The dissolution, which was granted today by the Imperator, means that the current Parliament has ended six months short of a full four year term. Our sources in the Liberal Democratic Party have indicated that the Prime Minister’s decision to call an early election was influenced by senior party members and the LDP Executive Council. With the Prime Minister’s approval ratings hovering just above 35%, the party hopes to energize its base and to seek a renewed mandate to form a new government. The Opposition parties are seeking to capitalize on the relative unpopularity of the incumbent government and the ongoing economic crisis to make electoral gains, while the government is seeking to highlight their achievements in privatization and reform. Voting is expected to get underway in all provinces and territories in the next 48 hours. With such short notice, all political parties are starting massive nationwide campaigns. In Novaya Zemlya, where polls opened first, preliminary results indicated setbacks for the Liberal Democrats. Initial results have shown a significant swing to the Party for Social Justice (PSJ) from the Liberal Democratic Party (LDP). In the city of Sygh-Varths, where turnout was estimated at 72%, the Liberal Democratic Party is expected to lose 8 of the 10 seats to the opposition. The official breakdown of the results as they are tabulated will be announced once additional polling stations close. As is customary, Novaya Zemlya will be the first region to report final results, and the Yuktobania Autonomous Region (YAR) will be the last region. In the East Ingushetia Autonomous Region, where voters are also deciding on the fate of the Islamic Headscarf, initial estimates have placed the ‘Yes’ vote ahead with a whopping 70% of the vote, however there is still a strong possibility of a reversal in the coming hours as more voters head to the polls. According to the Vaulian Electoral Commission (VEC), polling stations will remain open in the Baikal, East Ingushetia and Yuktobania regions for another two to four hours due to the time zone differences. According to the results of vote counts in the central and western electoral regions, with 64% of the votes counted, the Party for Social Justice (PSJ) is in the lead with 37.5%, while the New Nationalist Front (NNF) and the Liberal Democratic Party (LDP) are tied in second place with 18.75% each. The Christian Democratic Party (CDP) has made a stronger than expected showing, obtaining 12.5%. As voting is still underway in the eastern regions of the country, these results are not final and will be updated as the day progresses. Once the vote count is completed, we will announce the official results as certified by the VEC. With a voter turnout of 71% of eligible voters, it is likely that the Party for Social Justice (PSJ) will form the next government of the Serene Republic. The Liberal Democratic Party (LDP) has lost several seats in Parliament, but has managed to remain the second largest party. As no individual party crossed the 50% threshold (325 Seats), the Party for Social Justice will have to either form a coalition with other parties, or govern with a minority in Parliament. According to the report from the VEC voting proceeded smoothly at all locations and the maximum wait time at a polling venue was 42 minutes 10 seconds. In the East Ingushetia Autonomous Region, voters approved a proposal to prohibit the wearing of Islamic head coverings in public. According to the official results, 62% voted in favor of the proposal, 37% voted against the proposal and 1% of votes were declared invalid. Turnout was estimated at 50.2% of eligible voters in the region. The controversial legislation will now head to the office of the Regional Governor for final approval before being enacted into law. The court ruled that the ban did not infringe upon the rights of the women of East Ingushetia and did not constitute persecution based on religion. The ruling met with immediate condemnation from the Islamic Association of East Ingushetia (IAEI), and with concern by several Imams in the region. An Imam who elected to remain anonymous told us that the ruling ‘shows the frightening rise of the right wing ideology which now permeates the East Ingushetia region’ and that he is ‘concerned that this will only be the beginning’ and will unnecessarily raise tensions in the region. On the other side of the debate, supporters of the measure hailed its success as the ‘triumph of the secular state over political Islam’ and urged the regional government to ‘uphold the will of the people as evidenced by the results of the referendum’. With almost all legal options exhausted, the ban on Islamic head coverings will take effect tomorrow morning at 8:00am. Under the new law, any individual who is found wearing an Islamic head covering in a public place, university or government building will receive a fine of B$ 5,000 for the first offense and B$ 6,500 for the second. Upon either the third offense or a refusal to pay the aforementioned fines, individuals may be sentenced to a maximum of 30 days in jail at the discretion of a judge.
