Councilmen Osorio and Abreu, along with Councilwoman Cuellar, send a message to Athens requesting a diplomatic negotiation of the treaty the old government had signed prior to the civil war.

Considering the nature of the area Athens would decide to not send an envoy from Foreign Affairs however to keep it within Defense. As such the Councillors were invited to the Hellenic base in Portugal provided they went unarmed and all security stayed at the gates.

Athen's requests would be complied with and the Councilors arrived at the area in several hour's time on a jeep with Brotherhood markings on it. Both security guards stood outside with weapons holstered.

[Centurius]

The Councillors were escorted into the breathtaking base only one Portuguese had seen before them, taken to the core of the base where most of the Commanders were reviewing live feeds from battlefields throughout the hemisphere they would be finally escorted to the office of the Base Commander Renée Picard.

"Councillors, so I see you have come to reach an agreement with the Hellenic state" she said.

"Yes, we would like to renegotiate the treaty that Zambrano's government had signed. If at all possible, we would like to remain allies with Athens."

[Centurius]

"Well considering the nature of the treaty Athens can not accept anything different from the original pact. While we will protect you in return we require you to clear offensive wars and military binding treaties first."

[Markus Wilding]

"The Council of Ten can agree to this. Please provide us the document and we will sign immediately."

[Centurius]

"In that case the treaty as signed before seems best to us however with signatures changed of course"

[b]Preamble:[/b]
Considering the historical facts and universally accepted principles of the modern world, as well as the inalienable and indivisible, non-transferable and non-exhaustible right of the people to self-determination and state sovereignty the undersigned of this treaty agree to the following terms for the rise of mutual cooperation and prosperity,

[b]Article I:[/b]
The Athenian Federation by this treaty grants independence to the South Portuguese lands. By this treaty the undersigned recognize the sovereignty and independence of the Portuguese people.

[b]Article II:[/b]
The undersigned agree to refrain from any kind of violence towards the other.

[b]Article III:[/b]
Should the governments of Portugal be found inefficient or non-existent the Athenian Federation will revert the land back to its control.

[b]Article IV:[/b]
In a common interest for the security and prosperity of the lands known as Portugal the Athenian Federation will provide military, financial and political aid in defense of Portugal. In addition the Athenian Federation will operate a military base to properly defend Portugal. In turn Portugal is not obliged to assist the Athenian Federation should it come under attack. The defensive clause is unilateral.

[b]Article V:[/b]
Portugal agrees to discuss the signing of military treaties and declarations of war prior to confirming them. This clause will not affect the signing of economic treaties or treaties with an optional military clause.

[b]Article VI:[/b]
To advance economic prosperity there will be free trade between the undersigned in addition local corporations will be recommended to establish businesses abroad.

[b]Article VII:[/b]
The Athenian Federation agrees to only activate this clause should Portugal have been found in violation of the terms of this agreement. In situations where cancellation is permissible by this clause Article 3 will automatically activate and the land of the party found in violation after the signing of this agreement will revert to its prior state.

Should Portugal decide to withdraw at their own decision unless announced differently Article 3 will be activated too. For any cancellation to go into effect 72 hours notice must have been given.
