When he steps down, he already seems displeased, not used to being in a different environment, a warmer environment. He keeps his cap and sunglasses on to be shielded from some of the sun, and adjusts one of his several medals before entering an ancient yet well kept vehicle. Around a half hour later, the old, 600 Series Mercedes pulled up to a large, modern mansion in the foothills of Lions Head in the luxurious Camps Bay neighborhood of Cape Town. The venerable German leader was given a few hours to refresh before being picked up and whisked away to the location of the meeting with General van Haesten. They have made exemplary citizens in the Union, but at the same time it is nothing but regrettable that they were forced to come due to the fall of their Fatherland. It shouldn't have been that way. And then, before we knew it, Transvaal was too in trouble. We were certain that after the high European casualties, Transvaal would simply cease to exist altogether." He thinks for a moment...and continues. "The problem with that is...complicated. This land has always been complicated. Sure, they might move back. But what warranty do they have that they will continue to exist? That is, that in five, ten, fifteen generations their sons will continue to be European, when surrounded by a sea of foreigners, or in this case, natives? What if the government simply changes and turns their backs to them? We have seen it happen time and time again all over the world in many "colonies" but to some degree in Europe proper. At the same time, they do not want to have to be the bad guys and have a government that, like some historical ones, had overreacted and found only bloody solutions. You understand what I mean? "Immigration of Europeans to a new continent is not without precedent, Martens. My own people left their homelands hundreds of years ago, creating new states around the world. To be sure, these settlers fought with their lives to create a new life but what they found was often preferable to their homelands. Those darker days of Europe are over, but I cannot believe that the German people are so comfortable with their current lives to not risk something better. This is a new land, fresh and rich with opportunity, yet it is not like the colonies of old, when people set forth into the darkness. Look around you, Cape Town is a modern city of glass and steel, at least as wealthy as any city in Europe." "I plan on implementing policies that encourage immigration from European nations. Unskilled laborers, blue collar tradesmen and factory workers, investors, businessmen, doctors...all are welcome, all are needed. All would find homes here, provided by the government. "Though then, some have suggested that since the time for European Expansion and Stabilization proper is over, we should look farther than the Old Continent. I might be able to have some policies to benefit your country in such a way, after all, our people just keep breeding like mad. But there's gotta do something we can do for you other than sheer manpower. I think you might benefit from having a series of new factories, don't you think? Our people are skeptical about investing in most countries, but if we put in a good word for your land, it can work out." He nods. "I'm glad we're on the same page. The Land must not be lost. We can offer extremely favorable investment opportunities." "Any German citizens making the decision to move to Transvaal will be invited to an immigration office I would like to set up in Berlin. Based on their education, job experience and family, we can offer them free housing, be it apartment, condominium or single family home, as well as arrange a job for them. They will modernize and improve what you already have, and then maybe find more. Shell is likely to develop interest in off-shore quests." A month later, the first large cargo ships would arrive. Such ships would become regular visitors, and months later as the first industries and business are ready to run, the immigrants begin to show up, almost always finding that they are overdressed for the weather. They'd get used to it soon enough, and almost all of them had the basics of what they consider to be the local dialect down, having studied a bit before leaving. In some cases, those who arrive in fact are people who had left in the disaster and have decided to come back. The first produced item of the first factory to have established, the Nordlandische Waffenwerke, is a tank, a German Leo IV MBT, only with orange decals and chrome finishing on the outside, drawing a lot of attention and reflecting the sun much. As the factory workers, many recent immigrants from Germany, looked on, the General shook hands with the factory manager and stepped up onto the first tank produced at the factory. After inspecting the tank, he was handed a microphone and while standing on the tanks turret, addressed the crowd. "On behalf of the government of Transvaal and the Transvaal Defense Force, I salute the workers of the Nordlandische Waffenwerke, who have, in record time, established a production facility [i]and[/i] delivered their first tank. We take possession of this piece of modern military technology knowing it was produced with the highest possible level of attention to detail, skill and technological prowess." "In the months to come, as this factory and others, including the Volkswagen facility across the street, come into full operation, both the economies of Germany and Transvaal will move forward, together, bringing a new age of prosperity for all. It was a pretty standard text by Germanic Union standards, and it already carried the signatures of the three Triumvirate Lords. Quote
Manetheren Posted March 23, 2011 Report Posted March 23, 2011 At this time the Republic of Transvaal does not have the military or economic capabilities to uphold a mutual defense treaty. We can only agree to an optional defense treaty at this time, though would certainly like to upgrade to a fully operation mutual defense pact in the future. We also invite the German Government to submit its bid in the Transvaal Ministry of Defense Arms Acquisition Program for fighter aircraft. Quote

An agreement was reached. Mutual Defense, Optional aggressive assistance. Martens sent out the signed document with the next large ship that sailed southwards, alongside with many machine-tools for the factories that were still popping up everywhere. Quote
