[size="3"][u][b]A Brief History[/b][/u][/size]
TriCom was first founded on March 4th, 2008 by Grim Reaper and TOOLL sometime after the Illuminati War. We made it our mission to help stabilize the Black Team and also to progress as an alliance without the need to wage war, but simply through diplomacy and trade. We were first under the wing of CIS, then later NpO and eventually DE. As an alliance we prospered and made many friends, our diverse community of both veterans from a multitude of alliances and new players gave us a unique culture and advantage in the way that we had plenty of experience and ability combined with fresh ideas. We always supported the view that "Friends > Infra" and made sure to be there for our allies when needed. However due to some more than selfish individuals we began to lose our way of life, we no longer upheld the honor we so long had cherished, and because of that we ultimately fell in number and only the few honorable ones remained. Those left decided it would be in the best interest of the Commission to lay it to rest and merge with some of our close allies to become The Circle of Icarus (TCI). Plans did not going accordingly however and after a while most of us decided to leave and find our own path.
[u][b][size=3]The Charter of the Trilateral Commission[/size][/b][/u]

WE THE NATIONS OF THE TRILATERAL COMMISSION ARE DETERMINED
* to establish conditions under which justice and respect for the obligations arising from
treaties and other sources of international law can be maintained.
* to promote social progress and better standards of life across the Black Sphere and Planet

AND TO THESE ENDS
* to practice tolerance and live together in peace with one another as friends.
* to unite our strength to maintain international peace and security.
* to ensure, by the acceptance of principles and the institution of methods, that military force
shall not be used, save in the common interest of the Trilateral Commission and her allies.
HAVE RESOLVED TO COMBINE OUR EFFORTS TO ACCOMPLISH THESE AIMS
Accordingly, our respective nations, through the government assembled in the Trilateral Commission,
who have exhibited their full powers found to be in good and due form, have agreed to the present
Charter of the Trilateral Commission and do hereby establish an organization to be known as the
Trilateral Commission that will use this Charter as it's founding document and ultimate law.
[u][b]Article I: Initiation[/b][/u]
Any nation of any color pledging an oath to the Trilateral Commission requesting membership will be
initiated, provided said nation does not present a security risk to the Trilateral Commission, or
belong to any other alliances. Our oath consists of the following:
* Nation Name
* Nation Ruler
* Nation Team
* Resources
* Nation Strength
* Previous Alliances
[u][b]Article II: Structure[/b][/u]
1. Although voting is not required, all members of the Trilateral Commission are encouraged to vote.
2. The Trilateral Commission will consist of a Supreme Council(The Chairman, The Chief Executive
Officer, & The Three Directors) and a General Council(Any
Government Officials & Ambassadors).
3. The charter of the Trilateral Commission is the highest law within the alliance; and it's word is
to be followed by all Trilateralists without question; those found to be violating the word of the
charter will be prosecuted without mercy by the Board of Directors or under special circumstances the Supreme
Council as a whole.
[u][b]3:A. The Laws Of The Commission[/b][/u]
All Trilateralists must follow the Laws Of The Commission:
* No single individual may declare war on behalf of the Trilateral Commission.
* No single Trilateralist or group of individuals may conspire to force the Trilateral
Commission into an unjust or dishonorable war.
* No single Trilateralist or group of individuals may conspire to overthrow the current
government structure of the Trilateral Commission.
* All Trilateralists are expected to conduct
themselves on Alliance, Foreign Alliance, and CyberNations forums, IRC channels and other ways
of communication with honor and in a respectable manner.
* Any and all trolling or acts of deliberate provocation are forbidden.
* All Trilateralists are responsible for their actions and words and will be held accountable as
such.
* Leaving the alliance without first making a resignation thread is frowned upon. Leaving the alliance before
waiting a minimum of sixty days after receiving any type of aid, or leaving the alliance when the
threat of conflict is imminent or has been realized will not be tolerated and the offending nation will be expected
to pay reparations in full for any aid received.
[u][b]2:A. Supreme Council[/b][/u]
[b]2:A.I The Chairman[/b]
The Chairman is the leader of the alliance and Head of the Supreme Council. The Chairman will
command the government body of the Commission, and maintain veto power over it. The Chairman serves for life or until resignation. In the event the
Chairman resigns he or she will be granted life-time access to all levels of the government sector and
serve as an adviser to all levels of government within the Trilateral Commission. The current Chief
Executive Officer will then be nominated as Chairman and an election among the government body of the Commission will be held to determine the successor.
[b]2:A.II The Chief Executive Officer[/b]
Being one level underneath the Chairman, the Chief Executive Officer is the highest ranking officer,
administrator, or executive, in charge of total co-management of the alliance. He/She can make all final decisions for the exception of declaration of inter-alliance
war & termination of the alliance. The Chief Executive Officer serves for life or until resignation.
In the event the Chief Executive Officer resigns he or she will be granted life-time access to all
levels of the government sector and serve as an adviser to all levels of government within the
Trilateral Commission. The Director chosen by the Chairman will take over the Chief Executive
Officer's vacancy. If the Director chosen by the Chairman does not want the Chief Executive Officer
position,then one of the other two available directors will be selected and put up for election to
the entire membership of the Commission.
[b]2:A.III The Board Of Directors[/b]
This includes three Directors that are part of the Supreme Council, they serve as an adviser to the
Chairman and Chief Executive Officer as well as a check and balance system for the alliance to
assure that power is distributed evenly and that the corruption of power does not take place and to
protect the word of the charter and it's law. They will also collectively take the place of the
Chairman if the Chief Executive Officer is not available to do so until either the Chief Executive
Officer or the Chairman returns and resumes their prior position; if during this time-frame an act
of war is committed upon the commission or a mutual defense partner of the commission by a foreign
aggressor the Directors will only go through with diplomatic procedures, but they cannot make a
declaration of war upon the afore mentioned aggressor.
The Directors are elected in the following ways, one Director by the Chairman, one director by the
General Council, and the last Director is elected by vote of the
entire government body (excluding the Chairman). The Directors are re-elected every three months in the same fashion.
The Directors are all of equal power and each Director serves as a voter towards any issue/treaty
brought upon the Supreme Council. If one or more of the Directors is not present during the voting
of an issue/treaty the voting will be balanced via majority vote.
Each elected Director will be also be assigned to a role by consensus of the Supreme Council as a whole according to that individual director's abilities and experience in certain fields. (See 2.C for possible roles)
In order for a member to be eligible for being elected as a director the following prerequisites
must be met.
* Must already be an existing member of the government.
* Must be a very active participant in government meetings (via IRC), government discussions (via Forum), and
maintain an active nation in-game.
* Must be experienced in Internal and External Affairs and have made at least 1 major
contribution to the alliance.
[u][b]2.C Director's Roles[/b][/u]
[b]2.C.I Internal Affairs[/b]
He/she is in charge of the inner workings of the alliance and it's forum. He/she is in charge of
communication, the treasury, and answering any FAQ's any members may have about the alliance or the
game. He/she may appoint up a two officials.
[b]2.C.II External Affairs[/b]
He/she is in charge of All foreign relations. He/she may appoint up to two officials.
He/she is also in charge of directing recruitment drives. He/she works to ensure that all new recruits
are trustworthy and filters out suspicious individuals. He/she works with the Director assigned to Internal
Affairs to root out suspicious recruits.
[b]2.C.III Defense[/b]
He/she is in charge of the military of the Trilateral Commission. He/she works with the Director assigned to
Internal Affairs on filtering ghosts. He/she works with the Director assigned to External Affairs on any
possible threat that may be brought to the Trilateral Commission. He/she may appoint up to two
officials.
[u][b]2.D The General Council[/b][/u]
[b] 2.D.I Government Officials[/b]
Government Officials appointed by the Board of Directors are to perform
tasks assigned to them by their respective elector. Tasks given to the Government Officials by
their elector must be within the jurisdiction of that Director's assigned role. Government Officials
are removed from office when their elector's term is over or at the discretion of the elector.
[b] 2.D.II Ambassadors[/b]
Ambassadors are special Government Officials under the direction of the Director assigned to External Affairs. Ambassadors act as representatives of the Trilateral Commission on diplomatic
missions to foreign alliances. Ambassadors can only be assigned tasks within the jurisdiction of
the Director assigned to External Affairs.
[u][b]Article III: Elections[/b][/u]
The government of the Trilateral Commission will never pass any act or take any action that will
remove or infringe the upon the right to free elections of any government office that is electable
according to the charter's law. The government is never under any circumstance allowed to alter
election rules and regulations to prevent the election of an individual to office.
In the case that elections must be postponed the Supreme Council must be in complete consensus
of doing so but this can only be done under special circumstances.
[u][b]Article IV: Removal From The Alliance[/b][/u]
Anyone can submit a request to expel a member from the Trilateral Commission. The Trilateral
Commission government will review the case and may dismiss it if it is deemed irrelevant or not made
in the interest of the commission. The accused nation will be given 24 hours to respond to the
accusations. However, this Grace period may be extended at the will of the Chairman, or a majority
vote by the government. Any member that declares war without Government approval may be expelled
immediately without a vote from the Body Republic. The Chairman cannot be expelled from the Alliance
but he can be removed from office with a 4/5[size=1]ths[/size] vote of the Supreme Council. The
Chairman can pardon any nation from expulsion.
[u][b]Article V: Revision Of The Charter[/b][/u]
Any member can submit a motion to revise the Charter to the Body Republic floor. However, majority
vote of the Supreme Council will be required for approval.
[b]5.A Process Of Voting[/b]
When an issue/treaty is introduced to the alliance the Supreme Council will have to approve it's
passing by performing a 4/5[size=1]ths[/size] vote.

Now, 1 year and 25 days later we're back with the better than ever, with a seasoned government staff, fresh forums, and the same old TriCom spirit in tact.
Our good friends over at NoR have agreed to provide protection until we are able to sustain ourselves, and for that we cannot thank them enough. I also would like to seize this moment to give a shoutout to TriCom founding members Trowa who left CN to pursue his career as a Pharmacy Technician and Heero who left CN due to his health complications following a severe case of Pseudomembranous-colitis who we all hope will have a speedy recovery; without you two none of this would've been possible.
Also, all nations residing under the AA "The Swedish Empire" are members of TriCom and are protected for the next 15 days or until all of them have switched AA's. Kthxbai! -

Merger Notice
Well Planet Bob, We've been around for over a year now. We've made alot of friends on this crazy ride throughout the cyberverse, with lots of epic lulz and drama entailing. The black sphere has been a good home to us, we started there and we grew and flourished there, we made pacts and signed treaties there, and thats where we end. A big thanks to New Polar Order for being such great allies, all of NOIR for being amazingly awesome, and of course Iunctus for always being there for us, you guys are great.
Alot of things lead to this decision for a merger, and I am proud to say that we'll be merging with one of the coolest alliances on the planet, The Circle of Icarus.
This also effectively ends any and all outstanding treaties we currently hold, the AA of Trilateral Commission is under protection for the next 72 Hours.

Trilateral Commission & Dark Evolution MDP
PreambleThis treaty signifies the ever-growing bond between the Trilateral Commission and Dark Evolution; as the Trilateral Commission has been growing rapidly in size and strength they thought it would be the right course of action to turn our protectorate into a strong MDP that will serve as a pathway towards an increasingly peaceful and stable black sphere. So without further delay we present to you the What? Tricom Is Evolving?! MDP; cause we herd you liek mudkipz.
Article I : Non-Aggression
No member of either signatory shall ever commit an act of war/violence/espionage toward each other. If this does happen reparations will be made for what was lost. Any rogue attack will be punished as seen fit by the responsible signatory.
Article II : Respect & Sovereignty
Both signatories agree to remain respectful to each other at all times in public and in private. Any disputes will be settled diplomatically via private channels. Each signatory is recognized as a sovereign entity and shall be treated as such. This document represents a commitment between the Trilateral Commission and Dark Evolution, but does not give either signatory the power to infringe upon the sovereignty of the other in any form.
Article III : Intelligence, Espionage, & Trust
I. Intelligence:
Any intelligence acquired by a signatory relevant to the interests of another will be shared with them. Knowledge or evidence of outside espionage will fall under Article III Subsection I and will be conveyed to the party being spied on. Knowledge or evidence of impending war will fall under Article III Subsection I and will be conveyed to both signatories. Knowledge or evidence of other impending actions harmful to the wellbeing of any signatory not enumerated in this section shall be conveyed to that signatory.
I.A. Intelligence Sharing:
On a weekly basis, at a time to be decided by the participating signatories, both signatories will send up to a maximum of three representatives to an Intelligence Meeting. At the said meeting topics discussed are up to the participants but are expected to include recent world events, rogues, wars, game mechanics, and others. The information shared in these meetings is considered classified whether its public knowledge or not. All information shared will stay inside the alliances and they will choose how to act with it. This article is intended to keep the alliances involved well informed about all facets of CN. Both parties retain the right to withhold information if they believe it to be damaging to their alliance in any way as long as they do not infringe upon any article or subsection within this treaty. Written explanations are not required to withhold information. In no way does this authorize the use of spies in either alliance to obtain information.
II. Espionage:
Signatories shall not engage in espionage against one another. Espionage shall include unauthorized access to the internal forums of signatories and the use of spy military forces against signatories in any fashion. If a nation from a signatory is caught in violation of the forum of a signatory, they shall be expelled from their alliance and be subject to complete infrastructure destruction. If a nation from a signatory is caught violating the territory of a nation of another signatory with spy military forces, they shall be required to pay reparations to the harmed nation. Failure to do so will be treated as a breach of Article III, Subsection II If a signatory alliance is found to be in violation of Article III, Subsection II. as defined by government compliance in the act, this treaty becomes void.
II.A. Intellectual Property:
Any intellectual property of one signatory or her members shall not change ownership status. Any use of the intellectual property of another signatory shall require written consent.
III. Trust:
Both signatories agree that none of their members shall provide Foreign Aid to a nation or alliance who is at war with the members of either the signatories, or who are engaged in espionage or violence against either alliance. Both signatories agree that none of their members shall harbor or hide the assets of the enemies of the other alliance.
Article IV : Mutual Defense & Aid
I. Defensive War:
An attack on either signatory alliance by a foreign aggressor will be seen as an attack on both alliances. Proper defensive measures will be taken. This article is subject to a non-chaining clause.
II. Non Chaining Clause:
If either signatory is attacked due to honoring a military treaty that they share with a foreign alliance, mutual defense is no longer mandatory, but an option. Both alliances advocate enacting the option, but understand that there is the possibility that the other may choose not to enact the option, for whatever reason, and that decision will be supported by the other signatory, regardless.
III. Aid:
Any signatory may request aid from the other signatory for any reason. Such requests shall include the rationale for the aid request and the nature of the aid required. Provision of such aid is strictly voluntary unless withholding aid would cause a violation of Article IV, Subsection I, and the signatory providing the aid shall determine the nature and amount of any aid they provide. Such aid may include, but is not necessarily limited to, the provision of troops, financial assistance, diplomatic measures, or military assistance not otherwise covered by Article IV. In times of war or reconstruction after war, such aid is mandatory to comply with mutual defense conditions.
Article V : Cancellation
I. Standard Procedure:
This treaty may be canceled at any time by either alliance. Should the need to cancel arise, the canceling alliance must give a 72 hour notice of their intent to cancel via private channels and a valid reason of why they have chosen this option. The treaty will remain in effect until the 72 hour period has elapsed. This however is subject to an additional clause.
II. NOIR Clause:
Both signatories must remain a part of NOIR. If one signatory leaves NOIR, the treaty is automatically nullified until further review. This does NOT apply if both signatories choose to leave NOIR in which case this clause becomes void.

Our Alliance Leader Was Accused Of Flaming And Poaching Other Alliances In IRC Chats Under The Name Of 'Tooll' Some Of The Alliances Involved Were NV, CIS, NPO, GDA, And Legion. This Situation Occurred Sometime Between 7:00pm EST To 9:30pm EST. A Diplomat From Each of The Respective Alliances Was Sent Over And Our Leader Was Declared War On But Without Fire. Our Suspects Were. Chairman, Terry Howard, And Rypcord.
Current Case -
After Many Hours Of Investigation We Have Narrowed Our Suspect List To One Person. Terry Howard Leader Of The Illuminati.
Motive -
He Holds A Grudge With Many Of Us For Leaving The Illuminati When The War Started, He Is Also Envious Of Us because Of The Fact THat We Are Currently Bigger Of An Alliance Then He Is.
Evidence -
After Various IP Scans Of All The Suspects All Lead To The US Except For Those Of Terry Howard Which All Lead To The UK. The IRC Impersonator Was From The UK. The Impersonator's Typing Pattern In The IRC Was Analyzed By Some Of Our Current Members Who Were Close With Terry Before The Fall And Decline Of The Illuminati And Was Matched To Terry Howard's Typing Patterns. He Has Also Made Various Threats To Our Alliance Leader, And The Alliance As A Whole With Such Remarks As 'Ill make sure you guys go down'. One Of The Biggest Pieces Of Evidence We Have Is That Fact That Our Alliance Leader Chairman Never Wore Then Name 'Tooll' It Was Either 'T-O-O-L' Or 'Tool2' In Fact At This Point Of Time And Before This He Has Stopped Using Those And Only Refers To Himself As Chairman. We Also Don't Use IRC Chat At All We Don't Even Have An IRC Channel Ourselves.
