SDP holds Party Conference, S.V.A.R.Y. holds Summer Camp

[b][u]BCNA: Social Democratic Party holds Annual Party Conference[/b][/u]

[i]“This morning, the governing Social Democratic Party (SDP) began its three day annual conference in Sygh-Varthys. The conference, being chaired by Deputy President Grigori Ourumov, is expected to draft a new party manifesto and elect high level party officials to the SDP Politburo. The Politburo election is usually a strong indicator of the individuals who will run for office. The Chairman of the SDP Politburo is almost always the Presidential candidate to be fielded by the party in the next election.

The current Chairman, President Dmitri Andropov, is expected to stand for a second Presidential term in the upcoming presidential elections if he is able to retain his seat on the Politburo. Given President Andropov’s low approval ratings, which have hovered around 39% for the last six months, the Social Democratic Party Delegates are not likely to re-elect him with an overwhelming majority. According to some sources, there are some among the Left Faction of the SDP who are actively campaigning to oust President Andropov from the Politburo.

There are some members of the Left Faction of the Social Democratic Party (SDP) who feel that President Andropov is not advancing the party’s strategic national objectives quickly enough and that he has mishandled the healthcare reform process, a key party issue. These members also argue that the President’s narrow election victory (less than 1%) in the last presidential poll is the first warning sign that it would be best for the party and the country if President Andropov does not seek a second term. The Left Faction is also harshly critical of the President’s handling of the situation in the East Ingushetia Autonomous Region (EIAR) believing that the President’s light handed approach prolonged the last uprising.

The majority of the Right Faction of the Social Democratic Party (SDP) had expressed the view that, despite his narrow victory in the last poll, President Andropov is the most qualified candidate to carry out a carefully planned and slowly implemented version of the party’s strategic national objectives. The Right Faction claims that if implemented too rapidly, the party’s reforms could have the opposite effect and could undermine the nation’s economy.

The crucial Non Aligned Faction, which is positioned in the ideological middle of the other two factions, will most likely be the deciding factor in the Politburo elections due to the significant number of Non Aligned delegates at the conference. According to the official register, there are 1,200 Left Faction delegates, 900 Right Faction delegates and 1,400 Non Aligned delegates for a total of 3,500 delegates. Therefore any candidate to be elected to the SDP Politburo must obtain at least 1,751 votes.

In other news, the Socialisticheska Vanguard Asosiatsiya do Revolutsionite Y’eute (Socialist Vanguard Association of Revolutionary Youth) held its first annual summer camp today. The still controversial youth organization has seen its membership swell from 2,000 students last year up to 84,000 this year. After just under a year, the sight of the S.V.A.R.Y. pins and red neckerchiefs at schools across the country has become much more commonplace.

S.V.A.R.Y. members from across the nation gathered in Revolution Square in Sygh-Varthys to hold a mass rally and concert. Estimates suggest that more than 62,000 students turned up for the rally. The students, who were accompanied by several teachers, will be transported from the capital[b]*[/b] to several camping sites around the country where they will remain for the rest of the month long summer camp. This summer camp is said to be exclusively for S.V.A.R.Y. members and is focused on ‘imparting to the members, the importance of the environment’, according to a S.V.A.R.Y. official.

In some quarters, particularly the opposition Vauleyo-Buryatia Democratic Party (VDP), the S.V.A.R.Y. organization is nothing more than an extension of the Social Democratic Party (SDP) aimed at molding the ‘impressionable minds of the young’ in order to bolster support for the SDP and it’s agenda. These allegations have been repeatedly denied by the SDP who claim that they have no influence over the S.V.A.R.Y. organization and that the organization’s primary focus is to help the next generation to be upstanding, socially and politically aware citizens and to impart a sense of nationalism and appreciation for the history of the nation to them.

[b][u]BCNA News: SDP approves manifesto, Politburo vote delayed [/b][/u]


[i]“The Annual Conference of the Social Democratic Party (SDP) today unanimously approved a new manifesto ahead of the next Legislative and Presidential elections. The new party manifesto, titled [b]‘The Valiant Advance to Vauleyan Socialism’[/b] outlines the SDP foreign and domestic policy for the next four years. The implementation of such policies, however, will depend entirely upon the results of the next Legislative elections. Several prominent political analysts who scrutinized the 1,200 page document have agreed that it represents the core principles of the Left Faction of the SDP. This could be the first signal that the Left Faction could dominate the Party Politburo when the delegates vote tomorrow.

The crucial vote for the position of Chairman of the Party Politburo which was due to occur today has been delayed by 24 hours by a vote of the party delegates. It is believed that the delay was requested by the outgoing Party Politburo who requested an additional 24 hours to review candidacy applications by party members. If this claim is verified, it would indicate that incumbent Chairman President Dmitri Andropov will face a challenge for his position on the Party Politburo. Such a challenge, if it occurred would cause a potentially divisive vote between the two major factions of the Social Democratic Party (SDP) at the very time that the party wishes to display unity ahead of the next elections.

As the workers are the backbone of the revolution, their health is paramount and the health of the workers is the health of the revolution. The Social Democratic Party (SDP) shall finish the task of implementing a fully universal health care system that provides quality health care to every citizen of Vauleyo-Buryatia regardless of his or her age, class, financial situation or preexisting conditions.

[b] Article 4: Solidarity [/b]
The Social Democratic Party (SDP), in the interests of advancing the cause of socialism shall stand shoulder to shoulder with those in Asia who have thrown off the shackles of capitalism and now stand firm on the path to Socialism.

[b]Article 5: Corruption [/b]
Corruption from within or outside of the Social Democratic Party is an unforgivable act which must be pulverized with the full force of the revolution. Accordingly the government shall endorse the creation of a non-partisan corruption prevention agency with the full authority to investigate any act of corruption regardless of who stands accused of committing such an act.

[b]Article 6: Defense Policy [/b]
The Social Democratic Party (SDP) shall strengthen the military power of the People’s Armed Forces of Vauleyo-Buryatia to effectively defend the nation against those who would seek to destroy her and to defend the interests of the people of Vauleyo-Buryatia wherever they may lie.

[b]Article 7: Foreign Policy [/b]
The Social Democratic Party shall continue the constructive engagement with the Asian region, and to expand our diplomatic initiatives in Europe. We will expand our diplomatic initiatives in Asia and strengthen ties with all nations in the region to promote stability, oppose colonialism and imperialism and to find areas of mutual cooperation.

The Social Democratic Party, on the platform of increasing the power of the citizens of Vauleyo-Buryatia and increasing the accountability of the politicians who represent the people, shall increase the powers devolved to the regional and autonomous governments of Vauleyo-Buryatia.

The Social Democratic Party (SDP) shall seek to ensure that all workers are aware of their rights under the law. The workers are the backbone of the revolution and the nation. No longer shall the workers be taken advantage of by corporate interests. We shall stand firmly and steadfastly on the side of the workers of the nation.

[b][u]BCNA Breaking News: President Andropov ousted from Politburo[/b][/u]


[i]“The second day of the Social Democratic Party (SDP) Annual Conference ended with nothing short of a political bombshell. After a 24 hour delay in the vote, the SDP delegates convened to elect the members of the six-member Party Politburo. It is during this vote that President Andropov lost his seat on the Politburo as he failed to get the 1,751 delegate votes needed to remain in his post.

We understand that delegates from the Left Faction (LF) held several meetings with delegates from the Non Aligned Faction regarding the position of the Chairman of the Politburo of the SDP. The exact details of these meetings have not been made public, but it is strongly suggested that a document, guaranteeing the support of some of the Non Aligned Faction delegates was signed. Shortly afterward, the vote for the Party Politburo was held.

When President Andropov was nominated by the Right Faction (RF) for a second term as Party Politburo Chairman, the Left Faction (LF) nominated Vladimir Kalinin to oppose President Andropov. According to the official results, 1,199 Left Faction delegates and 745 Non Aligned Faction delegates voted for Mr. Kalinin giving him a total of 1,944 votes, while 900 Right Faction (RF) delegates and the remaining 655 Non Aligned Faction delegates voted for President Andropov. A single Left Faction (LF) delegate abstained. With 1,944 votes against the President’s 1,555 votes, Mr. Kalinin has gained the key Party Politburo seat with the support of 56% of the SDP delegates.

Of the remaining 5 Party Politburo positions, 3 went to Left Faction (LF) candidates, 1 went to a Non Aligned candidate and the remaining seat went to a Right Faction (RF) candidate. This significant defeat has damaged the strength of the Right Faction of the SDP, and will result in the party shifting significantly further to the left of the political spectrum. Such a move is likely to be a vote winner in the Legislative elections, provided that the party is able to convince an already skeptical public that it should continue to govern, even without Dmitri Andropov at the helm.

President Andropov’s planned address to the Annual Conference on the state of the nation, and to launch the party’s election campaign, instead became a concession speech in which he conceded defeat to Mr. Kalinin and encouraged the newly elected Party Politburo to do its best to accomplish the fundamental goals of the Social Democratic Party (SDP) and to continue the renewed push to achieving the goals of the Socialist Revolution. Notably absent from the President’s speech was a specific date for his resignation from the Presidency.

Although President Andropov remains the incumbent President of Vauleyo-Buryatia, several senior SDP officials are said to have privately expressed the view that President Andropov needs to resign to allow the party to move forward with its new initiatives and to allow easier cooperation between the newly elected Party Politburo and the Office of the President. Despite this, President Andropov is rumored to be planning to serve out the last five months of his term in office before stepping aside at the next Presidential Election.

According to the Vauleyo-Buryatian Constitution, the President is only obliged to resign 5 days prior to a Presidential Election, if he is impeached, or if the Imperator decrees that he should be removed from office in accordance with the Imperial Reserve Powers Act (1710). Therefore a move by President Andropov to remain in office, despite no longer having the full backing of his party, is legal under the Constitution.

With five months to go, the Social Democratic Party (SDP) has signaled a leadership change and has already presented its new manifesto. The question now is, can the SDP overcome the public dissatisfaction with the Andropov administration, or will the public turn its fury upon the SDP. Only time will tell.

[b][u]BCNA News: Andropov will not resign[/b][/u]

[i]"Just one day after being ousted from the helm of the Social Democratic Party (SDP), President Andropov has shown no signs of slowing down or ending his term early. In a short statement to the public, President Andropov congratulated the victor Vladimir Kalinin and wished him the best in the coming elections. The President also stated that he was still committed to the goals of the Vauleyo-Buryatian Socialist Revolution, and would continue to do his utmost to serve the people of Vauleyo-Buryatia in whatever capacity he is allowed to do so.

When questioned further about his ouster, the President dismissed rumors that he intended to leave the SDP and stated that 'the party is committed to a people centric approach to governance. If the party decides that a leadership change is in the interests of the party and in the interests of the people of the nation, then that is what will occur. I fully support the election processes of the SDP and I will continue to be a member of the SDP in the future regardless of the outcome of the next election'.

The President said that he understood that certain individuals within the Social Democratic Party (SDP) believed that he should resign to make way for a new leader to take the helm, but that he is under no obligation to do so. He stated that the 'people of the nation, through a democratic process' elected him to serve a term as President, and that it would not therefore be appropriate to resign 'prior to the Constitutional end of the Presidential term'. President Andropov also suggested that his resignation, which would result in the First Deputy President becoming the Acting President would result in an unnecessary 'double transition' between administrations with the Acting President serving for less than five months. This, he said, would mean that an Acting President and an essentially new government would be sworn in for only a five month period before the victor of the next elections would take office.

President Andropov also announced that he has scheduled his meeting with Imperator Pyotr at which he will officially request the dissolution of the Great People's Khural and all regional legislatures for the next Legislative Election which will be held on a day selected by the Imperator.
