I've argued this point in the past, ultimately coming to the conclusion that it's not that they don't understand, but that it's a term purposely used incorrectly in order to candy-coat a surrender. For some, It seems to make surrendering an easier pill to swallow.

If the plan was to attack NPO when they entered the PB-NpO war, then wouldn't that make the war with NPO a part of the that war? The time between declarations is of no difference to the fact that it is one plan to take out both the orders.

I however, don't know about any such plans. I'm happy slapping the Orders for whatever reason. :)
