It is my personal belief that all the citizens of the world should have an equal opportunity to glow in the dark, not just the citizens of nuked nations. Uncap the GRL!

I imagine each nation nuked multiple times counts only once toward the GRL, and their contribution doesn't end until 30 days after the last time they were nuked or they are deleted.

If I remember the definitions about nuclear anarchy and being put into it, this seems to be the most likely case. As such, I'd be looking toward 31 days after the last major round of nuke exchanges (I'm guessing around September 20th-22nd, but I'll give you a cookie if you can find some more reliable information) to do bill collections. Of course deletions could throw off this estimation.
