As soon as the President and Foreign Minister touched down in Zhukovgrad, they would be met by a Vaulian honor guard. After the Vaulian Foreign Minister welcomed the Buryatian Representatives, they would be ushered to a conference room in the Zhukov Tower Complex.

After introducing herself, Prime Minister Potusek began:

"We would like to state our agreement on the proposed common currency and a common monarch. I feel that this will streamline business between our nations due to us sharing the same currency and we would in a sense be a dual economy. We feel that the proposed agreement will also keep the strong bond between both our nations."

In recognition of the long lasting history that exists between the nations of Vaule and Buryatia, a history which spans more than two hundred years, both of the undersigned nations shall establish a Commonwealth between them.

[b]Article 1: Sovereignty [/b]
The Commonwealth of Buryatia and the Serene Republic of Vaule are two sovereign and independent nations. Membership in this Commonwealth shall not undermine the sovereignty or national integrity of any of the undersigned nations. The Serene Republic of Vaule is the sole successor state to the Socialist Union of Vauleyo-Buryatia.

[b]Article 2: Common Monarchy[/b]
The governments of the Serene Republic and the Commonwealth of Buryatia recognize the reigning Imperator of Vauleyo-Buryatia as a common monarch and a common head of state. The Imperator or Imperatrix shall retain all titles and privileges afforded to him/her under the Constitution of the Socialist Union of Vauleyo-Buryatia. In the Commonwealth of Buryatia, the Imperator shall only be the symbolic head of state within the framework of the Constitution of the Commonwealth of Buryatia. In the Serene Republic of Vaule, the powers of the Imperator shall be defined by the Constitution of the Serene Republic of Vaule.

[b]Article 3: Common Currency Mechanism[/b]
The governments of the Serene Republic and the Commonwealth of Buryatia shall, in the interests of joint economic prosperity, maintain the Vauleyo-Buryatian Ruble (B$) as the official currency of both nations. While economic policy shall be the sole responsibility of the respective national government, policy relating to the mutual currency mechanism shall be determined by consensus between both governments via the Economic Council (EC).

The Economic Council (EC) shall consist of three members, one appointed by the Commonwealth of Buryatia, one by the Serene Republic of Vaule, and the third appointed by consensus of both governments. The Economic Council shall have sole control over economic policy regarding the common currency, the duties of the EC shall not be subject to the interference of either national government.

[b]Article 4: Free Trade Area[/b]
The governments of the Serene Republic and the Commonwealth of Buryatia shall agree to establish a Free Trade Area (FTA). Trade tariffs on goods and services imported from the other signatory should be eliminated. In areas where tariffs on goods and services can not be eliminated entirely, both nations are obligated to offer preferential tariffs.

[b]Article 5: Non-agression [/b]
The governments of the Serene Republic and the Commonwealth of Buryatia shall not undertake or be party to any act of aggression against the other signatory, be such action overt or covert in nature.

[b]Article 6: Maritime Boundaries[/b]
The governments of the Serene Republic and the Commonwealth of Buryatia shall agree to respect their maritime boundaries and Exclusive Economic Zones (EEZ) as defined by their respective governments.

[b]Article 7: Optional Defense [/b]
The governments of the Serene Republic and the Commonwealth of Buryatia shall reserve the right, in the event of an act of aggression being committed against one of the undersigned nations, to respond with military, financial and/or political support. The provision of such assistance shall be encouraged, but by no means mandated by this accord.

[b]Article 8: The Paramount Clause[/b]
The Commonwealth Charter shall supersede any and all treaties and agreements signed by the governments of either signatory.

[b]Article 9: Dissolution of Commonwealth [/b]
In the event that either signatory believes that the Commonwealth is no longer in their mutual interest, that signatory is required to inform the other signatory in order to begin the 72 hour cancellation process. During this time, both parties shall remain bound by the conditions of the Commonwealth Charter.
