Salutations to Acca Dacca

Dear Queen Ava Jones,

It has occurred to us that despite the close proximity and similar beliefs of our two nations, very little has passed between us. As part of our government's gradually expanding foreign policy, we hope to amend for this. Toward this end, you are invited to send representation to Selenarctos to discuss the increased relations and the possibility of a military treaty.

Marcelo Bonifacio, Pacita Arellano and an 11-man Ground Force honor guard watched the boat from Acca Dacca arrive in the Port of Manila. As Ms. Felmin finally crossed over to the dock, the honor guard snapped to attention, Lieutenant swung his Kampilan into a well-practiced salute, and Bonifacio and Arellano advanced forward to shake hands.

"Welcome to Selenarctos. Unfortunately Antonio Pilar is unable to attend, but sends his regards. As soon you're ready, a car to the Government Center is standing by."

Sarah Felmin shook the hands of Bonifacio and Arellano. She walked with them and entered the car to drive to the Government Center.

"Its a pleasure to be here. What do you wish to discuss first? My government is highly interested in your opinion of our country."

"We have the utmost respect for Queen Ava Jones and Acca Dacca's continued attempts to produce a unified Asia. While sometimes the method may not be well suited for Selenarctos, the goal always has our support," answered Arellano.

"And, if I may speak off the record, you have my whole hearted support for your recent handling of the Nanbou Teikoku communists," added Bonifacio.

We are very glad that you have taken a supportive stance for us in our efforts and in our war. Our efforts are driven by the understanding that a united community would bring benefits to all nations in Asia and Oceania. Now with our war, we attempted peace the first time. The second time, terms were actually recieved. However, the third time, with terms completely ignored, we removed the communist government, and we have simply started working to uniting the region with our own.

So what events has Selenarctos gone through recently? We understand you have been developing yourselves on Mars."

"Well, we're all very proud of the crew of the Mars Rocket and the Mars Rocket II is scheduled to launch in just 18 months, however there's mixed feelings among the government as to where to go from there. Personally, I believe it would be a colossal waste not to continue exploration of Mars and the solar system, but we'll see how the budget and opposition goes.

"In other respects, we've been very lucky to avoid most of the turmoil shaking the world these days and have invested heavily in infrastructure and research as a result. While we can't claim to be the most advanced nation in the world, we've made and continue to make excellent progress.

"As for the military, well, I'd like to see a significant funding boost, especially for the airforce, but it doesn't look like that's going to happen any time soon given the peaceful isolation Selenarctos has enjoyed. The navy's almost complete, in fact the SS Manila aircraft carrier just took it's maiden voyage a few months ago. If I may say so, she's certainly an impressive sight and the shear firepower available to the 1st Carrier Group is, well, overwhelming."

Our recent developments include the conclusion of the war with the Communists in Asia, and a recent nuclear attack off the shores of New Caledonia. Depressing, but it only makes our nation stronger. We have freinds and family of all working together to make sure those who attack us are brought to justice, and that we, Acca Dacca as a whole, will stand together to face any adversity.

Now, as you have stated that you share the same goal in unifying Asian and Oceania, how do your methods differ?"

"We believe that simply due to the size and diversity within Asia, large scale military pacts are rather unfeasible. Instead, we would rather have a number of smaller, regional MDP blocks with strong economic ties and and NAPs but no other military treaties with other blocks. No effort can prevent conflicts entirely, but such a system could deter conflicts early on and when they started, help ensure they remained local affairs.

"I'm interrupting myself here, but we've finally arrived. May I present the newly-restored Capital Building," Bonifacio said, gesturing lavishly. "The conference room is much more comfortable than this car, I assure you."

Once everyone was seated in the conference room, Arellano continued where Bonifacio left off, "Unfortunately, we recognize the problems with such a system: blocks can polarize and lead to increased hostilities and inevitably military pacts containing aggression clauses would exist between nations of different blocks, leading to the widening of conflicts. Still, not go give up hope, right? For the future though; in the mean time, we've gathered here to promote friendly relations between out two countries."

Well...where to begin. In recent events, after the war, we have received almost all of the Malay Peninsula, except for a small fraction of land that once stood as the Singapore City-State. We were wondering if it would be possible for this to become a joint protectorate. We feel that the next nation to grow in the are is going to want to be more than Singapore, so if it is at all possible, could it become a joint protectorate so that we may be able to know who we are allowing on the peninsula? Not a demand, simply a question.

We also seek to spread the usage Hanseatic Mark, an international currency that spread from the Hanseatic Commonwealth to her allies and former provinces, us being a former province. If you wish to become our ally, do you also wish to use the currency as well? It is just an offer that we give to our trade partners. Again, simply a question.

"We are certainly willing to enter into a joint protectorate of Singapore. Currently, we have 4,000 Ground Force infantry deployed with plans to withdraw 2,000 soldiers within the next year as more local police finish training. If you wish, we can withdraw an additional 1,000 to be replaced by Acca Daccan counterparts. I'll also personally make sure you receive the complete meeting transcript and Tunnel Authority agreement for the Singapore/Java tunnel before you leave." (OOC: While the RP isn't complete, that meeting should have been completed a while ago in the RP time scale.)

"We appreciate your offer to use the Hanseatic Mark and while the Mark is considered a stable currency in Selenarctan exchanges, changing our currency is not an option at this time. Still in the spirit of promoting economic relations, perhaps you would be interested in a free trade clause in a treaty?"

A free trade clause would be splendid. I would consider us neighboring nations, so I believe that both of our economies will benefit from this clause.

Do you have any formal relations with that of Michurazan Empire or Slavic Union? As of late, they have become pains in the side of Acca Dacca. We have made sanctions on them and do not consider them friendly at all.

The Michurazans attempted to jump onto the other side of a war to simply combat that of the forces of Acca Dacca. They had no buisness in the conflict, yet they came at us.

The Slavic Union lied to us stating they would be removing the government of our ally, Soviet Russia, the new Antarctican country. Our ally attacked first, thus we were hesitant to give aid. Now, Soviet Russia was dismembered, annexed, and considered apart of the Slavic Union. We recently gave land to Soviet Russia on Antarctica, and the fact that we were lied to and it became land that was colonized was not what we wanted. We would have defended our ally to the death if we knew they were going to be destroyed.

We simply hope you have no buisness with either of these nations.

"Selenarctos recognizes the governments of both but we have no vested interests in either the Michuraza Empire or the Slavic Union.

"And while I can't say that I cared much for the communist government of Soviet Russia, we too believe the defense of allies is of the utmost importance. That said, I believe the time has come to address the reason we're here today: a military treaty."

"We are limiting ourself to ODPs outside of certain bloc treaties that require the mutual defense. We are a peaceful nation, but we will not let our friends get trambled upon I would understand your belief that such treaties are useless, but if the Queen's adivsor or even my Queen was personally informed of any pending danger several (OOC:days before) weeks rather than given a limited time to respond, it would increase our chance of involvement. We wish to protect you and for you to protect us, as of now we have no individual MDP partners and we wish for it to remain that way. If you do not wish to upgrade, though, we'd fully understand."

A Treaty of Friendship, Trade and Defense Between The Nation of Selenarctos and the Queendom of Acca Dacca

Article I: Sovereignty

Both signatories agree to respect the sovereignty and national integrity of the other.

Article II: Economics

Both nations agree to eliminate tariffs and allow trade to flow freely between each other. Where possible, waterway, port-usage and other trade-inhibiting fees shall be reduced or eliminated entirely.

Article III: Non Aggression

Both signatories agree to refrain from hostile actions, both covert and open, infringing on the sovereignty of the other. Furthermore, both nations agree to recognize and conduct diplomatic relation with only the legitimate government of the other.

Article IV: Encouraged Defense

Should the sovereignty of either nation be violated by a third party the other is encouraged, but not required, to provide military aid.

Article V: Singapore Protectorate

The island-state of Singapore shall be jointly administered by Acca Dacca and Selenarctos. Ownership of Singapore shall be transferred only with the approval of both signatories except in the case that either government is incommunicado for more than (OOC: 96 hours).

Article VI: Sunset

Should either nation wish to discontinue this agreement, they shall notify the other at least (OOC: 72 hours) before.
