Whereas I had felt the previous thread was somehow….unclear, disorganized, unrealistic, etc., I’m going to nevertheless go ahead and RP a rebellion of some sort across the Kingdom of Ursalia (and yes, that will be a Communist rebellion), and in a way that I hope will make sense to you all. And I will try not to make it too long like the last thread was. I know precisely how much you love TL;DR posts. [size="1"]And not to mention, I feel somehow obligated to acknowledge the chaos in my IG nation (thanks to the nuclear attack), so…[/size] Also, I would like to ask that you don't get involved yet until I say so. As in the previous thread, your nation will be able to notice something happening through satellites and the like, so you can post your nation's reactions. With that said, I hope you enjoy. IC: It was a typical day in the Kingdom of Ursalia. Well, it would have, were it not for the recent nuclear attacks on a number of countries across the globe, and the large wave of insecurity and panic that swept the country. Across the vast expense of land stretching all the way from the warm Pacific coast to the frozen Pyotoh (formerly Manitoba) border, from Vancouver in the southwest to Saskatoon in the northwest, Ursalian citizens went on about their daily lives, though an air of uneasiness went about them. While boyfriends went out with their girlfriends/boyfriends in parks, movie theaters, and other cliched romantic places; while businessmen were busily counting the profits they had made during the day; and while families and relatives were enjoying their times in parties and the like in their houses, equally as many Ursalian citizens, were petitioning their respective provincial governments – and even the federal government – to undertake a sort of readiness measures just in case the Kingdom of Ursalia was the next target on the list or something. However, such petitions and concerns were received by the governments of Alta Vancavite and Saskatchewan, they were sidelined aside in the other provinces and even received scant attention from the federal government. It seems that provincial and federal officials had too much faith in the Kingdom’s Strategic Defense Initiative (SDI) system, and it showed. However, in some cities such as Kelowna and Ursalia City, some efforts at implementing readiness measures (such as evacuating people to subways and other safe places) were made. But it was not enough, given the political opposition of certain Provinces (and even local officials) to any federal government efforts that might be deemed as “centralizing”, and as a result, public insecurity continued to mount and even led to a few peaceful local protests that were largely ignored. And as such, daily life went on as usual: waves of vehicles steamed through the crowded streets of Vancouver, Nadrink, Calgary, Regina, and Saskatoon, and other major cities; stockbrokers were busy around the clock in the [i]Bolsa di Valoris Calgary[/i] (the stock market) in Ursalia's largest city. Ursalia was truly what one could call "[i]the freest society on Bob.[/i]" [i]Adlin v. the Province of Nova Coimbra[/i] still made headlines in Ursalian newspapers, though the nuclear attacks were quickly gaining prominence in the news. However, it should not be forgotten that after a long period of economic prosperity, the Kingdom had begun to enter into an economic recession that would only worsen as time progressed on. The recession was fueled by increasing public anxiety, which drove stock prices downwards, and was mainly the result of mismanagement by corrupt businessmen. This would contribute to worker discontent, of which the party would exploit. [center]===[/center] Unknown to the federal government, the provincial government, the uniformed officials of the Ursalian National Police (UNP) and the Guarda Civil who patrolled the streets of cities, towns, and villages, there were hundreds of thousands of citizens who did not owe their allegiance to the ruling Labor and Monarchist parties, the Democratic, Conservative, and Martencist parties; no, the one party they supported was of the…[i]clandestine[/i] type. That party had not joined the political scene since the formation of the Kingdom a couple of years back. Instead, it remained dormant. But it was not dormant at all; it was constantly plotting and exploiting opportunities to bring its views to fruition. It planned, one day, to seize power and impose its views upon the Kingdom and its population using force if necessary. In the two years following the Kingdom’s formation, that party had been hard at work expanding its connections across the country, even having supporters in some pretty high places. The party had been responsible for several work strikes, small protests, and other disruptive acts that often drew the attention – and reprisal – of the police. But this was the only ‘violent’ actions this party would commit: instead, exploiting Ursalia’s “freest society”, the party went on to distribute pamphlets, handouts, posters, and the like not only by hand, but through the wonderful phenomenon called the Internet. Some tech-savvy party supporters opened several websites that, in addition to espousing the party’s goals, issued a call for action to “[i]provide security and safety to the Ursalian people in an exceedingly dangerous world[/i]” and other similar phrases. Some websites even called for the violent overthrow of the Ursalian government and the elimination of its leaders (“[i]except the hot Monarch, who can be used for [b]certain[/b] purposes[/i]”). All these websites, registered under anonymous domains, went unnoticed in the vast and largely free Internet system. Such pamphlets, handouts, posters, and the like were specifically designed to undermine the trust the Ursalian people had in the current government, to incite and encourage panic, and if possible, to bring about disorder. All the time, the party had been seeking to set off a spark that would set off a revolution. In the past two years, at the same time it was getting its message around the nation, the party and its supporters had been purchasing and otherwise procuring weapons, ranging from advanced high-powered assault guns all the way to ingredients for producing Molotov cocktails. In secret underground bases across the nation, often in the outskirts of major cities such as Nadrink and Vancouver, weapons of all kinds continued to mount up. Purchasing weapons was ridiculously easy in Ursalia, given that the Constitution guaranteed the right of citizens to bear arms, many weapon shop owners were greedy enough, and federal regulations laid down by Vancouver had not fully taken hold across the country, even in Labor Party-controlled Saskatchewan. In fact, some citizens disguised themselves as federal government officials and purchased huge amount of weapons for “corporations” – even though some genuine companies/corporations affiliated to the party placed large orders for weapons and heavy equipment. Instead, it was actually held in the distant city of Prince George. For the past two years, the city had been the party’s meeting place, and every year since then leaders and supporters would converge there. They often did so out in the open because they knew the Ursalian authorities would not bother them. They were correct. The reason why Prince George was picked as the meeting place lay not only on its geographical location (the city, despite its remoteness, actually had excellent communication lines with the rest of the country), but because it had the largest percentage of supporters (this was the reason Prince George was known as the ‘apolitical capital’ of the Kingdom because it had the fewest Labor, Monarchist, and other parties supporters). [b]In Prince George…[/b] The meeting, known as the Third Party Congress, was held in the Norton Ranch hotel, the largest and high-quality hotel in the city. And it was well-underway, and had been continuing on for over a week now. So far, it had covered many aspects of society, including economics, the system of government, the role of police, paramilitary organizations, etc. “[i]…and that is what the Revolutionary Workers’ Party should do in regards to education![/i]” Paolo Vicente from Nadrink had just finished defending his position on what the RWP should do to reform Ursalia’s education system once the party had taken power. A mysterious man, presumably the Party’s leader, remained silent as he listened to the proceedings as it veered to the present situation; it lasted for several hours. When dozens of Party members objected to Salvador Salazio’s proposition that the workers “[i]immediately commence operations to overthrow by force the bourgeois state[/i]”, the man interjected forcefully. “[i]Comrades, his proposition is correct. We should – no, we must – begin the Revolution. We had been planning it for two years since the illegitimate Kingdom of Ursalia was formed. Whereas the collapse of Viniland had denied us the opportunity to bring about a true socialist revolution based on the ideals of Karl Marx and not that usurper Lenin, we now have such a chance to do now if we act![/i]” “[i]But Comrade, the situation isn’t ready for a revolution. We still need more time—[/i]“, James Hodge of Vancouver began to protest, but he was cut off. “[i]We ARE prepared! We have had two years, and we had made great progress so far.[/i]” Another voice, that of Picard Niro, who was standing next to the leader. “[i]We have enough weapons and equipment at our disposal to support an army, and that is not something you can normally pull off in two short years. But we have, and our efforts show that.[/i]” “[i]That may be true, but what about the Ursalian Armed Forces? The federal government will use that against us if we move prematurely![/i]” Hodge pointed out. Several members nodded their heads in agreement. The leader shook his head. “[i]That is where you are incorrect, Comrade. You see, we didn’t merely collect and catalogue weapons. Many representatives of this Party had been in contact with some dissident and sympathetic elements in the armed forces. This may not prevent the federal government from fielding the Army against us, but the entire might of the Ursalian military will not be used against us. You remember the Red Guards?[/i]” Niro picked up on where the leader had left off. “[i]We have been training thousands of Red Guards, albeit in secret. It was not easy to do all this, not by a long shot. But one thing for sure is that we have many dedicated supporters who would fight for this cause. And whatever part of the Armed Forces that we get on our side will be instrumental in helping us achieve victory.[/i]” “[i]Not only that, but popular involvement will help the Party to attain success. No government on the planet will be able to deny the People’s voice.[/i]” Another man stepped forward. He was Victor Salas, one of the more prominent leaders of the Party. “[i]We had done enough a job to persuade the people that their current government would not be able to protect and safeguard them in their time of need. We will show the People that we are more than capable of helping and supporting the People. And the only way for that to happen is through struggle – after all, had not history been a period of struggle?[/i]” “[i]But how will we do this, exactly? Assume we succeed and seize power, what would the Party do next? And what about the question of diplomacy? I cannot help but voice my concerns that the world would ostracize our new regime, and even undertake efforts to remove us from power.[/i]” Hodge persisted. The man chuckled. “[i]That is of little concern, actually. The Soviet Union was effectively shunned by the entire world when it was formed in the first place. It went on to become a great superpower.[/i]” He then scowled. “[i]Pity it was dissolved in the ‘60s, and the Empire of Slavorussia took its place.[/i]” He spat Slavorussia’s name as if it was venom. “[i]Truth be told, I actually cheered for the Nords when they invaded and partitioned Slavorussia. But anyways, you must understand that from the moment we take over power and establish our state, we will always have a period of struggle no matter what. Struggle is a proven way for the people to forge a will of steel in the fire of revolution. Only through that will the people triumph and socialism brought forth to all corners of the world! The Red Storm will wash away all of the injustice not only in the Kingdom but also the world![/i]” He paused for effect. “[i]And we discussed that in the last Party Congress last year. Which you missed.[/i]” He glared at Hodge, who looked down sheepishly. The leader looked at Niro, who was the party’s second-in-command, and nodded. Clearing his throat, Niro proceeded to conclude the meeting and to conduct a final vote that would determine the party’s direction. He made it known that once all members had voted, there would be no more debate. Everyone was expected to follow the final decision no matter what. This was the principle of democratic centralism, and the new state would be based off on this. Voting took place, and when it was finished, the side who favored immediate action won by a fairly broad margin. The Party had spoken. Revolution would be launched in Ursalia soon, and it would succeed. The Party’s decision would be communicated to all supporters across the Kingdom. The leader smiled as he took out a Blackberry. The Party Congress of the Revolutionary Workers’ Party, after the initial vote, sanctioned the establishment of a [b]Military Coordination Committee (MCC)[/b], a sub-branch of the Party that would be responsible for planning, coordinating, and directing military operations for the Red Guards and military elements that were expected to defect to them once the revolution had begun. It would be chaired by Gerard Sinclair, a prominent military strategist who had joined the RWP. He had several influential ties to some high-ranking military officers who would be able to defect once everything was in place. The Party clandestinely contacted several businesspeople, particularly the Ursalia Incorporated (UI), one of the largest corporations in the Kingdom, to play their role once things got underway. The UI would become a front for PWP financial activity, participating in money laundering schemes. It would provide funding for the Party, seeing as it controlled a network of banks in the major cities, most especially Calgary. On the ground, the Party’s supporters intensified their campaign to disorient the Ursalian people’s support for the current government. The number of hits to RWP and RWP-sponsored websites and forums began to steadily increase. The number of pamphlets and posters increased in circulation, and some pro-Communist newspapers began propping up and participated in the general smear campaign against the status quo. In their bases across the nation, RWP supporters and Red Guardsmen began donning uniforms and manning weapons from their huge reservoir of weapons; occasional RWP-inspired strikes and worker stoppages broke out in Nadrink, Calgary, and Regina. The stage had been set. The plan, formulated by Gerard Sinclair and approved by the MCC, was for RWP supporters to launch protests and uprisings to divert the police’s attention, while fully-armed Red Guards and Army troopers (these who had defected to the Red side) were to launch coordinated offensives to capture all government and strategic buildings, such as post offices, transportation centers (including but not limited to train stations, rapid transit stations, subways, and airports), media corporations not on the Red side, military bases and installations, and as such in all major cities and towns. The Army soldiers and Red Guards, which was expected to form the nucleus of a Red Army, would be used to combat Army soldiers still loyal to the federal government. The same went for the Air Force and Navy to fight against the loyalist elements. However, the workers would be particularly important; RWP propaganda and agitation would compel them to strike or otherwise rebel. This would bring the capitalist economy careening to a halt and bring about disruption – and it would be conducted in such a way that the federal government would receive the blame. According to Sinclair, Vancouver, Prince George, Calgary, Edmonton, Nadrink, Regina, and Saskatoon were to be captured as swiftly as possible. Vancouver, in particular, was given the highest priority as it was the capital of the Kingdom, and so was Ursalia City. The cities of Victoria and Nanaimo were given urgent priorities as they would provide the RWP a decisive strategic base on the province of Alta Vancavite. Once the cities were captured, worker’s committees would be formed to ensure the smooth transition of the Kingdom into a dictatorship of the proletariat. The plan was to establish a People’s government in Prince George, which would serve as the capital. The plan was all laid out. JEDCJT Posted January 8, 2011 Author Report Posted January 8, 2011 (edited) The Revolution, however, began not as a shot, but as a series of workers’ demonstrations that erupted in many cities across the Kingdom. Partly as a result of RWP agitation and partly due to the recent economic downturn that had affected the country, thousands of workers began walking out of their jobs, holding up placards and chanting “[i]Give Us Higher Wages![/i]” and the like. The strikes erupted in Calgary and soon spread to other cities. In Edmonton, striking workers filled the streets, while groups of workers massed up in front of the Ursalia City Hall in Ursalia City. Similar events occurred in many towns and villages. At this, RWP supporters sprang into action. Weaving alongside the striking workers, the RWP supporters managed to transform what was a typical worker’s strike into a raging revolt that took place all over the cities. Daily life in the cities slowly and steadily ground to a standstill. When the police arrived at the scene, and began to cordon off the striking workers, RWP supporters would fire the first shot that rang across the Kingdom. It took place in Prince George. While officers of the Prince George Police Department moved to contain the striking workers, shots rang out and the city plainly erupted into organized chaos. No one knows who fired the first shots, or even how it even began, but one thing for sure: the protestors became innumerably violent and began attacking the police. Exploiting the situation, RWP supporters whipped out their weapons and opened fire upon the police, supported by Red Guardsmen who suddenly appeared out of nowhere and fired upon the police. Caught midst the ensuing panic, and under fire from seemingly all side, the police incurred heavy casualties. While the police were distracted, platoons of Red Guardsmen across the city proceeded to launch operations to seize government buildings. Save for some scattered firefights in several police department buildings, the Red Guards were able to take over their targets with little difficulty, except for the Prince George International Airport and the City Hall. At this point of time, the regional Army commander in the area defected to the Reds and ordered Army soldiers under his command to assist the Red Guards; they duly did so, utilizing their overwhelming firepower, to take over the airport and city hall alongside with the Red Guards in a short time. With all strategic government buildings, Prince George came under the full control of the RWP (henceforth referred to as ‘Reds’, ‘Communists’, or ‘rebels’ interchangeably) when the last of the police officers were ordered to surrender. Continuing on the offensive, and with local support from Red supporters, the Red Guards were able to take over the adjacent areas with ease: towns such as Salmon Valley, Giscorne, Ferndale, Red Rock, and as far as Vanderhoof, were occupied. The reason Prince George was captured was because of its relatively small size and remote location. One would assume that the success would not be able to replicated in other larger cities because, well, of their interconnectivity and very size. But one event would prove such sentiments wrong: the fall of Calgary. The fall of Calgary so early in the Revolution was a boon for the Reds and a disaster for the Kingdom. While news of the capture of Prince George was being filtered to the federal government in Vancouver, RWP assailants and Red Guards launched an offensive to capture the city from their secret bases. Utilizing their heavy weapons, and assisted by the worker rebellions that shook the city, the Red Guards were able to take over many portions of Calgary. However, due to Calgary’s vast size, it took a while for the rebels to take the city over, and they faced entrenched resistance from not only the police, but from ordinary citizens (these who supported the Labor through Democratic parties) who had took up arms (they can be referred to as ‘loyalists’ from now on, the same for Army soldiers who remain loyal to the federal government). Fierce battles ensued between the Reds and Loyalists, resulting in heavy casualties on both sides and untold devastation of the city’s inner districts. For days, a stalemate ensued as both sides were unable to overcome the each other. What decisively swung the battle in the Reds’ favor was the defection of several Army units stationed near Calgary. Due to the defection of two high-ranking Army officers, in the region, to the Reds, military communications between Calgary and Vancouver were cut as Army troopers stormed the city, opening fire upon the loyalists and forcing them into pockets of resistance. Shortly after, after a devastating artillery bombardment of both the City Hall and the [i]Bolsa di Valoris Calgary[/i] buildings, symbols of the hated capitalist system, the defenders surrendered (though a few scattered holdouts persisted for some time after) and Calgary became the second city to become Red. The fall of Calgary dealt a devastating blow to the morale of the loyalist defenders in nearby Red Deer and they (the police and some Army units) surrendered en masse rather than be slaughtered. With little difficulty, the Reds proceeded to take over the city and to impose law and order in the “Socialist sense.” However, it was near Red Deer that the first clash between Red and Loyalist army troopers occurred. It ended in a Loyalist victory, and the Reds were forced to retreat to Calgary for the time being. It would temporarily stall the Red advance against Edmonton, but the city was being engulfed by revolution by then. The streets of Edmonton were awash with blood from the Red Guards, rebellious and loyalist Army soldiers, and the ordinary people caught in the crossfire. In the city, the Red Guards was quick to launch an offensive among the chaos and confusion to capture most strategic government buildings. Unfortunately, so was several Army units who remained loyal; they fought the Reds to a standstill, where the battle is still raging as of right now. In Prince George, the MCC took over part of the City Hall building for use as a base while the RWP continued to meet in the Norton Ranch hotel. Two systems of government was established in the city: an interim [b]All-Union Revolutionary Workers’ Commune[/b] (known simply as RWC), to serve as an overall provisional government of the new state, and a Prince George Commune to serve as a local government of the city. Likewise, the [b]Calgary Commune[/b] and [b]Red Deer Commune[/b] were established in the Red-occupied regions and declared allegiance to the RWC. In Edmonton, with the assistance of several Army units who declared themselves for the rebels, the Reds were able to overcome resistance and seize the city – but only after many hours of fierce fighting that wreaked devastation over the city. In a hastily-convened session in the wreckage that was Edmonton, the [b]Edmonton Commune[/b] was proclaimed and aligned itself with the RWC. After the capture of Edmonton, much of Nova Coimbra came under Red control as the cities of Lethbridge and Medicine Hat were wrenched away midst worker strikes, Red-inspired uprisings, and the ensuing confusion. Communes were subsequently established in these two cities, and would be the norm once the Reds had seized control of a city or town. Throughout Columbina and Nova Alasca, hundreds of uprisings on the same basis as the ones in Prince George, Calgary, and Edmonton, was raging, with Red Guards and renegade Army troopers taking the field against loyalist supporters and Army soldiers who swore to fight to the last man to defend the Kingdom. Many towns and villages were seized and the Reds controlled a large portion of Columbina (the northern and southeastern portion). Nadrink, located on the southwestern coast of Columbina, went up in flames as hundreds of Red Guards opened fire on the Nadrink police. Army troopers of opposing loyalties soon came into the fray and the city was locked into civil war that raged on for hours and days. It was in Nadrink that one element was used for the first time: car bombs. Throughout the city, many, if not all, vehicles parked on streets, suddenly went off, unleashing large explosions that inflicted heavy casualties on anyone near them. Dozens of people, both innocent citizens and police officers, were killed or seriously wounded. The wounded would not receive emergency medical attention any time soon: ambulances and emergency aid workers found themselves under attack by the Red Guards and subsequent became casualties themselves. The battle raged on, as one news broadcast by one brave (and foolish) news reporter of the [i]Nadrink Times[/i] indicated: "[i]...a-as you are aware, it seems that a great firefight had broken out in Nadri--LOOK OUT![/i]" The screen would shook violently as the cameraman and the news reporters dived for cover into a niche in some building in downtown Nadrink to avoid the explosion of a grenade that had been thrown their way. "[i]--oh $%&@...! Why the $%&@ am I here, in the midst of all thi--oh y-yeah...as I was saying, a giant firefight had broken out in Nadrink seemingly out of nowhere, and to b-be frankly, there's chaos out there![/i]" The news reporter rambled on, his voice thick with bewilderment and fear. "[i]I d-don’t know what's happening! I-it happened out of no-MIKE, BEHIND YOU![/i]" The camera swung back to the direction of where the news reporter was pointing only to see a butt of a weapon that apparently caught the cameraman off guard as the video camera careened into the ground. It somehow continued to function, recording the battle between the news reporter and Mike the cameraman, and the gun-wielding teenager. "[i]YOU SON OF A !@#$%*! YOU BROKE MY CAMERA![/i]" Mike roared with great anger and hate as he slammed his giant fist into the poor teenager's face before he could get the chance to fire a single shot. The news reporter could only look on with bewilderment as the screen lifted off the ground as Mike picked the video camera and examined it. He let out a sound of relief when he found the camera wasn't broken. "[i]...I'm thinking this might not be a safe plac--Mike, we should begin moving![/i]" The news reporter suggested as he and Mike scurried through the street, crouching the entire time behind objects such as magazine stands, etc. "[i]W-well, it seems that we're right in the middle of the action! Please-e pardon me, it's just...just that we're right in the middle of a freaking battlefield![/i]" The news reporter stuttered as he continued forward, trying his best to avoid the flurry of bullets that were all around him, stray bullets from the ongoing firefights across the city. "[i]I think it-it's best if I end this now...I'm Alon Richardson![/i]" His voice was barely heard as nearby explosions from grenades nearly drowned out his voice. The screen flicked to black. A stray bullet went through Alon Richardson's head a moment later. === However, as Nadrink indicated, not everything went according to plan. In Columbina itself, the attempts of the Reds to seize Ursalia City and Kelowna, as well as Nadrink, had derailed as soon as they had begun. General Mathias Sedgwick, who was in the city, refused to switch allegiance and ordered Army soldiers stationed near Ursalia City and Kelowna to repulse the Red assault. They did so, filing into both cities and generally transforming both into virtual battlefields. However, the Reds were able to receive the support and assistance from several squadrons of fighters and bombers from the Royal Ursalian Air Force who had defected to the Red side. Unfortunately for them, so were the loyalists; brutal land and aerial battles raged in Ursalia City and Kelowna. To be particular, loyalist Army soldiers defended the Ursalian Intelligence Agency (UIA) building, with the assistance of UIA special troopers, from the Red attackers. Vancouver, the federal capital, suffered the severest blow of all. Catching the Police Department of the Distretto Federal (PDDF) completely off-guard, the Red Guards managed to inflict heavy casualties upon the police and to take control of most of the city's downtown area; they even seized several post offices and transportation stations. Launching an offensive against the Ursalian Capitol building and the Monarch's residence, the Red Guards blitzed their way with such ferocity and determination that they actually managed to make their way to said buildings’ front doors. Only the valiant effort of the Parliamentary and Royal Guards as well as PDDF police officers prevented the rebels from seizing the buildings. Prime Minister Giancarlo Norton, the Monarch, members of the royal family, and their families were hurriedly whisked away from danger, and so were MPs and their families; they were transported by Parliamentary and Royal Guardsmen to a secret underground facility located somewhere in Vancouver. However, several MPs were caught and shot by the Reds in their houses. Furious firefights raged on throughout the capital as the Reds hurled grenades and detonated car bombs. Later on, they captured the City Hall building (the new meeting place of the Vancouver local government). Despite the initial Red successes, what prevented Vancouver from falling to the Communists were the Ursalian National Regiment (UNR) and the Vancouver Royal Regiment (VRR). Along with several loyal Army units, these two regiments – responding to Army officials’ frantic orders – moved into Vancouver and repulsed the Red Guards in series of fierce and bloody battles. The nearby cities of Surrey, Burnaby, and Abbotsford were garrisoned by the regiments and successfully defended against subsequent Red assaults. It was in Saskatchewan that the Red Guards experienced the least successes. Their attempts to seize Regina and Saskatoon had prompted an unusually quick response (thousands of loyalist Army troopers were rushed to defend both cities, which they did with smashing success), and the Reds incurred unusually high casualties in the process. This could be due to the fact that Saskatchewan was a strongly Labor Party province and support for the PWC, despite its valiant efforts, were fairly low. However, the Reds did manage to seize dozens of towns and villages between Saskatoon and Regina, so communications between these two cities could be delayed. Despite these setbacks, the reports filing into the MCC were generally positive so far. The RWP were in control of most of Nova Coimbra – the province’s southern border areas remained yet to be liberated due to the presence of the Ursalia Border Agency troopers – as well as a considerable portion of Columbina. The Reds’ operational successes would be detailed by Gerard Sinclair in a special session of the MCC: “[i]…reports have indicated that the Red Guards had begun operations against the Territory of Nova Alasca, and with considerable success. From what I can infer, Juneau and Sitka are about to fall.[/i]” Sinclair stated to the assembled delegates of the MCC. “[i]The capture of Nova Alasca would deprive the loyalists of a base that they could use against us.[/i]” He said as he scanned the audience. Niro spoke out. “[i]What about Alta Vancavite?[/i]” Sinclair smiled. “[i]I was about to get to that, Comrade. You see, despite the…fiasco in Vancouver and nearby areas, the Red Guards and troopers have reported stunning success…they have managed to take over most of the island. The city of Nanaimo had already fallen, and Victoria is right on the brink of surrender. Yes, this is ironic, considering that Alta Vancavite is right next to Vancouver.[/i]” The mysterious leader nodded. “[i]That is wonderful to hear that, Comrade. But you need to know the fact that we have not captured Vancouver, the federal capital. As long as the loyalists hold Vancouver, they would continue to fight. Considering the fact that we have not seized Ursalia City or Nadrink yet, we are looking at the possibility of a prolonged civil war that the loyalists could spin around in their favor. Are you aware of that?[/i]” Sinclair nodded, gulping a little. “[i]Yes, but we have the initiative so far. We have control of most of Nova Coimbra, the economic power of Ursalia, so we hold most of Ursalia’s economic potential that would help us to triumph.[/i]” Sinclair was, of course, referring to the Nova Coimbran oilfields that the Communes in the province had recently begun to nationalize. “[i]Not only that, but we have thrown the federal government into serious disarray and splintered much of their armed forces in the process. By my own estimates, I’d say that at least a third of their Army had defected to us, and that number is mounting. I have received reports that several Naval bases in several cities alongside the Ursalian coast are mutinying.[/i]” He paused for effect before continuing. “[i]And of course, as you are aware, we had sanctioned the establishment of a [b]Revolutionary Workers’ Army (RWA)[/b] to serve as a proper fighting force of the Revolution. We are seeing considerable success so far, so to say. The MCC, of course, will serve to coordinate the activities of the RWA and the Red Guards on the field.[/i]” “[i]The RWA consists of the soldiers of the RUA who had defected over to us, correct?[/i]” The leader inquired. “[i]Correct, Comrade.[/i]” “[i]What about conscription? Have fun. IC: The Red uprising caught the federal government completely off-guard. The news of the uprising in Prince George had barely reached the offices of the Columbina provincial government in Nadrink, much less the Distretto Federal, when all communications with Calgary was suddenly cut off. Unverified and splintered reports by military headquarters near Calgary filtered into the Ministry of Defense detailing of “[i]sudden and coordinated attacks[/i]” by “[i]unknown assailants[/i]”, which of course meant the Red Guards and rebellious Army soldiers. When federal military officials tried to contact Calgary to find out further information, they could receive nothing. Not too long after, Edmonton went off-line; no communication emanated from the Nova Coimbra capital, which was very unusual. News of this reached the highest echelons of the federal government, which proceeded to launch an investigation of this strange event. But while they were doing so, new information filtered in from Nadrink that the city was undergoing a sort of “[i]rebellion[/i]” or “[i]revolution[/i]”. Such circumstances seemed to be happening everywhere at once, and confusion was uncertainty was prevalent in the federal government. And then the assault on Vancouver began. Reports from the Distretto Federal police department as well event on the ground indicated to the federal government that the capital was subject to “[i]terroristic attacks[/i]” – except this were no ordinary terrorists. The attackers were too well-armed, well-coordinated, and motivated, and this showed. Parliamentary and Royal Guardsmen reported that they were coming under fire, and that they were falling back. In the Ursalian Capitol building, MPs reported hearing gunfire so “[i]terrifying close[/i]”; they were rushed to the interior by security officials. Some of them glanced at the windows, and their fears were confirmed: dozens of Parliamentary/Royal Guardsmen were holding off waves of mysterious attackers at the building’s gates! The streets of Vancouver were full of chaos and confusion as dozens of vehicles parked on the streets went off, sending debris and shrapnel flying in different directions, wreaking casualties on terrified citizens. Bullets were flying throughout the air, often causing devastation and countless casualties. The head of the Distretto Federal Police Department, Hugo Ramos, declared a state of emergency over the capital as all police functions went into action to try to deal with the new threat. A bewildered Prime Minister Giancarlo Norton was hurriedly escorted by security officers, along with many MPs, deeper into the building. The Prime Minister inquired about the Monarch, of which an official hurriedly stated that she was being retrieved from her residence, which had by then come under attack. As bullets whizzed through the air around the Monarch’s residence building, Royal Guardsmen evacuated the Monarch, her personnel, and the royal family through the back door. There was a close call as a young RWP fighter had somehow managed to get close to the Monarch and had a clear shot at her; luckily, a Royal Guardsman charged the punk, using his electric cattle prod to electrocute him to death. He, however, took a bullet in the process and an emergency medic had to be sent over to him. At this period of time, the Prime Minister – now joined by his cabinet – and the MPs had been brought into a secret bunker located beneath the Ursalia Capitol building. There were several such bunkers, located a few miles apart from each other. After passing through several thick, resistant steel doors, the members of the federal government found themselves in a large and well-equipped bunker consisting of several large components; more MPs and other important officials went to another bunkers. Several large HD screens were located in the largest component room, linked up with communication systems across the Kingdom and interconnected with military satellites and the like. This was the bunker where members of the federal government could not only communicate with each other but with the entire Kingdom. Not too long later, the Monarch and her personnel arrived at the bunker, where a relieved Norton wrapped her up in a tight hug, which she readily returned as tightly. “[i]Are you okay?! They didn’t hurt you or anything?[/i]” Norton inquired, concerned. The Monarch smiled, heartfelt by her friend’s concern. “[i]Yes, I’m okay, not hurt for anything.[/i]” Norton greeted Vicente and other members of the royal family as they entered the bunker, making sure they were okay and the like. Satisfied, with a glance at the Monarch, Norton immediately went to work trying to ascertain what was going on. It was fortunate that the bunker was still connected to regional military headquarters of the Ursalian National Regiment (UNR) and the Vancouver Royal Regiment (VRR); a short time later, it was confirmed that both regiments had moved into Vancouver and were fighting off the rebels. Defense Minister Daniele Favalaro informed the Prime Minister that martial law had been imposed in the capital and surrounding areas, and that he was going to extend martial law to the entirety of the Kingdom, starting immediately. It was apparent to the federal government officials assembled in the bunkers that this was no mere crisis; it was a crisis that directly endangered the Kingdom. From what they could discern, they were facing a full-blown rebellion or revolution on their hands. How this happened, or even had the capacity to reach such proportions, they had no idea. JEDCJT Posted January 8, 2011 Author Report Posted January 8, 2011 The Red Storm, after an explosive start, seemed to be weakening in light of strong loyalist resistance in many parts of Saskatchewan, parts of Nova Coimbra, and southern Columbina. Repeatedly, loyalist elements of the RUA held off Red attacks and counterattacks in front of Ursalia City, Kelowna, Regina, and Saskatoon. The evacuation of the Prime Minister, his cabinet, and the Monarchy to an underground base had saved the federal government from destruction (but at the expense of long-term stability). But where the Reds were becoming stalemated on the ground, they were achieving a measure of success when it came to the Navy and the Air Force. As Gerard Sinclair had noted in his report in Prince George, several naval bases alongside the Ursalian coast were mutinying. Influenced by Red propaganda, and having Communist sympathies, sailors and naval personnel in the Nadrink Naval Base, one of the largest naval bases in the city, rebelled against the federal government and declared their allegiance to the “[i]People’s Republican Government[/i]” in Prince George. In one of the largest mutinies in history, the Royal Ursalian Navy lost nearly a quarter vessels to the Reds; approximately six submarines, three Destroyers, two Cruisers, two corvettes, and an Aircraft Carrier, virtually the entire naval fleet in Nadrink, defected to the Reds. They sailed from the city and once in position off the coast, opened fire upon loyalist bases in the former Vinilandese capital. The same happened in Vancouver, surprisingly. Three Navy vessels (two destroyers and a submarine) mutinied, where they promptly sailed away from base and headed in the direction of Victoria, who had recently fallen to the rebels. When loyalist ships in Vancouver gave pursuit, they came under attack by Red aircrafts and ships based in Red-controlled Alta Vancavite, and were forced to retreat. At least one ship was damaged and was forced to scuttle itself to avoid falling into Red hands. Other mutinies took place in other Columbina ports. In the north, the city of Juneau fell under the control of the Reds, who immediately established the [b]Juneau Commune[/b]. After a fierce battle, Sitka also fell, followed by other Alascan cities. The Territory of Nova Alasca became the fourth region to come under mostly Communist control, after Nova Coimbra, Columbina, and Alta Vancavite – even though scattered loyalist resistance groups in the regions continued to resist the Reds for some time. A considerable part of the RUN came under Red control, though a good number of them were sabotaged or scuttled by loyalist Navy officials (who were subsequently executed by firing squad). Save for a considerable loyalist presence in Graham Island, located off the coast of Columbina, the Reds controlled virtually the entire Ursalian coast. The victory at sea was galvanizing to the Red leadership in Prince George, and the defection of part of the Ursalian Border Agency alongside the southern border of Nova Coimbra helped add to the euphoria of victory. This effectively meant that the Reds not only shared a border with another sovereign nation – the United Kingdom of Idaho-Montana – but were now in complete control of Nova Coimbra. Now that the Reds had seized virtually the entire Ursalian coast and gained a small but growing naval force – and gained complete control over a Province – it was now time to push on the initiative. The time had now come for the Reds to deal a decisive blow that would shatter the loyalists and hopefully end the civil war that was now gripping Ursalia. One way to do this was to further agitate the workers, both in areas under Red control and without, and he knew precisely how to do it. Gathering around the Party leadership in a special Party meeting, the leader put forward a proposition: it was now time to [b]de jure[/b] announce the formation of a new sovereign state. In a special session, he urged for such position, arguing that the “[i]official existence of a sovereign state led by workers[/i]” would help to “[i]inspire workers to fight for their rights as well as principles of socialist democracy.[/i]” So far, he stated, individual Communes had been established in the cities and towns under Red control. It was now time to consolidate them into a “[i]revolutionary state[/i]”; the worker would have a fully-sovereign state behind them, and which would fight for his/her rights and liberties. An intense debate followed, with two sides evenly divided in opinion. One side favored the leader’s position, stating that “[i]it would help us to further intensify the initiative that we had already seized[/i]”, while another side criticized It as “[i]too early.[/i]” “[i]If we declare a revolutionary state now, we risk taking a premature action that would undermine the Revolution and jeopardize the gains that we have made so far.[/i]” One delegate, a Jules Avian, stated to the agreement of others around him. “[i]I must disagree with you on that one, Comrade.[/i]” Harry Silica, a native of Prince George, spoke out. “[i]If we establish a state now, we not only make public our repudiation of the existing social order in favor of a new one, one led by workers. We will be able to rectify the administrative and governance systems of the new republic if we do it now instead of later.[/i]” When Avian opened his mouth to object, Niro interrupted. “[i]We have a functioning government, we have a functioning system of workers’ communes, and we have a functioning army. We are establishing a dictatorship of the proletariat. Such a dictatorship will enable the workers to defend and safeguard its rights and interests against its enemies – and we have lots of enemies right now. Hence the civil war.[/i]” There were murmurs of agreements as well as disagreements around the table. The debate raged on for hours, but in the end, the side favoring the immediate establishment of a state won out in the end. A decision was made, and a vote made: North America was about to have a new state, one that would displace the Kingdom of Ursalia on the world stage. So it was. Exact details of the administrative/governance systems of the new regime would have to be worked out and/or clarified in a later conference. === While the battles were raging in Nadrink, Ursalia City, Kelowna, Regina, and Saskatoon, the new government in Prince George made its first official transmission. It would not only directed at the people, but also the world. The city had a well-developed communication system that would enable the revolutionaries to make their message heard not only across the Kingdom but also the world. The mysterious leader approached the podium. He was a fairly tall figure, with a lean body and a powerfully-built face. His dark hair was slicked back, and he was dressed in a dark suit. A crowd of about five hundred RWP supporters was assembled in Prince George, waiting to hear his speech. He began, “[i]Comrades! I appear before you in a time of revolutionary struggle against the decadent system of capitalism. Since the Kingdom of Ursalia was formed, it had done nothing to uphold the rights of workers in the country, and as time progressed on, the injustices suffered by the workers had not been addressed, but willfully neglected by the administration of Giancarlo Norton![/i]” He went on to list specific grievances suffered by the workers at the hands of the Ursalian government, pointing the government’s very liberal attitude toward the people as responsible for the wave of corruption and fraud that made ordinary workers’ lives all but impossible. He stated that too often, workers had received exceedingly low wages and benefits due to the connivances of corrupt businessmen. “[i]Ever since the times of Viniland, the people had suffered exploitation that had grown worse as time went on.[/i]” The man went on. “[i]Workers, there is one way to end this injustice and to eradicate exploitation, and that is to unite! Workers, unite! Unite to fight for your rights and interests![/i]” He went on to exhort workers across the Kingdom to be strong in their commitment for equal rights, and he urged them to fight for democracy. On a concluding note, he explained the decision made by the Revolutionary Workers’ Party in regards to workers’ rights and the formation of a revolutionary state dedicated to workers’ rights. It was either a coincidence or on purpose that the man chose May 1st, an internationally renowned day for its commitment and celebration for workers’ rights (known as May Day) to deliver the speech. He stated that this day would see the official formation of the [b]Revolutionary Federation of Socialist Republics (RFSR)[/b]. He vowed that the new RFSR would become a public forum for workers’ rights. Finished with his speech, the man left the podium. === Inspired by the man’s speech, and especially the formation of the RFSR, RWP supporters in loyalist-controlled areas in southern Columbina and Saskatchewan went on to organize worker uprisings in Regina and Saskatoon, along with other cities and towns. At the same time, coordinating their operations together, RWA (to be referred to as ‘Red Army’) soldiers and Red Guardsmen launched operations into Saskatchewan, which managed to gain ground in the face of ferocious loyalist resistance. Such RWA-inspired uprisings, however, were brutally quashed by loyalist Army forces and police; they, however, made the workers more defiant and effectively became a ‘fifth column’ for the Reds. Waves of ‘hit-and-run’ operations as well as bombings ravaged Regina and Saskatoon as columns of Red Army soldiers and Red Guards moved upon these two cities. In southern Columbina, renewed Red assaults on Ursalia City and Kelowna surprisingly gained ground and the loyalists, due to Red ‘fifth columns’ and worker uprisings behind their lines, were forced to retreat. After hours of fighting, the Reds had seized the City Hall building as well as most of the city. The only major holdout in the city was the UIA building, which continued to be defended to the last man. Behind Red lines, workers formed the [b]Ursalia City Commune[/b], which proclaimed its allegiance to the new RFSR. Loyalist Army officials knew that Ursalia City was the last line of defense. If it fell, the Kingdom of Ursalia was finished. The Reds controlled a vast part of the country; the Kingdom, on the other hand, was splintered. The lands under its control continued to shrink daily; it consisted of southern Columbina, including Vancouver, and most of Saskatchewan. With this knowledge, Army officials continued to pour in more troops (as much they could, so they could not weaken their positions around Vancouver and other areas), and the battle leveled off – temporarily. Also on the ships were two MV-22 Ospreys and four Sea Knights (per ship). The ships would carry (each one would carry this amount:) two hundred M16s, fourty M110s, one TPQ-36 Radar, 100 NeoStead 2000s, 2 Urbots and 10 FIM-92 Stingers. The three ships would be escorted towards Ursalia by the INS Bandit and INS courage. Two submarines, the INS Raider and INS Freedom would stick close behind. The ships set sail. Quote
JEDCJT Posted January 9, 2011 Author Report Posted January 9, 2011 (edited) In the regions under the control of the Revolutionary Workers’ Party, now organized as the Revolutionary Federation of Socialist Republics, daily life changed for everyone used to the old ways of the Kingdom of Ursalia. Heavily-armed Red Guards, often ordinary citizens ‘conscripted’ into ‘volunteer militias’, patrolled the streets of Prince George, Calgary, Edmonton, and many other towns and villages. The various Communes that had been established in place in the Red-controlled cities had issued a wave of decrees and regulations. For one instance, the All-Union Revolutionary Workers’ Commune issued a resolution ordering the removal of the Ursalian flag in the regions under its control. Citizens were ordered to turn over any Ursalian flags in their possession to the nearest “Socialist Flag Collection” center, for disposal (often unceremonious flag burnings), before or on a specified date. Any failure to do so would bring serious consequences: any citizens found with an Ursalian flag after the deadline would be “subject to the highest justice of the Socialist homeland”, meaning execution without the right to a trial. Under the orders of the [b]Economic Coordination Commission (ECC)[/b], a committee established under the aegis of the RWC, all businesses in Prince George, Calgary, Edmonton, Red Deer, and other towns and villages under Red control, were nationalized without compensation (corporations such as Ursalia Incorporated, and their networks were exempt). Enforcement of the ECC’s orders fell down to the Communes, which laid down several guidelines. Firstly, workers were allowed to assume control of their workplaces, such as factories and the like, from their employers and to form workers’ councils. This would be applied to all businesses employing between three hundred and a thousand workers. For businesses employing more than a thousand employees (companies and corporations), they would be taken under state control and directly administered by the ECC for the “[i]time being[/i]”, until such a time that they would be turned over to “[i]politically-conscious[/i]” workers. Secondly, workers were not allowed to launch or conduct strikes if they would threaten or otherwise impede production. Thirdly, trade unions were prohibited, and orders were issued for the arrest and detainment of their leaders, reactionary bureaucrats, and ‘unreliable workers’. Across northern Columbina, Nova Alasca, Alta Vancavite, Nova Coimbra, and western Saskatchewan, post offices, transportation stations, power stations, airports, banks, trade companies, and other critical businesses were officially turned over to the control of the ECC from the Red Guards. The vast oil industry in Nova Coimbra were effectively nationalized and placed under the control of the ECC, enforced by ‘worker-managers’ on the local level. The Calgary and Edmonton Communes passed conflicting decrees making it a “[i]socialist crime[/i]” for oil and gas to be exported outside Nova Coimbra (that is, the areas under Red control) without the ECC’s permission. As for police departments, the one element that had resisted the Reds, a large (and at times bloody) purge was launched against them. In Red cities, Police Department buildings were nationalized and hundreds of policemen subject to intense 'reevaluation' process. Depending on the outcome, the policemen on the lower levels were either fired from their posts or allowed to remain. However, the higher-level police officials, especially commissioners, responsible for the resistance against the Red Guards in the first place were arrested and often shot without the right to trial by ‘special Red troikas.’ Police officials remaining in their posts were often watched over by RWP ‘political officers’, while ‘reliable workers’ (often RWP supporters) occupied vacant positions in the police hierarchy. Finally, the Revolutionary Workers’ Army (perhaps better known as the Red Army) at this point now had several hundreds of thousands of troops under arms, mainly due to a combination of defections from the Royal Ursalian Army, conscription, and usage of force to keep Red Army soldiers in the army’s ranks. A centralized command system had recently been established in Prince George, with the formation of a chief-of-staff and the [b]People’s Secretariat for Defense[/b], the first major government department to be established in the RFSR. In a meeting in the Revolutionary Workers’ Committee, delegates approved the appointment of Gerard Sinclair, already a chairman of the Military Coordination Committee, as the [b]People’s Secretary for Defense[/b]. This would be the beginning of a new Central Committee yet to be established by the RWC. As one of his first functions as People’s Commissar, he appointed Julius Franco, one of the more prominent Army generals who had joined the RWP, as supreme commander of the Red Army. === While Red Guards and Red Army soldiers were fighting on in southern Columbina and Saskatchewan, and while Communist rule were being implemented in areas under Red control, yet another special session of the RWC was being held. It concerned not only the administrative and governance system of the RFSR, but also about the organization of the new government itself and the security situation across the new country. Picard Niro was speaking about the need to establish a Central Committee in the Revolutionary Workers’ Party: “[i]…I am of the opinion that we need to establish a Central Committee to serve as a central administrative apparatus for the R[evolutionary] W[workers’] P[arty]. Now that the Revolutionary Federation [of Socialist Republics] had been established, we need to establish a sort of a federal system. The Central Committee should reflect that.[/i]” “[i]What should the functions of the Central Committee be? Should it be based off on the former Soviet Union, or should it follow a different model? And more importantly, what would its powers and responsibilities be?[/i]” One of the delegates, Julius Smith, inquired. “[i]Very well.[/i]” Niro went on to detail out the functions of the Central Committee; he also made several proposals regarding the entire Party apparatus system such as this: [quote][b]Congress[/b] - Supreme ruling body of the entire party; members and delegates of the party gather from time to time. [b]Central Committee[/b] - Highest body of the party, elects the Politburo. It directs all Party and government activities between Party Congresses. [b]Politburo (Political Bureau)[/b] - A central policymaking and governing body of the party. It is a political bureau of the Central Committee; it is to direct the Party between Committee sessions. Elected by, and subject to, the CC. [b]Secretariat[/b] - It is responsible for central administration of the party. Elected by, and subject to, the CC. [b]Orgburo (Organization Bureau)[/b] - Makes important decisions about organizational work in the party. It will oversee the work of local party committees, and has the power to select and place Communist members into government positions. In other words, the Orgburo oversees the assignment of party members to various government positions and duties. Elected by, and subject to, the CC. [b]Control Committee[/b] - Oversees overall party discipline within the party. Has the power to administer appropriate punishment, including but not limited to expulsions from the party. It also considers appeals made by party members who had been punished by local party organizations, including on the overall level. Elected by, and subject to, the CC. [b]Auditing Commission[/b] - Supervises the expenditures and handling of affairs within the party. It has the power to audit accounts of the treasury and enterprises of the CC. Elected by, and subject to, the Congress.[/quote] As soon as Niro finished his proposal, an intense debate broke out, with many agreements and equally as many disagreements. Some delegates demurred. “[i]The overall idea of a Party apparatus is sound, but I disagree with some organizations, namely the Politburo. If the Central Committee is the highest body of the party, it should assume policymaking responsibilities and become the governing body of the RFSR. I propose the Politburo be eliminated, and the other organizations be made accountable to the Central Committee, except for the Control Commission and the Auditing Commission. I like the idea of accountability to the Party Congress instead of the Central Committee.[/i]” Jon Clancy suggested. “[i]That is a good suggestion you have there, Comrade. However, the Politburo should be kept, though made more accountable to the Central Committee and the Party as a whole. I also believe the Secretariat and the Orgburo should be made into one, as to provide some cohesion to the party system, and prevents the bureaucratic nightmare that usually appears in other Communist countries.[/i]” Another delegate, Jane Solo, spoke up. Some more debate continued, and one member suggested creating the Central Committee as a collective executive body of the RFSR. This meant dropping the Politburo and the Orgburo, incorporating the Secretariat into the Central Committee, and consolidating the Control Committee and the Auditing Commission into a “[i]Central Control Bureau.[/i]” The debate raged on for hours, with many various suggestions being thrown around the room, with Niro and the leader making occasional remarks and suggestions. Finally, a final decision was made and ratified with a binding vote. The Central Committee would become the highest body of the Revolutionary Workers' Party, and in the true sense. In addition to directing all Party and government activities between Party Congresses, the Central Committee would also direct the Party between Committee sessions. Not only that, but it was decided that the Congress of the RWP would meet every four years, and it would have encompassing powers to make Party decisions. The Secretariat would be incorporated into the Orgburo, effectively becoming the enlarged [b]Administration and Organization Bureau[/b]. It would be responsible for central administration of the party and make important decisions about organizational work in the party. It will oversee the work of local party committees, and has the power to select and place Communist members into government positions. It will be elected by, and accountable to, the Central Committee. The Control Committee and the Auditing Commission would be merged into the [b]Central Control Bureau[/b], and incorporate all associated powers and responsibilities. It would be elected by, and subject to, the Congress instead of the Central Committee. The notion of a General Secretary was considered and discussed as a means of an administrative and disciplinary role in the Party. Ultimately, it was rejected because many delegates feared it would lead to the advent of a great tyrant. They didn't want a Stalin who would ascend to the top of the Party and eradicate anyone who stood in his way. Most of them, if not all, wanted a collective leadership in the Party. It was also at this time that the general membership of the Central Committee would be agreed and voted upon. By a near-unanimous vote, the mysterious leader was elected Premier, effectively becoming the head of the Central Committee and thus the head of the government and state. At this point of time, Defense Minister Daniele Favalaro and Chief of Staff Guisseppe Ferrari sadly informed the Prime Minister that they had lost communication with northern Columbina, the entirety of Nova Coimbra, and parts of Saskatchewan. "The entirety of Nova Coimbra?!" Norton yelped in shock. If this was true, then the Kingdom was effectively dead. Bereft of its largest and populous province, with its oil-rich resources, the Kingdom had no chance of survival. For all purposes and intents, the rebels had won. And speaking of the rebels...Norton remembered the live broadcast that were channeled out of Prince George. [b]FLASHBACK:[/b] "[i]What about our troops near Regina and Saskatoon? Are they still on the ground?[/i]" Norton was making many questions to many of his frazzled officials, who were frantically trying to coordinate something together in the chaos that was taking place in the Kingdom. When the officials replied that they were trying to get in touch, but to no avail, Norton sighed dejectedly and sat down on a chair. As he look around at everyone in the crowded but fairly spacious bunker stocked with months' worth of supplies and food, his eyes fell upon a certain shapely figure. Monarch Sonia d'Alberqueque was lying on one of the bunk beds in an adjacent room. His brother, Vicente, was sitting next to her. Norton felt sorry for the beautiful Monarch. She had been through so much in such a short time. He never forgave the assailent who had turned his gun at her during the hurried evacuation from the Monarch's residence when it came under rebel attack. He had nearly exploded in rage when he found out, but Sonia calmed him down with her soothing voices. had never been so scared before in his life. He couldn't imagine life without the Monarch, who was not only his superior but a trusted and longtime best friend. He didnt want to think about losing her, the young woman who he happened to be in... Norton's thoughts was interrupted when an aide rushed over. "[i]Sir, there's terrible news! Nadrink had been captured![/i]" The young aide stuttered. The Prime Minister got up with a start. "[i]What?![/i]" From the corner of his eye, he could see that the Monarch had gotten up from the bed and was staring at him. He rushed over to where several military and government officials were located. Ferrari and Favelero was among them. "[i]Giancarlo, we lost Nadrink. All communications had been lost.[/i]" Ferrari's voice sounded strained as his face were full of sorrow. It was true. Midst the terrible confusion, chaos, and battle, Nadrink fell to the Reds, joining Calgary, Edmonton, and other cities on the list. The major cities remaining under federal control were Vancouver itself, Ursalia City, Kelowna, Saskatoon, and Regina. "[i]Saskatchewan is barely holding on, at least, that's what our remaining links tell us.[/i]" Favelero added in. Norton was about to open his mouth to say something when the screen suddenly indicated that a live broadcast was being opened. Norton, Favalaro, Ferrari, and the other looked at the screen. The Monarch had gotten up from the bed and was walking toward the screen, followed by Vicente. When she got there, she glanced at Norton. When the screen finally opened, Norton's eyes widened as he immediately recognized the figure on the screen. [i]No, it couldn't be...[/i] Favalaro and Ferrari was having the same thoughts. They watched on in stunned silence as the man went into a rant against the "[i]decadent system of capitalism[/i]" and of the alleged abuses of workers by the federal government. As the man urged workers to "[i]unite to fight for [their] rights and interests![/i]", proclaimed the formation of the Revolutionary Federation of Socialist Republics (RFSR), and walked off-screen, everyone was shocked. They couldn't believe it. Breathing out a shaky breath, Norton shook his head slowly in disbelief. That man....that man....Helo Silveira? Norton had known Silveira since the days of Viniland. Silveira used to be an old friend of his until he became involved in Vinilandese politics, becoming the leader of the People's Republican Party. He disappeared without a trace when Viniland collapsed, which led to rumors that he may have been involved with the people responsible for the nuclear attacks that had prompted the Vinilandese Prime Minister Pasquale Bianchi to frantically ask for Tahoan protection. The murmurs around him became blurred as Norton continued to gape at the screen... [b]END FLASHBACK[/b] Norton still couldn't believe it. Silveira, of all people! He was leading an insurrection that had all but destroyed the Kingdom as a functioning entity. But....why? As he was contemplating this, Norton had been confirmed not only about Nadrink's capture, but also that Ursalia City was about to fall. The situation looked increasingly bleak and hopeless as time wore on. The federal government was virtually out of touch with most of the Kingdom, save for southern Columbina, and Saskatchewan. He remembered General Mark Viego, a senior Army commander, stated that the Reds had done "[i]quite a good number on our communication system[/i]", and speculated that "[i]someone high in our government may have something to do with that.[/i]" Someone high in the government? He hoped not; if it was the case, then it was much serious than anticipated. The Prime Minister rubbed his temples as he glanced at the screen, which depicted a digital map of the Kingdom with bases and installations indicated. It was fortunate that the bunker was connected with the most secure communication channels that had existed in the country. However, the bunker was linked up to fairly few military satellites orbiting the planet. They were maintained by several communication facilities that had somehow managed to remain in Ursalian military control. He felt a certain presence besides him. Looking up, he found himself looking at light brown eyes. He smiled sadly as Sonia put a comforting hand on his shoulder and squeezed it tenderly. "[i]Giancarlo, please don't give up.[/i]" Sonia stated, glancing at the screen. "[i]The situation may seemingly be against us, but that is not the end. We can still triumph, we just have to show the Ursalian people that we are still here.[/i]" She urged her longtime friend. "[i]All hopes needn't be lost. We need to rally the people in times of crisis. It is time to fight back. We must not let Silveira and the Communists triumph![/i]" She said as she wrapped her arm around Norton's arm. Norton nodded slowly, feeling his spirits lighten up. Sonia had a point....a good one at that. Looking at Sonia, Norton slowly realized one thing: he hadn't done anything much to help the federal government to fend off the rebellion. Compared to the Reds, he had done little but mope around and basically flail his arms around in panic in an underground bunker. An underground bunker! While countless people were caught in the crossfire, while loyalist Army soldiers and citizens were fighting and dying on the ground, Norton and his government had been cowering in an underground bunker. Cowering! This made the Prime Minister queasy; had he been acting like a coward all this time? Taking in a deep breath, Norton nodded once and looked at Sonia. "[i]You are right....you are right. Perhaps hope is not lost. Thank you.[/i]" He said as he kissed Sonia on the cheek, inciting a bright blush from the Monarch. Not noticing the flustered expression on Sonia's face, Norton looked around to see Ferrari and a few others looking intently at him and nodding. "[i]She's right, Giancarlo.[/i]" Ferrari murmured, sounding as if he has had a revelation. "[i]The war will only be lost if we allow ourselves to be defeated.[/i]" [i]Good point[/i], Norton thought. He nodded firmly. If the rebels wanted to overthrow Ursalia by force, they'd have to extract it from the millions of cold, dead hands - including his own - and suffer a thousand nuclear bombings in order to succeed. To quote a famous quote: the only way for evil to succeed is for good guys to do nothing. And the hell he was going to do nothing. He was going to rally the people around him, and if that meant exposing himself to danger, so be it. Turning around, Norton stared at Sonia's eyes with such determination and intensity that the Monarch blushed and bit her lips. He grabbed her hand, nodded at Vicente, glanced at the gathered officials, and cleared his throat. "[i]I will go into the ground floor, where I will rally the people together to fight off the threat. You all will come with me.[/i]" Ferrari raised an eyebrow, slightly impressed. "[i]But what about the current fighting in Vancouver? It clearly isn't safe out there.[/i]" Norton shook his head. "[i]It is not safe anywhere in this country. The rebels have possession of nuclear weapons, and probably other assorted weapons that can smash through this bunker should they so desire. But we must stand resolutely and firm in the face of danger. The Ursalian people must know that, no matter the circumstances, the government is going to be there for them. If this means fighting off the rebels...that's what we are going to do.[/i]" The bunker was silent as they considered Norton's statement. Finally, several officials began putting on their coats, preparing to follow the Prime Minister, Ferrari and Favelaro included. "[i]A message had been sent, sir.[/i]" An aide stated to Norton, who nodded silently. Norton strode out of the bunker, a delegation of officials following him into the ground floor. Several Parliamentary Guard and Royal Guard officials opened their mouths to protest, but a single look from Norton silenced them. Somehow they knew. They let it pass. Norton, Sonia, and the delegation made their way to the Press Briefing Room. Several aides went to work setting everything up, the video cameras, the microphones, and the like. Finally, everything was all in place, and Norton could now begin the speech. The speech would, through the remaining broadcast corporations in Vancouver, be broadcast to the Kingdom (whenever there was still a connection) and to the world: [quote]"[i]Ladies and gentlemen, We are facing a great crisis, one that threatens the integrity of the Kingdom of Ursalia and the freedoms and liberties the Kingdom stands for. To elaborate the situation further, not too long ago, a revolution had broken out and is engulfing the Kingdom as a whole. From what I can infer, this revolution came from within - that is, the subversive elements of our society. I am not saying society is to fault for all this, but merely stating the fact that the revolution came from within, and would have succeeded had the Ursalian Government lost the will and determination to stand for what it believes to be right and just. Unfortunately, that is not the case. The revolution caught us off guard, of course, but it has also forged in the baptism of fire a steel determination within all of us that cannot be broken! The rebels may have taken over a large tract of our lands, but they will not go further! They have no right nor the legitimacy to claim any part of what is rightfully a part of the Kingdom of Ursalia. Ladies and gentlemen, citizens of Ursalia, you know what to do! Throw off the yoke of oppression! Fight on for that is right! Fight so that freedom and democracy can continue to thrive in the Kingdom! Amen.[/i]"[/quote] With that, a thunderous applause broke out in the room, the loudest one of all being the Monarch. When Norton stepped off the podium, Sonia rushed forward and engulfed him in a bonecrushing hug. Ferrari and the other delegation members heartily congratulated the Prime Minister on his speech. Heartened by Norton's speech, the remaining members of Parliament, in a hastily-assembled session in the Assembly Room, passed a resolution granting anyone involved in the rebellion full amnesty if he or she surrendered to the Federal Government. Norton's speech, which obviously would be suppressed in the RFSR (but pro-loyalist supporters behind rebel lines would transmit the speech to the population nevertheless), gave a huge morale boost to the scattered Loyalist elements of the Royal Ursalian Army across the vast Kingdom. It prompted the Ursalian Border Agency, at the southern Columbina and Saskatchewan borders, to throw on its full weight behind the Federal Government, and even prompted a full battalion of Red Army soldiers in near Kelowna to switch sides to the Loyalists. Inspired by Norton's speech, the number of Army troopers in the vicnity of Vancouver began to launch an offensive to push the rebels further away from the capital. They did the same near Ursalia City; thousands of loyalist soldiers were channeled at the city, where they launched flanking attacks and pushed the Reds from many parts of the city, relieving the UIA building in the process. The same happened in Saskatchewan; near Regina and Saskatoon, the loyalists had stopped the Red advance and actually began to fight back, pushing the Red Army back several miles. Where the Reds had threatened Regina and Saskatoon, they were now beaten back. However, Red artillery and Navy ships stationed in nearby Alta Vancavite continued to bombard Vancouver, dealing considerable damage to parts of the city. The fighting would continue, but something had changed. Now that the federal government was fighting back, what had begun as a revolution had now become a civil war. Clicking the HDTV screen on the front of the meeting room and switching to a news channel, Silveira and his comrades watched as the news reporter gave details of Norton's speech in Vancouver and that elements of the Royal Ursalian Army was hitting the rebels back with everything they had. The leader scowled as he watched the news channel. Turning to the messenger, he opened his mouth: "[i]Inform the Public Relations Commission to undertake measures to prevent Norton's speech from reaching the workers in the RFSR! The workers cannot be exposed to the filthy lies enamating from Vancouver![/i]" The messenger nodded. "[i]Yes, Comrade![/i]" He said as he left the room. Turning to the assembled delegate, Silveira contemplated his next words. "[i]Do you, Comrades, agree that Comrade Niro's proposition of an 'extraordinary emergency commission' should be adopted by this assembled Session of the Central Committee of the Revolutionary Workers' Party?[/i]" He inquired with a tone that dared anyone to disagree. Wisely, anyone who might have voiced otherwise instead parroted their support for the establishment of such a commission, which they were aware meant the establishment of a secret police of some sort. A vote was duly held, and it was unanimous. This was democratic centralism at work. Silveira, satisfied at this, explicitly gave instructions that no official document or any other telegrams be drafted nor published regarding the establishment of a commission, "[i]lest the enemy use such knowledge to undermine the Revolution and the rights and values it stands for![/i]" Instead, Silveira continued, the exact details of the commission was to dictated, and determined, through discussions - "[i]no records are to be kept, I cannot express it enough![/i]" - and that this session was to be strictly confidential. He warned that any delegate who "leaked" out the details in this meeting would be subjected to the Central Control Bureau. And so the discussions began. It would continue for days and weeks, and involve differing ideas and views on the powers, responsibilities, and even legitimacy of such a commission. For the time being, until such a commission was established in finalized form, the responsibilities of policing in the cities would fall to the Military Coordination Commission, which was responsible not only for conducting and planning military operations, but also police operations. === [b]In Calgary...[/b] For weeks, several small-scale rebellions and uprisings had broken out across Nova Coimbra. They were, of course, brutally suppressed by Red Guards and Army troopers. But it seemed that the more the Reds crushed these uprisings, they seemed to come back with more force and determination. It was like battling a hydra; no matter how many times the Reds cut off the head, another always took its place and it started all over again. This was particularly true in Calgary. In the largest city in the RFSR, the streets of Calgary seemed to be full of revolution as small bands of armed fighters clashed with Red Guards and the politicized police. At first, it was a small annoyance, but over time it became such a serious situation that the Calgary Commune sanctioned the "[i]adoption of all necessary measures[/i]" to resolve the crisis. At the order of the local MCC office in Calgary, and sanctioned by the Calgary Commune, martial law was imposed over the city as Red Army troopers sealed off all roads leading into and out of the city. An "[i]extraordinary strict[/i]" passport system was established as the RFSR authorities proceeded to make it mandatory for all citizens to register for an internal passport - and as difficult for anyone to enter or leave the city. As they had taken hold of the city's database system, the Reds would know who applied and who did not. For these who did not, they proceeded to arrest the families and relatives of the loyalist fighters and hold them as hostages in order to compel the fighters to surrender. If the fighters did not surrender after a given period of time, the hostages would be shot. This would be implemented in major cities and towns across the Revolutionary Federation. === (OOC: This happens after the nuclear attack). [/quote] The messages would not be received because the Ursalian government had, well, ceased to exist. There was no Minister of External Affairs to reply the messages because he had been vaporized by the nuclear blast. Despite the fact the Monarch, the last remaining vestige of the federal government, was safe in an underground bunker in an irradiated city, major communication channels in Vancouver had been fried by the EMP pulses. (The Ursalian government had not gotten around to EMP-proofing them yet). As a result, she was unable to send any replies. === [b]In Revolutio (formerly Prince George)...[/b] A meeting of the Central Committee was held as usual in the newly-renamed Revolutio, chaired by Silveira, when news of the nuclear attack on Vancouver was received. Contrary to what one might think, the leaders of the RFSR were actually horrified by the nuclear attack. “[i]Comrade! Is it true?[/i]” Silveira asked, with an expression of disbelief. Well, it would have been expected, he admitted to himself, considering that several nuclear attacks were occurring all over the world, but still….a nuclear attack was horrible. The messenger who brought the news nodded. “[i]Yes. Vancouver is practically wiped off the face of the planet.[/i]” A quick check of the news channel confirmed this fact. The room was silent for a moment. “[i]Well…it seems we have won. The Revolution had prevailed![/i]” Though Silveira expressed disbelief and even pity for the population of Vancouver, he was enough of a pragmatist to continue on what he had set out to do, and that was to overturn the Kingdom of Ursalia. That, he was going to do. But still…the nuclear attack need not have happened. You see, Silveira may have been a Communist, but he was no terrorist. He abhorred the usage of nuclear weapons as a means of terrorism (yes, he considered the usage of nuclear weapons except as a means of last resort as nuclear terrorism). You see, contrary to some conspiracy theories, he was NOT responsible for the nuclear attacks that had brought Viniland down. That was the Socialist Revolutionaries, one of these cowards that he despised. Though the Red Army had captured several nuclear missile silos in northern Columbina and Nova Coimbra, Silveira forbade, in the strictest terms, the usage of nuclear weapons unless it was “[i]absolutely necessary[/i].” Several statements of agreements were heard throughout the room, but there was no tone of triumph. Perhaps it could be due to the fact the Reds had wanted to triumph the civil war through their strength, not a nuclear missile that was launched from somewhere. Turning to Gerard Sinclair, Silveira issued the orders: “[i]Issue orders to the Red Army and Red Guards to launch offensives to seize Saskatchewan and southern Columbina. But do not capture Vancouver; move upon the city, yes, but do not capture it because of the obvious situation there.[/i]” He instructed Sinclair to order Red Army soldiers in southern Columbina to be outfitted with protection suits and equipment in preparations for the eventual occupation of Vancouver. Sinclair nodded. “[i]These will be carried out, Comrade.[/i]” And so the orders were given. After receiving reports from Red Army commanders that loyalist offensives at Ursalia City and Saskatchewan had petered out, and that the loyalist forces had gone into disarray, Sinclair ordered the Red Army to launch a final offensive to "[i]liberate Saskatchewan and the remainder of Columbina.[/i]" He stressed the point that Vancouver was not to be captured until "[i]further orders.[/i]" After preparations, and some regrouping, tens of thousands of Red Army soldiers, supported by tanks and aircraft, launched a renewed offensive against the loyalist positions in southern Columbina and Saskatchewan. As they had lost all communications with the federal government, the loyalist forces were caught off-guard and easily routed. Though several units courageously fought against the Red assaults, they were simply no match for the well-coordinated and determined Red Army troopers. In several hours, Red Army soldiers steadily liberated Ursalia City, block by block, forcing the loyalists back and retaking the lands they had recently been forced back earlier. With a devastating artillery and aerial barrage against the UIA building, the loyalist forces surrendered, with many soldiers and civilians fleeing southwards toward the UKIM border. With the fall of Ursalia City, the loyalist defenses were finally broken. Like rushing water flowing through a broken dam, the Reds swept toward Kelowna, where they overwhelmed the valiant efforts of the defenders and seized the city after fierce fighting. Like unstoppable wave, the Red Army continued on the offensive, converging upon Vancouver. Several cities and towns such as Chiliwack, Hope, and Penticton were seized in rapid fashion; with the capture of the border town of Osoyoos, the Reds now had a longer border with the UKIM. Soon, Abbotsford fell, followed by Surrey. Soon, the Reds were right on the outskirts of the nuclear crater that was Vancouver. It was there that, as quickly as it had begun, the Red offensive ground to a stop as Red Army soldiers dug in to regroup and to rearm. They would await the shipment of protective suits and equipment from the MCC. In Saskatchewan, the loyalist defenders were slightly more determined and organized than their counterparts in southern Columbina, but they were nevertheless discoordinated. Pushing forward into Saskatchewan, the Reds launched a two-pronged attack toward Saskatoon. Overcoming loyalist resistance, the Reds fought their way into the city, liberating it block by block in fierce, if not confused, fighting. Their artillery and aircrafts helped to turn the battle for Saskatoon in their favor, and many hours later, the city was in Red hands. A Saskatoon Commune was formed soon after. Continuing on past Saskatoon, the Red armies converged upon Regina, marching across the hundreds of miles of land that separated the two cities, and occupying many towns and villages along the way. Utilizing a combination of propaganda and superior military tactics, the Reds were able to capture Regina after hours of fighting. At the battle's aftermath, hundreds of loyalist Army soldiers surrendered en masse and subsequently became prisoners of the Reds. The capture of Regina signaled the final collapse of the Kingdom. Many scattered loyalist units who had not surrendered either chose to mount last stands against the Reds, or to flee eastwards toward the Pyotoh border. They were followed by waves of citizens who were trying to escape to Pyotoh, UKIM, and the Republic of Amarna. For the most part, they would succeed in escaping the Reds; some of them were not lucky, as indicated by the capture of approximately a thousand of citizens near Regina by several Red Army units who had outpaced them. For all purposes and intents, the civil war was now order. The Revolution had succeeded. In the lands where the Kingdom of Ursalia once ruled, the Revolutionary Federation of Socialist Republics now stood triumphant. Quote

Further it is ready to begin immediate rebuilding assistance to the new government from recovering from the nuclear attack and offers to train new party cadre at either the Beijing Zeon Socialist Party School of Public Administration Advanced Studies or the Spirit of Yunnan University School of Public Administration run by largest Chinese democratic party, the Revolutionary Communist Party of China.
