Amphibious assault vehicles would be seen moving through the bay in the morning as they drove up onto the docks and into the main streets of the city. Driving outwards towards the endge of the city the mechanized marine forces would be ordered to secure the entrances in and out of the city as well as take control of the airport and port facility for heavy equipment to be brought in.

Ferries between Tianjin and Shandong would unload at the same time but not with civilians, but with troops from the People's Liberation Army. Their car bays would not carry, passenger cars but military police vehicles. Moving swiftly to local police authorities and city hall the forces would immediately take control of law and order points. A colonel assigned to assume governance over the city would send a message to the cities mayor and police chief.

Airborne Soldiers would be dropped down into the city to begin taking control of the two key political cities on the penninsula. Troops were ordered to secure government buildings first. TV and radio broadcasts would be sent out on state TV ordering citizens to return to their home until further notice. An announcement would be given shortly.

Embassies from Foreign Countries were ordered to keep their personnel contained to embassies and designated residence. Transmissions to outside the country were shut down. Internet and phone service were suspended except those approved by PLA Northern Command.

As of midnight today, the sovereignty of the Koryo is hereby null. The Korean Penninsula and all the territories of former Koryo are hereby incorporated into the United Federation of the East as the Korean Autonomous Territory. The People's Liberation Army shall have direct governance over the territory. The Korean Government is hereby dismissed, the Imperial Family shall remain in place but is void of any governing authority. Within one week the General Staff will appoint an administrative authority made up of local Koreans to assist the military in day to day governance. Local and Provincial Government shall remain in place under supervision from the People's Liberation Army. We do not anticipate a disruption in essential services. If Koreans experience disruptions please inform your nearest garrison NCO or Officer.

Two messages would be sent to both warring parties from Zargathia:

Rest assured that these measures are standard policy of neutrality, and will be rescinded upon termination of the hostilities and a signing of peace.

We hereby formally request entrance into your respective nations to set up refugee camps and shelters for the affected civilian population. These troops will have some military presence, but will naturally not be engaging in combat unless fired upon as their core task would be to see to the safety of the refugees. In addition, all White Cross troops and vehicles will be clearly marked as such, and will pull out after successful completion of a peace treaty between your nations.

We humbly ask to restrict the damage to civilian population centers and infrastructure to a minimum, where tactically and strategically possible.

OOC: I see. I'd be seeing a lockdown of internet, phone and foreign transmissions from Koryo, and my sats would see the paratroopers but not the reason why they are dropping. Add to that the transmission on Korean TV and i could only assume there was a war on. I'll be rescinding the transport limitations as soon as the agreement is made known ICly :)

OOC: SOP for a 3rd party in the case of a military conflict tend to be to contact the suspected government and to confirm or deny a conflict absent a DoW, furthermore, the fact that the Imperial Family remained in place when it holds status as head of state nor the resistance by the Korean Military, alongside the UFE MDoAP gives plenty to suggest this is something other than a DoW. I don't think ruling on possibilities other than conflict would be out of the question. I'd say those signs point to an assisted bloodless coup d'etat or in the context of CN RP politics, the UFE forces were invited in.

OOC: Well, given the lack of information other than the visuals my sats were giving me, my government simply assumed the worst (UFE blitzing Korea) and acted accordingly. DoW's, though considered common courtesy, are not mandatory, meaning there is no reason why the absence of one would indicate a lack of conflict. Again, all i was seeing ICly were landing vehicles, paratroopers, cut communications and martial law, followed by an annexation (into an autonomous region, but still...). So yeah, that's my reasoning. :)

"With the restoration of communications we were able to confirm the true nature of the 'invasion'. As such, all restrictions placed upon the UFE and Korea as part of the declaration of neutrality are hereby lifted."
