If you're okay with attacking people by the power of a treaty even without a DoW, why bother DoWing randomly?
Just go ahead and attack everyone you're bound to or DoW everyone you're bound to (before/while declaring). Otherwise, there's no reason to look at your official wars.

Using a middleman is now bypassing the system? How silly. And no, we're not going to flush the IP list as it would increase the risk of players abusing the system.
You're a mod and you're telling me using a mm, especially in the case that both people are indeed the same person and they're just using it to transfer funds, isn't bypassing the system?
Look, it's simple. If someone has a static IP, they can't bypass the system at all since he would have to log in from both accounts anyway to do something. If it's dynamic, and they really wanted to, they could easily change the IP and so bypass the system. If it's dynamic and they have "trade canceled," it just means the system is not doing its job. How is flushing the IPs about 20 days old risking the game with cheating? Dynamic IP users would have their IP changed numerous times by then, and static IP users would be just as "stuck" with not being able to cheat (if they wanted to) as they were 20 days ago, thus making the system just as safe as it is now minus screwing honest people.

^Bypassing the system is just as forbidden. Even if it weren't, using a mm screws both the seller and the mm (two slots for 100k?), especially since the agreed deal usually was without a mm and so the seller has to take it out of their own pocket. The solution if the IPs indeed rotate around everyone is to flush the IP list every so and so days or clear all IPs X days old.

I've seen this happen for another friend in Israel. It seems that whenever people from whatever ISP OP is using aid each other, it thinks it's a network no matter what. Now the buyer is left screwed because the Admins have answered before that "if you're having trouble dealing with them, switch dealers" instead of actually proposing a solution for the problem or at least a refund to the buyer.

Simple answer are you on the left or right fence? East or West? Fault can be decided by pacifica and polaris alone, solutions can come from them alone. Any war or any treaty cancellations, well I don't know. I guess there is always a time and a place but this ones seems to be upon a following wind.
Do we also need Pacifica or Polaris to tell us whether revealing (OOC: OOC) information or (OOC: OOC) attacks warrant a treaty cancellation/suspension?
Of course the "winds" affected this. Polar has done nothing wrong to us specifically, but (OOC: OOC) attacks won't be tolerated by UPN. We had to take some action ourselves.
