Negative Soldiers

I wasn't aware that negative soldiers were possible:

If this is the case does the National draft situation mean that a Nation's population is reduced to make up the difference?

Most likely, one of them accepted one of those aid packages after the sender was nuked.

And as far as I know, the population isn't. (Beyond whatever modifiers apply at 0 or negative soldiers.)

Same issue here. Problem is i may opt for turtling from now on - does that mean i'll be at 0 once i buy the 762 soldiers my nation is supposed to be missing?
