It is to be upheld by those who lead this nation in the halls of the palaces, to those who walk the streets. It is the code which our nation shall live by, and shall uphold until the spear may be splintered, the walls of our homes come crashing down upon, and the last vestiges of this great nation erased in dust.[/i] [b]Article One: The Rights of the Citizen[/b] [list] [*] [b]Section 1:[/b] All citizens of the Timuridian Nation are granted the freedom of speech, expression, and ideas, and the freedom to peacefully gather and protest these beliefs. The citizen may forfeit these rights, however, in the prosecution of slander or hate speech of another citizen. [*] [b]Section 2:[/b] All citizens of the Timuridian Nation are granted the freedom of religion, and to practice this religion without persecution. Religious gatherings, services, and procedures, so long as they do not breach national law, are allowed. [*] [b]Section 3:[/b] All citizens of the Timuridian Nation are granted the right to live in a nation free of persecution for their specific gender, beliefs, race, origin, sexual orientation, disability, et. cetera. [*] [b]Section 4:[/b] All citizens of the Timuridian Nation are granted the right of [i]habeas corpus[/i], and shall not be held without criminal charges that lack sufficient evidence for more than forty-eight hours. [*] [b]Section 5:[/b] All citizens of the Timuridian Nation are granted the right to evade self-incrimination, and cannot be forced to admit their own guilt by duress or any means otherwise. Excessive bail, outside of a citizen’s ability to meet, shall not be posted. [*] [b]Section 10:[/b] All citizens of the Timuridian Nation are granted the right to refuse the quartering of troops in their residence. [*] [b]Section 11:[/b] All citizens of the Timuridian Nation are granted the right to vote at the age of sixteen. [*] [b]Section 12:[/b] All citizens of the Timuridian Nation are granted the right to live in a society free of exploitation and slavery, and no individual within the borders of this nation shall suffer such a fate. [/list] [b]Article Two: The Monarchy[/b] [list] [*] [b]Section 1:[/b] The Amir of the Greater Timuridian Empire is the ruling leader of this nation, having proven that position through the leadership of his people. [*] [b]Section 2:[/b] The Amir of the Greater Timuridian Empire is considered the Commander in Chief of the Royal Timuridian Military, and shall oversee and direct these forces, or delegate the power to do so. The Commission of all officers must be passed through the Office of the Amir. [*] [b]Section 3:[/b] The Amir of the Greater Timuridian Empire has the ability to negotiate and sign treaties with foreign powers; the approval of these treaties must gain a simple majority, at least fifty-one percent of the votes, in the Council of the Amir, and the Parliament. [*] [b]Section 4:[/b] The Amir of the Greater Timuridian Empire will be succeeded by the Prince of the Caspian, should his time to pass on come. The Amir may so choose to abdicate at any time, should he feel the need to do so. Should the Prince of the Caspian decline the succession, the House of Timur will decide internally on another successor. [*] [b]Section 5:[/b] The Amir of the Greater Timuridian Empire may ask the Parliament of the Timuridian Empire for a declaration of war for sufficient reason, a measure that must garner a simple majority, at least fifty-one percent of the votes, in the Council of the Amir, and the Parliament. [*] [b]Section 6:[/b] The Amir of the Greater Timuridian Empire may deploy troops abroad, in an active combat zone, for no more than one calendar month (thirty-one days and nights), without a declaration of war from the Parliament. The Amir may deploy Royal Timuridian Military to any location abroad, without the consent of the Parliament, for non-combat duties. [*] [b]Section 7:[/b] The Amir of the Greater Timuridian Empire may present legislation to the Council of the Amir, and the Parliament, for a vote of implementation. [*] [b]Section 8:[/b] The Amir of the Greater Timuridian Empire may suspend Parliament for sufficient reason should the need arise. Such suspension will be with the consultation of the Prime Minister and the Council of the Amir. [*] [b]Section 9:[/b] The Amir of the Greater Timuridian Empire may force a vote for the dissolution of Parliament at any time, to force a new election, should the need arise. [/list] [b]Article Three: The Legislative Government and Procedure[/b] [list] [*] [b]Section 1:[/b] The Greater Timuridian Empire will have a bicameral legislative government, with legislative powers held by both the Council of the Amir, and the Timuridian Parliament. [*] [b]Section 2:[/b] The Council of the Amir will consist of five individuals from each state of the Greater Timuridian Empire, which shall be voted into office by the people. These individuals will be personally nominated for election by the Amir himself. The Council of the Amir will attend sessions of Parliament, and are considered the upper house of the Legislative Branch. They will oversee the suspension of the Parliament, should the Amir ask for such a suspension, and must vote a majority on every piece of legislation for it to become law. [*] [b]Section 3:[/b] The Timuridian Parliament will consist of fifty individuals from each state of the Greater Timuridian Empire, which shall be voted into office by the people. These individuals will represent their constituencies, and are responsible for the people who place them in office in good faith. The Timuridian Parliament will oversee the budget of the Empire, as well as funding for projects, and any other proposals that require the governments’ attention. A simple majority (of fifty-one percent) must be attained for a legislative bill to be passed. [*] [b]Section 4:[/b] The Legislative Branches must vote a simple majority to legitimize declarations of war, and treaties with foreign entities. Should conflict arise with a direct attack upon Timuridian soil, the country shall be declared at war immediately, with or without a vote of Parliament or Council. [*] [b]Section 5:[/b] The Legislative Branch must vote a simple majority to support the extension of combat duties for troops deployed on foreign soil, after one calendar month (of thirty one days and nights) of deployment, without a declaration of war. [*] [b]Section 6:[/b] The Legislative Branch must vote on economic projects that will cross state boundaries, that are deemed “significant” in value. [*] [b]Section 7:[/b] The Legislative Branch must create committees of members that oversee a general selection of governmental affairs, which must include, but is not limited to; Parliamentary Committee of Defense, Parliamentary Committee of Economic Relations, Parliamentary Committee of Foreign Relations, Parliamentary Committee of Internal Affairs, Parliamentary Committee of Ethics, and so on and so forth. [*] [b]Section 8:[/b] The Prime Minister will serve as the President of both the Council of the Amir, and the Timuridian Parliament, and will serve as the official liaison between the Amir and the Legislative Branch. He may, with the consultation and/or blessing of the Amir, negotiate and sign treaties, and/or ask for a declaration of war on a foreign entity. [/list] [b]Article Four: Royal Timuridian Military[/b] [list] [*] [b]Section 1:[/b] The Royal Timuridian Military is hereby established as the men-at-arms of this realm. It will serve and protect the interests and soil of this nation, and is apolitical. [*] [b]Section 2:[/b] The Royal Timuridian Military is responsible for the defense and elimination of hostile enemies of the state, whether individual or nation-state, which should threaten it. These responsibilities are, but not limited to; threats from the land, seas, or air, or any other domain which may provide avenue to undermine this nation. [*] [b]Section 3:[/b] The Royal Timuridian Military is only to be deployed in domestic combat roles if the country is at threat from internal duress by order of an “Precedent of the Empire”, under Article 8, Section 2. [*] [b]Section 4:[/b] The Royal Timuridian Military is the protector of the Amir, and must delegate satisfactory resources for that goal. [/list] [b]Article Five: Economic Interests and Resources Management[/b] [list] [*] [b]Section 1:[/b] Any national company of the Greater Timuridian Empire must maintain fifty-one percent of the ownership of its stocks and assets by investors or owners with citizenship inside the borders of the Greater Timuridian Empire. [*] [b]Section 2:[/b] All national companies that provide goods and services to the people of this nation, or its government, will be licensed to provide these services at all times. [*] [b]Section 3:[/b] All companies that provide vital services deemed necessary by the state risk losing ownership of their companies should they be deemed to price-gouge or unnecessarily fail to provide these services. [*] [b]Section 4:[/b] All national companies that propose interstate economic activities that exceed a monetary amount deemed as “significant” by the government, must present these plans to the Legislative Branch for vote. [*] [b]Section 5:[/b] All resources within the borders and exclusive economic waters of the Greater Timuridian Empire are considered to be resources of the Amir, his nation, and its people. The National Government will be the final judge, through the use of licensing, to allow these resources to be harvested for use by both national and international companies. [/list] [b]Article Six: The Judicial Branch[/b] [list] [*] [b]Section 1:[/b] The Judicial Branch is established to interpret and defend the Constitution of the Greater Timuridian Empire. [*] [b]Section 2:[/b] The Judiciary will oversee any court cases it deems ‘significant’ to future rulings and interpretations of the Constitution. [*] [b]Section 3:[/b] The Judiciary will oversee any court cases between states. [*] [b]Section 4:[/b] The Judiciary reserves the right to investigate, at any time, members of the Legislative Branch, military, or government if believed these individuals breached the law of the land. [*] [b]Section 5:[/b] The Royal Timuridian Mounted Constabulary is established as the national police force, and under the constitution and national law, as well as state law, has the power to arrest any individual, in any state. All interstate crimes will be investigated by the RTMC. [*] [b]Section 6:[/b] The national courts shall take precedent over state courts in matters of interstate crimes. [*] [b]Section 7:[/b] The High Timuridian Court will be made up of eleven individuals, appointed by the Amir, and confirmed by the Council of the Amir. [/list] [b]Article Seven: Election Precedents and Political Parties[/b] [list] [*] [b]Section 1:[/b] Under Article One, Section 11, all citizens of the Greater Timuridian Empire gain the right to vote at the age of sixteen years. To become a member of the Timuridian Parliament, or Council of the Amir, an individual must be of the age of twenty-six. [*] [b]Section 2:[/b] To be considered for election, an individual must either have the nomination of a licensed political party, or have a petition of the endorsement of at least five percent of their constituencies’ population. [*] [b]Section 3:[/b] All official political parties must be licensed within the Federal Government, presenting petitions of support from five percent of the population. They must also have declared platforms, which will be reviewed by the government. [*] [b]Section 4:[/b] To form a government, a party must either have, or gain the support of fifty-one percent of the Parliament, the leading party will then declare their candidate for Prime Minister, who will be appointed upon consultation with the Amir. [*] [b]Section 5:[/b] The national government is reserved the right to dissolve political parties that breach the constitution, with the consultation of the Judicial Branch and an official inquiry. [*] [b]Section 6:[/b] The legislative branch must hold elections at least every three calendar years. [/list] [b]Article Eight: Constitutional Supremacy[/b] [list] [*] [b]Section 1:[/b] The Constitution is the supreme law of the land, and overrides any laws of the individual states of the Greater Timuridian Empire. [*] [b]Section 2:[/b] The Amir, while bound by the constitution in power and legal precedent, may suspend some, or all constitutional precedents, by declaring a “Precedent of the Empire”. This declaration will impose martial law, and give the Amir, and those delegated by the text of the Precedent, to act with absolute authority over the affairs of the state. [/list] [b]Article Nine: Amendment Precedent[/b] [list] [*] [b]Section 1:[/b] Amendments to the Constitution must be made by a simple majority of both of the legislative branches, and confirmed by Amir. [*] [b]Section 2:[/b] Amendments to the Constitution must be first put through a court of inquiry with the High Timuridian Court, for interpretation, before their vote. [*] [b]Section 2:[/b] An ally of the Greater Timuridian Empire is under clear and present attack from one or multiple enemies, this includes both national and non-national groups, with the same conditions applying to nations who host non-national threats as above. [*] [b]Section 3:[/b] The Greater Timuridian Empire's economy/health/security is threatened by an aggressive, unwarranted move, including the harassment of Timuridian-bound ships, aircraft, rail, or vehicular traffic, intentional destruction of natural resources, industrial sabotage/espionage, et. cetera. [*] [b]Section 4:[/b] The Greater Timuridian Empire perceives a threat, present or future, on a regional, global scale or otherwise, to its' national security. [*] [b]Section 5:[/b] The Greater Timuridian Empire feels that the use of force is the given right of its state to employ, on a matter of principle. [/list] [b]Amendment Two:[/b] The Greater Timuridian Empire reserves the right to the use of its nuclear arsenal when it believes that its national sovereignty and survival is in direct threat (IE; the nation is about to be overrun), or in a response to a ballistic missile launch that will target within its' borders, in accordance with "Mutually Assured Destruction" Protocols. All Battalions are made up of five companies of a two-hundred men, unless specified otherwise. All infantry battalions have combat engineer platoons and portable anti-aircraft integrated into them. Armored battalions contain eighty tanks per battalion, organized into with five troops with twenty-five vehicles to each troop, with five platoons per troop, making for five vehicles per platoon, with five tanks assigned to a Headquarters Platoon. All brigades have their own self-intrinsic supply detachments and provisional units, as well as mobile surgical medical detachments, to allow for quick deployments abroad. Central Reserve formations are designed to be reinforcements to brigade formations, and can be attached and detached at will, depending on the mission requirement. Most of the soldiers have a significant amount of education, most with education all the way up to their eighteenth year. The tribal and familial structures of the population across the Empire have a strong sense of honor and association with doing themselves proud in the eyes of their communities and families. The organization of the military has recognized these senses of association based on tribal and familial lines, and have capitalized by drawing recruits for units from the same geographic area. This is intended to capitalize on these strong tribal structures, and it benefits the morale and cohesion of the units by building military units on these strong bonds. This allows the units to maintain their discipline and order when facing difficulties of both great and small, on and off the field of battle. Training emphasizes these strong bonds, and units are not fed replacements while on the line of battle, rather returning to rear areas to be given time to refit and integrate new replacements into the unit. This maintains unit cohesion and allows for the units to be properly integrated before being returned to the combat zone, refits usually last at least a month if in an active warfare zone. If the conflict is deemed to be low-intensity, combat units will be rotated back home instead of staying behind the line. The training of the typical Timuridian soldier has steadily increased since the creation of the Caspian Armed Forces, most of the troops, early in the forces, had late basic training after fighting the initial anti-Caspian insurgency. Basic training (pilots have a shorter six-week basic training class) now lasts a good nine weeks, which includes basic marksmanship, physical conditioning, advanced infantry maneuvers and tactics, basic combat medical skills, close order drill, basic demolition, land navigation, and defensive position preparation. Basic training is followed by a month of advanced training, which is generally associated with their military occupation, whichever this may be. The typical frontline soldier, through both his training and traditional background, has shown during initial campaigns, displays of a strongly disciplined and stalwart qualities. Many having grown up in turbulent conditions, prior weapon knowledge is spread fairly even throughout most recruits. This prior knowledge has been further enhanced by marksman training, which has made many troops deadly accurate at fairly distant ranges. Backed by traditional concepts of discipline and honor, Timuridian troops make excellent light infantry, working well as a thin skirmish line, and stubborn defenders. In the offense, under the same guises of honor and disciplined, reinforced by maneuvering training, Timuridian troops are smart and quick, well versed in “fire and maneuver” assault tactics. All Timuridian infantry, that pass through the advanced training, are also versed in fire support plotting, for artillery fire and air support. The standard Timuridian soldier is armed with the superlative CR-8G Dynamic Modular Weapon Family, and is well versed with it, in terms of maintenance, marksmanship, and its unique capabilities. With the mounted “AWAH” (All-Weather, All-Hours) system, an advanced ACOG scope, Timuridian soldiers have advanced training in both combat during night and adverse weather conditions. Most Timuridian soldiers prefer to also carry a sidearm, including pistols, both semi- and fully-automatic, or even shotguns. All soldiers are also assigned [i]kukri[/i] knives, for close hand-to-hand combat, which are effective in both slashing and stabbing roles. This includes grenades, smoke grenades, entrenching tools, shelter corner, light sleeping apparatus, gas mask/NBC equipment, field rations, canteens, navigational equipment, extra ammunition, any assigned electronic equipment, solar-regenerated flashlight, and any other needed items. The Timuridian soldiers are protected by “Dragonskin” layered body-armor systems, giving protection from both ballistic and shrapnel threats. Standard Timuridian helmets give protection to the ears and necks from shrapnel and some ballistic threats, and soldiers are also assigned ballistic eyewear in both tinted and clear versions for ocular protection. Other armor includes integrated high-impact forearm guards, knee guards, and steel-toed/steel-shank boots to protect against threats to soldiers’ feet including pongee sticks.
