if an alliance wants to do something, they're not going to let something like their solemn word stop them.

    So, coming to my point: what is the state of treaties in Planet Bob? Should nations that renege on a treaty face the ire of nations on all sides of the war? Should we even have treaties if they aren't followed and enforced?

    RandomInterrupt makes a couple of good points:

    ...It's a simple reaction to having too many treaties without relationships to back them up.

    It's not a reflection of the world at large, simply a side-affect to over-extending your treaty base.

    NPO based a large part of its defensive strategy on deterrence: the papers of many treaties. Papers which, without the political capital to back them up, were worthless. Once they had spent that capital, and rather frivolously so as of late, then they were left - in many cases - with nothing more than paper with ink on it.

    I think it is sad to lose anyone, regardless of what they are like IC. All heroes need villians, and all villians need heroes.

    I suppose I could nitpick at the charter a bit, but it strikes me as well written, and definitely well formatted. I wish you guys luck. Also, any word on a protector?

    Alright, so, my name is Ryiis, and I have the privilege to introduce to you a new Aqua alliance: Advent. Advent has been ‘in-the-works’ for some time now, and it has been quite the journey: for both myself and my co-founder, Kae Lee. That being said, we both have a lot of grit and determination to see this through, and to make something incredible.

    Having come from the land of Purple Free Love, we will see that Advent becomes a strong, tight-knit community. We are looking for active participation, not just from our members, but our leadership – to provide guidance, make bonds, and just to interact for some good times. Our forums will be fun and friendly - open to visitors, allies, and members alike.

    Well, that is enough babbling from me. Again, come check out our Forums, or chat in #Advent with us. Following is our Charter:

    The Advent Accord

    Preamble

    Even in darkness, there is hope for the light. Hope for the Advent of order, community, and unity through collective assistance. Advent is built upon the principle that active participation of all, with individual effort, initiative, and success, will bring about a force of strength and greatness.

    Section 1 – Membership

    I. Admittance into Advent

    Membership into Advent is subject to approval by the Emperor and Empress. All candidates must adhere to the following requirements in order to be eligible for provisional membership. Applicants shall:

    a. Not be involved in any wars.

    b. Not be a member of any other alliance.

    c. Not be an enemy of any other alliance.

    d. Set their team color to Aqua, unless over 30K NS and applying for an exemption.

    II. Provisional Membership (Trader)

    Upon admittance into Advent, members will have 30 days to complete Basic Courses offered at the Ivory Tower. Once those courses are completed, members will advance to Basic Membership. Provisional members who do not complete their courses in the 30 day time frame will be unmasked and will no longer be considered members of Advent.

    III. Basic Membership (Scholar)

    Basic members are required to undergo a nation audit, as well as complete Advanced Courses offered at the Ivory Tower. Once the courses are completed and audit recommendations are followed, Basic Members will advance to Full Membership. Basic members who do not complete the requirements for Full Membership in the 30 day time frame will be unmasked and will no longer be considered members of Advent.

    IV. Full Membership (Knight)

    Full Membership offers members the ability to pursue all opportunities and benefits provided within Advent.

    V. Expectations of Conduct

    All members, regardless of their level of membership, are expected to conduct themselves in accordance with both the established charter and the spirit of Advent. Inappropriate conduct such as unauthorized wars (including tech raids), harassment, revealing the personal information of others, posting of explicit material, excessive foul language or any other offense deemed inappropriate as determined by the Emperor and Empress are grounds for immediate expulsion.

    VI. Ejection from Advent

    The Emperor or Empress may evict any member at any time, for whatever reasons he/she sees fit.

    Section 2 – Government

    I. Imperial Founders:

    a. Emperor and Empress – Imperial Founders, Heads of Government and State - ad infinitum.

    II. Advisory Council:

    a. Advisor – Appointed by the Imperial Founders from current Ministers for a 2 month term. The Advisor will vacate their Ministerial position, at which point a 'floating' Minister will run their Ministry. After the term expires the Advisor will return to their original appointment, unless otherwise extended by the Imperial Founders.

    III. Council of Ministers

    a. Minister of Foreign Affairs – appointed by Imperial Founders for an indefinite term and may be removed at their discretion.

    b. Minister of Internal Affairs – as above.

    c. Minister of Finance - as above.

    d. Minister of Defense - as above.

    e. Minister of Development - as above.

    f. Minister of the West – elected by Full Members (Knights) for 2 month terms, and maybe removed by Imperial Founders. They are considered 'floating' Ministers that are given special tasks, or are Ministers in Waiting who can fill vacant Ministries.

    g. Minister of the East - as above.
    i. Those eligible to become elected ministers shall be members in good-standing, who have reached the rank of Knight by fully graduating from the Ivory Tower.

    ii. All members in good-standing, who have reached the rank of Knight by fully graduating from the Ivory Tower, may vote in the election.

    iii. Positions shall be filled by the person who receives a super-majority, defined herein as: two-thirds of those present and voting.

    iv. Elected Ministers shall serve a fixed term of two-months, and may have indefinite concurrent terms of office.

    v. Runoffs shall be run if no candidate receives said super-majority.

    IV. Civil Service

    a. Civil Servants – Appointed by the Minister with Imperial consent. Civil Servants will be given specific job roles on the Ministry they serve.

    V. The Emperor and Empress are the final decision making authority on all matters.

    Section 3 – War and Peace

    I. Individual Wars

    No member of Advent may undertake any hostile action against another nation, including spy operations, without express orders and/or approval of the Emperor, Empress, or Minister of Defense. All Adventians are entitled to defend themselves against hostile actions committed by unaligned nations. Should an Adventian be attacked by an aligned nation, it is incumbent upon that member to seek counsel from the Emperor, Empress, Minister of Foreign Affairs and/or Minister of Defense in an effort to achieve a diplomatic solution. Should diplomatic efforts fail, the member may use all military means necessary to defend themselves.

    II. Alliance Wars

    All decisions regarding alliance wars, including the decision to declare and subsequent decisions regarding peace and surrender terms, are solely those of the Emperor and Empress. The Minister of Defense will preside over day to day military operations. An official declaration and concluding terms will be posted on the Cyber Nations Forums.

    III. Nuclear Weapons

    Advent does not allow use of first strike nuclear weapons, unless expressly authorized by the Emperor or Empress.

    Section 4 – Disciplinary Action

    Failure to uphold the items set forth in this Charter, or otherwise violating the spirit of the Charter, or Advent, will result in disciplinary action. Penalties are determined at the sole discretion of the Emperor or Empress.

    Section 5 – Amendments

    Amendments to the Charter may be proposed and submitted by any full member of Advent. Proposed amendments will be reviewed by the Emperor and Empress for approval. All approved amendments, member proposed or otherwise, will be added by the Emperor and Empress if and when they see fit.
