This is a statement of a unifying doctrine of the people of the region of Maghreb who have so chosen to unify themselves in this manner, such as they see fit to form themselves as a single people and nation fighting for their newfound unity under the single banner of the Maghreb. It is the feeling and position of the newly formed state that the people of this region have and will continue to stand behind their government as we look for further stability, recognition, and to find and adopt our position on the world stage. The government has established its seat of power within the city of Rabat in the region of Morocco. This city shall exist as a separate entity from all other provinces of the Union, such that its independence will assist it in securing a status different from the other provinces, as is necessary by its status as the capital of the Islamic Union of Maghreb. The government welcomes other nations to begin to establish embassies in Rabat and to open relations with Maghreb in hopes that there may be more cordial, formal, and friendly relations down the road that will lead our people to prosperity. So such is the Islamic Union of Maghreb established, hereby, in the year 1432 AH, such that the will of the unified people of Maghreb may be represented and carried out in a manner best suited for them. We are overjoyed to see the people of northwest Africa decide to govern themselves as we have done only recently. We hope that cordial relations can be started and maintained between our two nations.
