Communism in war

Why do people use communism in war and not transitional? The only difference between the two is that communism is -2% military upkeep, and transitional is -5% wonder/improvement upkeep. Wouldnt the bill reduction of transitional be more for most people?

Well no because the military upkeep is more helpful in war. Typically when one goes to war, they'd have a big military, and the upkeep reduction in military is more beneficial and efficient than the wonder/improvement upkeep.

Remember that the most improvements one can have is 90, and the most wonders is 31.

Works out like this:

Improvements maximum bill: 90*3,000 = 270,000
Wonders maximum bill: 31*5,000 = 155,000
Total maximum wonders/improvement bill: 425,000

With the Transitional Government (5% discount), you can make that go down to $403,750, so essentially saving $21,250.

To make that exact same discount with one's military, one would need to have a total military bill of $1,062,500.

I can tell you right now that many people have more than that in military bills

Interestingly enough, if you play for real you don't pay bills until just after you've been nuked (less/no army to pay).

If you play for REAL real you don't have time to pay your bills after getting nuked because you only have 10 seconds to buy back your entire military before they attack you.
