As such the Councillors were invited to the Hellenic base in Portugal provided they went unarmed and all security stayed at the gates. Quote

By this treaty the undersigned recognize the sovereignty and independence of the Portuguese people. [b]Article II:[/b] The undersigned agree to refrain from any kind of violence towards the other. [b]Article III:[/b] Should the governments of Portugal be found inefficient or non-existent the Athenian Federation will revert the land back to its control. [b]Article IV:[/b] In a common interest for the security and prosperity of the lands known as Portugal the Athenian Federation will provide military, financial and political aid in defense of Portugal. In addition the Athenian Federation will operate a military base to properly defend Portugal. In turn Portugal is not obliged to assist the Athenian Federation should it come under attack. The defensive clause is unilateral. [b]Article V:[/b] Portugal agrees to discuss the signing of military treaties and declarations of war prior to confirming them. This clause will not affect the signing of economic treaties or treaties with an optional military clause. [b]Article VI:[/b] To advance economic prosperity there will be free trade between the undersigned in addition local corporations will be recommended to establish businesses abroad. [b]Article VII:[/b] The Athenian Federation agrees to only activate this clause should Portugal have been found in violation of the terms of this agreement. In situations where cancellation is permissible by this clause Article 3 will automatically activate and the land of the party found in violation after the signing of this agreement will revert to its prior state. Should Portugal decide to withdraw at their own decision unless announced differently Article 3 will be activated too. For any cancellation to go into effect 72 hours notice must have been given.
