  1. Waste of time, in my opinion. If people are going to be problematic and commit crimes, then they get ZIed. If they intend to re-offend, then they will. They will be dealt with every time it happens without fail. People who seriously wish to have a new start would prefer to just re-roll rather than accept such a proposal that would impair their ability to play the game normally indefinitely just because they might re-offend. This problem always solves itself, so introducing things that would complicate it would be, as I noted earlier, a waste of time. I appreciate the thought and effort you put into it, but I just don't see this one working. Always good to have people thinking of change, though!

    IC: Seihou is dispatching the following diplomats:

    To Elective Dictatorship of Palintine: Diplomat Celeste Landers

    To Ile de Noir: Diplomat Miho Izumi

    To The Cainian Empire: Diplomat Hajime Takahashi

    To Promised Land: Diplomat Shirou Han.

  3. Speaking today in public for the first time since the war ended, Hourai has announced that foreign diplomats may be exchanged between Seihou and other nations and that resuming relations with others is now the nation's top priority. Several diplomats have been gathered in preparations.

  4. Hourai was quite visibly displeased at the news. Tatsuo had informed her that troops have been spotted near the capital surrounded by a lake.

    "So it would seem that they sent them in before we could even give an answer or pursue other methods of diplomacy, eh?"

    Snow and Alita were nowhere to be found today. The schools are closed, and students are confined to their homes, wondering what is to happen.

    "Tatsuo. I want for you to meet with these troops and request a diplomatic representative from their country immediately so we can talk this through properly."

    Tatsuo simply nodded in response and immediately departed to board the flagship docked at the port. Shinkirou has no land access, to travel by air or sea are the only options.

  5. Due to overwhelming support in the nation, the government of Seihou is officially declaring independence from the nation of Kyokujitsu Teikoku. Hourai makes the announcement in the midst of a regional war that threatens the stability of the country, and has made a request to the world to be seen as neutral in this conflict. The announcement was brief, but it got to the point.

  6. OOC: It is the first. That is why I said 'if it is possible.'

    IC: Seihou does not wish to fight. It is a nation of schools and universities and poses no threat to anyone. There is nothing to conquer or destroy. There is almost no military to speak of. An overwhelming part of the citizens here are students, also. If you absolutely must attack, then please wait for the representatives and visitors of other nations that are visiting return home safely to their lands before attacking. After they have left, there will be no more air traffic. Hourai and the government will be remaining in the capital Shinkirou.

  7. Seihou would like to declare neutrality if possible. If it is not possible, then Hourai would like the other nations to know that there are diplomatic representatives of other nations that are in the middle of leaving Shinkirou at the moment. All commercial airflights will be suspended after their planes and the last flight to Europe will leave.

  8. OOC: I would like to know if troops are entering my territory or not as part of this war. I really have no desire to fight considering the unique society of Seihou, but unless proper warning is sent out, my border guards will attack any unannounced foreign troops that enter.

  9. OOC: Argh. I've been too sick to even really do much, and it seems like I missed a lot of events. Sorry guys.

    IC: Due to the events transpiring outside of the borders of Seihou, Hourai and Snow must regretfully postpone this meeting until a later time and have already arranged for guards to accompany the visitors to their transportation out of the area for safety reasons.

  10. Once inside the Hall, all visitors are greeted by the sight of many tables that have plates of many food items. They have both Asian and European dishes available. Hourai and Snow sit together at one of the tables, and stand to welcome the arrivals.

    "It is an honour to have you here!"

  11. The children looked saddened. "Unfortunately, it only grows in this climate, sir. But you're welcome to take back as many as you like!"

    The Grand Hall's entrance included a commemorative plaque, which contains the following words:

    "This Grand Hall that stands here today is a former Fortress used during the Colonial ages. It is said that the last of the former inhabitants were washed away in a tsunami. It was later converted into what you see before you today."

  12. OOC: Forgive my slow responses. I've caught a rather nasty flu.

    Radoslav may have noticed the Grand Hall's old architecture and that it has been restored also as he explores. A group of children hand him a mirage flower also.

    "Here mister! This is a welcoming gift!"

  13. The child smiled. "It is a Mirage flower! Many of them grow here. It is our welcoming gift to you!"

    And with a quick head bow, they depart.

    The streets are filled with commuting students of varying ages. The majority of the buildings are academic ones. A very tall and magnificent building is in the center of town. It has a Gothic architecture. One might easily mistake it for an old medieval Cathedral.

  14. Headmistress Hourai bows her head in response. She then speaks to both him and Mr. Bokstav.

    "It is a pleasure to meet you, Mr. Radoslav. Welcome to Seihou. I hope you both enjoy your time here. You're able to explore the city as you see fit until the banquet and meeting in the Grand Hall later in the day. There will be fireworks that will go off when the events are about to start. I look forward to seeing you both again later. The Grand Hall is the largest building here; you can't miss it."

    As Gates was wandering around the city built on a lake, a small group of children approach her, and hand her a flower that is coloured a beautiful purple-blue.

    "Thank you for coming to our home!" states one of them, obviously being the one in charge of this little welcoming group.

  15. Hourai looked surprised, and quickly bowed her head.

    "Oh, my. There seems to be a a lot of people showing up at the same time... I apologize, Lady Gates. You're free to explore Shinkirou as you wish. The banquet and meeting in the Grand Hall will take place later in the day. You'll know when the fireworks begin. It's the largest building here, so you can't miss it."

    With a quick head bow from the others, she and her entourage turned to greet Estori. Hourai spoke up first, as she did last time.

    "Greetings and welcome to Seihou, Mister Bokstav. It is a pleasure to meet you. I am Headmistress Hourai."

    Snow spoke up next. "I am Snow! W-welcome to Seihou!"

    Alita nodded. "Welcome to our lands, Sir Bokstav."

    Tatsuo was quick to follow. "It is an honour to meet the leader of another nation."

    That is when they noticed they had yet another guest. Snow immediately responded.

    "Please excuse me, I will go and greet our other guest."

    She offered to go as an opportunity to develop new skills. Tatsuo went with her. They approached the new visitor and bowed their heads. Snow began to speak as formally as she can manage.

    "Hello, and welcome to Seihou! It is an..honour to meet with you today! I am Snow, the future leader of this land!"

    Tatsuo looked amused.
