1046 Hours
Gwadar, Balochistan
4H46M since Timuridian Declaration of Sovereignty of Western Pakistan

While Timuridian military helicopters landed to the north of the town of Gwadar, two large "Sandstorm" double-rotor helicopters, all white and marked with the bold italic script "TIMCON" landed south on the Gwadar peninsula. The helicopters landed on east and west sides of the 'upside-down T' peninsula, and a large group of personnel, mostly wearing everyday clothes disembarked. A few soldiers accompanied them, but let the men, all carrying bags or large handle-boxes, move around the dusty point of land. Some locals who lived on the peninsula conversed with translators as the men took out surveying equipment, some carried binoculars, and they were all carrying maps, making notes on them.

This was the Timuridian Construction maritime survey team, made up of an assorted bunch of engineers, scientists, and other relevant individuals. This was the forward assessment team of the Gwadar Port Infrastructure Project, Gwadar had been assessed by the Timuridian government, on analysis by satellite photos taken by one imaging satellite to be the Timuridian Empire's port of choice. It was here that the Timuridian Empire would go to sea, not through the Trans-Caucasus Canal, the gracious grant by the Rebel Army was worth more than any treasure to the Empire. It finally gave a port outlet directly to the ocean, and it would be here, that what the Amir had described as, in a closed-door meeting, the "Jewel of the Arabian", only a dream for the Empire until now, would come to life. The plan was ambitious, and as the surveyors looked over the proposed maps, and made adjustments, it occurred to them what sort of monumental task was ahead of them.

After some adjustments, the final product, or rough sketch that would be presented to the Economic Ministry that evening, would fall along the lines of this;

Gwadar Infrastructure Bonds Available for Purchase
"Issued by the Timuridian Treasury, the Gwadar Infrastructure Bond is a fixed-rate bond meant to help fund the construction of the Port of Gwadar, expected to be one of, if not the, largest seaport in the Indian Ocean. These bonds will have seven year maturity rating, with a fixed-rate interest of twenty-five percent return investment, which will be paid directly from the Timuridian government.

The bond represents a way for the Timuridian Government to pay for the massive infrastructure project, while providing investing countries and corporations with a safe and reliable investment. The construction of these port facilities will also provide the people of the Balochistan with a massive boost of jobs in the area, and pave the way for further economic development of this region. While investors will not own 'shares' of the actual port itself, this represents a safe alternative, funding of the return investment will come off duties and taxes generated from the creation of this port, which we expect to be ready in less than three years. The bond notes will be issued in the following denominations, all in Caspian Dollar (CD) monetary amounts;"

$250,000

$500,000

$1,000,000

$2,500,000

$5,000,000

$10,000,000

Timuridian citizens will also have the chance to buy bonds in smaller denominations if they so wish, that will include $100, $500, $1,000, $2,500, $5,000, and $10,000.
Joint Timuridian Foreign Office/Timuridian Construction Statement
Ashgabat, GTE - The Foreign Office, along with Timuridian Construction, the state-owned infrastructure company, issued a statement today that it welcomes any foreign country who would like to assist with the construction of this port. Those that assist in this construction, or are strategic allies of the Timuridian Empire, will be given first preference on leasing port facilities here. Timuridian economic law states that countries who lease ports, receive an automatic 2.5-7.5% reduction on import duties to the Timuridian nation, depending on the products being imported. These infrastructure companies will also, of course, receive payment from the Timuridian Government for their services, depending on the size and scope of the companies' involvement, the quality of work done per week, as well as quantity.

The Timuridian Construction company acknowledges that the more companies that are involved in this venture, the faster that it will be done, and urges foreign infrastructure companies to contact the Timuridian Foreign Offices' Economic Division for opportunities in this project.

Government Announces Significant Investment in Gwadar

Ashgabat, GTE - Within only seventy-two hours of the infrastructure plan at Gwadar, the Timuridian Economic Ministry along with the Treasury Board has announced that there has been significant investment already pumped into the project. International Investment, from the governments and corporations from the UFE, Arctica, and Cochin, have amounted to almost $28 Billion Dollars.

National investment by private Timuridian citizens, who have been seemingly flooding banks offering bonds for the project, have amounted to close to $9 Million Dollars extra funding, with lines still substantial, some people arriving early at the bank to secure a place in line. Some banks have had to have extra bond notes flown in priority by Timuridian International Logistics Critical Services, and the government is announcing a curb on bond issuing. International bonds will be issued for a further two weeks OOC: Until March 20, national bonds will continue to be sold for a further four months. Countries who would like to assist with the construction of the project are still encouraged to contact the Timuridian Foreign Office following that two week date, however.

The Economic Ministry, in conjunction with the Educational Ministry, has announced the Gwadar Educational Investment program, which will allow Timuridian Families with the opportunity to invest up to ten thousand dollars in bonds. These bonds, which will be issued for the next year, and will be given a fixed rate of forty percent interest at their maturity date, which will be nine years. The money garnered from these bonds will ONLY be available to pay for tuition at universities across the nation, and nothing else, once the bonds mature, the money will be automatically deposited into a government account for the family. For families of more then two children, families can invest double the ten thousand amount, at a rate of two children per increase, for example, a family with six children can invest a total of up to thirty thousand dollars in the project, and so on.
Gwadar, West Pakistan State
Nine Days since Timuridian Declaration of Sovereignty

The highways leading south from Afghanistan since Timuridia's acquisition of West Pakistan were a flurry of activity, construction equipment, personnel buses, transportable modular housing, equipment trucks, vehicles by the thousands clogged the road. The Royal Timuridian Army had already deployed a full regiment of its Heavy Construction Engineers, a unit of over three thousand men total. The unit had quickly cleared a temporary airstrip near Gwadar, and Timuridian International Logistics aircraft were flying equipment, provisions, and other equipment vital to the airstrip at a feverish pace. The Engineers had also begun surveying and laying out the position for the Timuridian Naval Base on the western arm of the Gwadar Peninsula quickly.

Vehicles of the Gwadar Development Project racing south.

The immense breakwaters that were meant to protect the port facilities in storms as well as protecting smaller craft in the inner harbor from swells generated by larger vessels. These immense breakwaters would require a huge amount of rock and material to complete, a mobile concrete factory was being quickly assembled for the huge project and the port facility itself, but natural rock would also be required to shore up the immense breakwater project. Luckily for the Gwadar Port Authority, the newly-designated agency that would overseeing the developing for the Port of Gwadar, the immense cliffs and rock formations overlooking the port provided an ample natural rock source.

Rock extraction foreman Jamal Khaboor folded his arms as he watched his team do the final checks on one initial site, where one tunneling operation would begin for rock extraction. Standing behind the diminutive foreman, an army of immense dump tucks, large excavators stood idling, waiting for the explosive experts to finish their work. As his team retreated towards him, all of them holding up fists, an indication that the charges were all primed and ready to go, Khaboor nodded at the detonating foreman, who made the final connections to the plunger. As soon as the explosive layers had retreated to minimum safe distance, Khaboor raised his hand up, hand open, the detonating foreman following the motion.

"FIRE IN THE HOLE!" yelled Khaboor, bringing his hand down.

"FIRE IN THE HOLE!" echoed the detonating foreman, switching the plunger and the long line of C4 plastic explosive went off, blasting rocks and dust into the air. As soon as all the explosives went off, Khaboor waved his hand at the excavation equipment, the diesel engines revving and tracks on the excavators rolling forward as the dust swept over the area.

Blasting in the Gwadar Hills.

The Caspian and Afghan Rail Line had also begun operations to lay track south at a feverish pace, following an old road leading south which had been closed to traffic so it could be converted to a major rail line.

Soon enough, ships from Sri Lanka would arrive, bringing with them construction personnel and material to build the reactor at the site determined by the Timurid government.
Within the first three days, the fences surrounding the area were half-finished and preparations to make the plant's foundation. Being relatively close to the edge of where the Eurasian, Arabian and Indian plates meet, the plant would be built to withstand at least an 8.0 earthquake and keep functioning.
This was a major task, but nothing that couldn't be done. It simply needed more planning, resources and time.

Day Fourteen

Rock extraction in the rolling cliffs and mountains north of Gwadar had picked up considerably, with multiple sites being excavated at once, and huge dump trucks from Timuridian Construction hauling debris back and forth to the already-existing bulk cargo port on the peninsula. Two north-south roads through the town of Gwadar had been designated for construction traffic only, one for ingoing (loaded traffic), the other for outgoing (unloaded traffic). These roads were enforced by Royal Timuridian Mounted Constabulary forces on a round-the-clock basis, as the construction traffic was on a twenty-four hour schedule.

Multiple mobile concrete producing stations had veritably sprang up over the past seventy-two hours, seemingly out of nowhere, dotting the entire peninsula with twenty-six of the mixing stations. Massive excavations were underway as some prefabricated concrete sections were already being shifted into position to start the massive breakwaters that were being put into position on the eastern and western proms. Barges had already dropped massive amounts of rock into buoy-marked sections that extended as much as a quarter of the way out into the eastern and western bays. Small boats zipped across the harbor, managing operations, engineers and foreman could be seen at all hours of day, standing in the heat of the day, or the glow of some of the massive LED light towers that lit up the night.

The Timuridian Military Engineers had already begun construction on the naval base, beginning set up "ocean voids", work pockets where prefabricated concrete sections were placed to create a void extending from the shore into the ocean, sometimes in spaces up to fifty feet of water. Once the sections in the concrete were set, divers would apply a rubber filler between the sections of prefabricated concrete blocks. Once these were fillings were placed, massive pumps would pump the seawater, creating a large void along the shoreline where workers scrambled in to begin building up the docking facilities with reinforced concrete.

Similar work was being done by Timuridian construction at the proposed container port, where ocean voids were also being created quickly, and hundreds, if not thousands, of workers quickly scrambled to work inside the voids as soon as the water was pumped away. Concrete mixers hummed, excavators and dump truck engines roared, the air was heavy with humidity and the heat of the climate. There was still much to be done, but work was ahead of schedule, and progressing smoothly on top of that.
