Triyun Posted January 1, 2011 Report Posted January 1, 2011 With the UFE rail project complete now linking Kunming and Saigon to Rangoon, it has now become a major Indian Ocean Entrepot, the South West of China had always been closer to the Indian Ocean than the Pacific, but it had required modern transportation to move through the increasingly mountainous terrains and jungles which had impeded this trade route from being used. Burma now would offer the UFE genuine Indian Ocean Access from the Chinese industrial heartland. Premier Wei Hai had come here to meet his counterpart from Novak to discuss what would become of Burma. Its rule under the Novakians seemed to become an increasingly open ended question. This created economic instability which would threaten the economic progress of the UFE towards becoming something that after the Cochinese recent bellicose rhetoric became apparently necessary: an Indian Ocean Power. Whereas recently, the UFE foreign policy hands had been looking towards the Pacific, their gaze now shifted into the Indian. Premier Wei was tasked with negotiating a political agreement with the Novakians to settle on a new political arrangement in regards to Burma and negotiating new agreements regarding military arrangements in the Indian Ocean. Voodoo Nova Posted January 2, 2011 Report Posted January 2, 2011 Novak had no reason to maintain direct rule over Burma. They were of different cultures and the rebellion has died down. To continue ruling this land would not serve in Novak's best interests. However, the protection of this land is still important to the stability of Southeast Asia. Shakir would set up a meeting with the Premier to discuss the issue of Burma and its future. He had a secretary set up the meeting in Rangoon, the capital of the region. Quote

It comes to our attention through the Chinese diaspora in Burma that their are members of this region that wish to have their independence restored while maintaining close ties to us. I have come to suggest that we begin the process of decolonization of Burma and the establishment of a free and independent Burma that has a favorable and stabilizing influence in South East Asia." I believe an independent Burma would be a great stabilizing force for the region. He brought only a personal secretary to record the events for the Tatmadaw's records. He was greeted by Novaki diplomatic staff and led to the conference room. After respectfully greeted both Mr. Shakir and Premier Wei, he stood behind his seat and made his opening statement. "As you both know, I am the Senior General and Commander in Chief of the Tatmadaw, the combined armed forces of Burma. Currently, the Tatmadaw is in a form of standbye, as we have power given to us by factions of the population to represent them in a political fashion. I am here to negotiate Burmese self determination on behalf of the Bamar and minority groups in this land. Our aims are to pursue a mutually beneficial relationship with both Novak and the UFE in addition to this, so that we can all end this meeting in the best possible political positions." I have particular questions regarding the situation in Burma and the somewhat problematic issue of ethnicity. It seems to me that Burma is basically a construct of British Imperialism in order to extend Indian and by extension British hegemony in Asia by building inroads into East Asia. Burma was originally multiple nations, but the ethnic dominance of the Burmese over the tribes has created a rather precarious situation since independence, where the British paid off tribes, governments since independence have tried to rightfully forge a modern nation state but this has created problems for groups like the Shan. Do you have a plan to work with all the ethnic groups to avoid instability on our Southern Border where the tribal regions are located?" Quote

Like the ancient civilization of China and its culmination in the PRC, we will work towards a nation of many ethnic groups working towards a national cause and unity, despite that fact that the Bamar make up the majority of the population. We wish to create a nation in which the word Burmese means all residents of this country, not unlike the terms Chinese and American. We will work in unity towards the national cause for the greatness of a collective Burma. We will make concessions to certain ethnic groups like the Shan and Karen who feel alienated by regimes past and will seek peaceful solutions as far as we possibly can." Quote

Obviously, it is in our interest to open our markets to both of yours as freely as possible, as well as support the continuance of trade along the new rail lines and develop the port of Rangoon, hopefully with the help of both Novak and the UFE, into one of high importance on the Indian and ships heading into Oceania or the Pacific." I would propose that we agree to the following agreement. First we sign a triple military and economic assistance pact between Burma and our nations along in which Novak and the UFE provide economic and military assistance to build up Burma and to guarantee its independence set to sun set at one year to give Burma a chance to build up without having mutual obligations. After this period expires the treaty is transformed into a MDoAP between all three of our nations." Quote

As soon as we can pen a draft, I believe we can sign it and move forward, as I have been empowered with full executive authority on behalf of the Burmese Transitional Government, which would be the executor of governmental power until we could establish a more concrete form of governance. Of course, there are other matters we cold discuss such as foreign military bases as well as our desire to secure an easement for the passage of goods and materials into the Pacific, the goal being to create a shortcut for tradeable goods across the peninsula to cut the costs incurred by transporting said material around said peninsula." This means respect of mutual sovereignty, territorial integrity, and peace between one another. Article II. Economic Cooperation The Signatories of this treaty shall lower barriers to trade between one another. Guarantee of Independence The United Federation of the East and Novak will guarantee the independence of Burma should another nation threaten the sovereignty of Burma during the first year of Burmese Independence, while Burma builds its own defense forces. After one year, this provision will automatically become a Mutual Defense and Optional Aggression Pact between Burma, the United Federation of the East and Novak. Article V. Revisions to this Pact This Pact may be revised by the consent of all three parties within the next year.
