Could anyone tell me what storing the citizens in the colonies does? Is it just protection or something?

For the Agriculture Development Program and Mining Industry Consortium wonders both say: Requires 3,000 land purchased. So my question is does that mean i have to have 3,000 land in purchases or just 3000 land in total (Purchases + modifiers + growth). Even though it does say land purchased I still want to make sure just in case I don't have to buy 1000 more miles.
