Routine arrests by the police, army and inquisition against people who stand against the government decreased. Education is to be based on Christian values, but the importance of modern science is also to play a massive role in education. 1400 more labour camps to be built for homeless and jobless people to live and work. Conscription is to be discussed by the senate and national assembly. Class system to be introduced. This will include civilians and citizens. To become a citizen, service for the government is required. A civilian is everybody else. Citizenship grants dozens of advantages. Civilian life will not change. Banks will be state run and all bank assets have been stripped and placed into the bank of England. Education is mandatory till 21 unless civilian/citizen goes into government service at 18. Everyone is born a "Civilian", and at age 18 every "Civilian" has the right to enroll for a minimal 4-year term of "Government Service". In theory a completed term of Government Service ensures a "Citizen" is willing to put the needs of the community before their own personal well-being. This is because Government Service is tough and dangerous (by design). It can involve joining the military, being a human guinea pig, testing survival equipment, or manual labour. England makes it quite easy to quit a term of service before completion (even during war-time), but once someone has quit they are never allowed to enroll again. This is to ensure that all volunteers are dedicated, whilst also discouraging people from leaving. England makes the opportunity of Government Service open to everyone, able-bodied or not. A doctor giving a medical examination says "if you came in here in a wheelchair and blind in both eyes and were silly enough to insist on enrolling, they would find you something silly to match. Counting the fuzz on a caterpillar by touch, maybe." The only way you can not join is if a psychiatrist decides you cannot understand the oath. "Civilians" are neither discriminated against, nor deprived of legal rights other than that of the ballot. Quote
