The Union of Revolutionary Socialist Republics had been inactive for some time now. The reasons were unknown, for the People's Secretariat for Foreign Affairs had been silent - and strangely could not be reached for details.

But finally, some transmissions were sent out to the world. It emanated not from Revolutio, the capital, but actually from Edmonton, the capital of the Nova Comibran Revolutionary Socialist Republic. The news were shocking: there had been riots and uprisings taking place across the nation, which had begun peacefully but gradually devolved into violence as time went. The reason this was not widely known was because of the government's monopoly on communications and news - but this did not deter the protestors.

What appeared, the transmission continued, to be a counter-revolution finally gained some ground when several nuclear reactors, located mostly in Nova Coimbra, leaked and exploded under mysterious circumstances. The government, struggling to maintain control over its vast realms, was unable to effectively contend with this, and the situation steadily spiraled out of control. The defection of several high-ranking military officials, many of them former royalists of the Vinilandese, Canuckistan, and Ursalian kingdoms who had pretended to support Communism, as well as several Army units helped to influence the situation in the counter-revolutionaries' favor.

Midst a bitter civil war, which was remescient to the first Revolution that had toppled the Kingdom of Ursalia, large tracts of the URSR steadily were wretched out of Red control. Brutal battles took place in the major cities (particularly Calgary) that saw massive casualties; battles were fought in the air between the Reds and counter-revolutionaries that resulted in the destruction of virtually the entire air force. Many Navy ships alongside the coast were either destroyed by naval battles or were sabotaged by counterevolutionaries despite the various security restrictions in place. Terrible atrocities were committed by both sides, but as time went on, the counter-revolutionaries began to push back the Reds. Nevertheless to say, the URSR was virtually awash with flame, and it didnt help that ethnic separatists in Nova Coimbra, southern Columbina, Alta Vancavite, Manitoba, and even Ontario decided to break away from the URSR, all with varying successes.

And then Revolutio was engulfed with a huge mushroom. Nobody knows who fired the shot, but it signaled the collapse of the URSR. The mysterious person who sent the telegram warned the world that the now-former URSR was devolving into "competing rabbles of warlords", and urged the world, particularly North American nations, to "take action to prevent the fallout from the URSR from expanding further."

Then the transmission ended.

Alongside the entire borders of the URSR, neighboring nations would see large swarms of citizens - both regular citizens, military officials, soldiers, Border Guardsmen, etc - heading toward their borders.

Anyone who saw this would immediately know the URSR had collapsed. The Red juggernaut which had once been shadowing North America was no more, and a vast vacuum now developed in the continent. It was now up to North American nations to fill it.

OOC: To elaborate further, the territories of the URSR can be considered white space. So, have fun with the land.

Effective Immediately to defend the former soverign territory of the URSR, 190,000 troops based in Washington State would board boats and secure Vancouver Island for the UKIM. Also secured would be the Areas from Vancouver city to Kamloops and extended down into the UKIM main territories.

When news was heard that the URSR had fallen, troops were immediately deployed from the Canadian protectorate and York to maintain order. Troops would be stretched very thin due to the massive size of the former URSR, and only one army (60,000) was designated for the whole area. Therefore, troops worked with local municipalities as much as they could to continue order. Troops were flown to the west coast to create a buffer. Strict orders were given to avoid all disputed territory between Idaho-Montana and the rebel force. No Imperial blood would be shed due to a squabble among others.

Pursuant to the Dobbs Doctrine, the former URSR, sans the area currently disputed by Idaho-Montana and the rebels, is hereby under Imperial protection. We will be working with local governments and municipalities for self-rule in the near future. The Empire remains committed to stability on the North American continent and will strive to maintain it at all costs.

All borders of the now-Imperial protectorate with the disputed area are now closed until further notice, or until conflict there ends, whichever is sooner.
