Meanwhile forces had moved into Beijing and the surrounding Western region up till the mountains in the West. Combat engineers were tasked with building up positions often along the old route of the Great Wall. Although of course where they could they avoided exactly overlapping the the Great Wall so as to try to minimize the change that the priceless historical wonder was kept out of battle. Mountain peaks would be the site of observation posts and dug in firing positions, passes up the mountains would be littered with boobie traps and explosive devices where as valleys and routes through would be thoroughly mined, and key explosive charges would be made ready.

Construction crews would be brought up from Southern Henan and Qingdao, which had ample man power and experienced construction workers to begin building reinforced supply bases and rear line positions. Trenches for infantry would be dug in record pace, as the land scape would be transformed from one of traditional villages which had existed for centuries along the sides of mountains towards Beijing would be transformed into foritified hamlets, which would be capable of each holding entire brigades at bay with only a company of soldiers. Following the tradition of revolutionary thought, the powerful party infrastructure in the North had now a demonstrable military effect. Village commissars would be able to determine which villagers were trust worthy to fight for the party in defense of the homeland. These villagers would be tasked with receiving special training to act as defacto NCOs in a revolutionary people's guerilla war, the Chairman's Guards retired members would be given new jobs to act as village party leaders in key areas as well. Experts at both observation and irregular warfare they would be prepared if it came to war to act as organizers. Hidden stores were constructed in and around villages to allow for effective distribution of weapons to militias if it came to that. Weapons of course were not yet distributed, but they were stockpiled at rear line military bases to be in the event of a northern war.

Armored forces meanwhile were arriving by the day. Forests planted as a way to reduce the desertification of the North East would now be used to hide armor build ups in the country side. This would form a powerful hammer on the West flank of Beijing which would smash any invading army.

Chengde itself was the site of much military construction. While infrastructure between the northern city and Beijing was increased, it was increased with China's ability to destroy it if it had to retreat. Surrounded by mountains, the city would be home to a considerable battery of new artillery dug in from there to Beijing. The mountainous terrain between the two cities would allow for steady harassment of any enemy advance.

The Pacific Wall was meanwhile built inland from the Northern border down towards Tianjin.

Further with the war now seeming to wrap up in Europe, ER M-51s previously bound for the Athenian Federation would be redirected to the North with production priority still delivering some to Athens, but more heading North.

Radiological, chemical, and biological countermeasures was being brought north as well ready to be distributed to the population.

Operation Meteor

In concert with Operation Yellow Shield, the UFE Navy was ordered to begin Operation Meteor. This would see the UFE Navy now repositioned to respond in the North put marines aboard its amphibious assault ships, and redeploy significant anti-mine and anti-submarine assets into the Northern fleet. The Navy's Pacific carrier strike group would sail North towards the Japanese Islands initiating anti-satellite drills. Crews both in China and onboard command ships would simulate drills to engage in satellite blinding operations.

EF-50s and E-2 AWACs would engage in broad spectrum jamming operations. Also drilling though highly classified were the first prototype operational UFE stealth AWAC and EWAC UAVs. Coast guard and merchant marine ships were ordered to amass for supporting a massive amphibious operation.

A formal invitation was sent to the Rebel Army and Koryo to contribute significant forces in what would amount to one of the largest maritime exercises directed against land based targets the UFE had ever conducted. The clear intent was to show off the UFEs capability of sustaining a major air and ground offensive launched from Sea against a major power with significant coastal defenses.

As Rebel Army had been the first to issue the UFEs home city of Taibei Independence, it still had many naval and marine facilities built by the Rebel Army. As the UFE now had many naval bases to operate from, Rebel Army would be issued permits to use these bases for the duration of the exercise.

The fleet would make it's way to Taibei to base and refuel as needed, and the ground units, assuming no other requests or permits were given, would make their way to the area as well. If they were given other landing permits/requests from the UFE, these would be heralded and followed immediately.

The People's Liberation Army Reserve Forces continued to drill on the north border while the Qin ran its sea-time war drills.. waiting.. watchful... and lusting for blood for the People as always. In the meantime, they kept prepared for any new orders.

Gou Shi had done a fairly marvelous job of organizing the PLARF.. they were getting large and mighty.. almost comparable to the regular army at its current rate of growth.

Operation Yellow Shield's phase one was now complete. It would take several years for a formal construction to be complete, but the entire northern field army had been successfully redeployed and was now entrenched. It had stockpiles of supplies which would allow it to perform a long term sustained operation. Furthermore, sufficient quantities of long range cruise and ballistic missiles were now available in theatre for use as necessary to provide massive support. It was ready to engage any foe in the North.

Operation Meteor was also now moving into its second phase. Airborne bases in Jiangsu and Shandong were being drilled night and day to keep the Central Airborne Forces on high alert. Planes with these forces would practice flying below the radar and doing low altitude drops under hostile conditions.

Coast guard forces and merchant marines were being called in as well. The Coast Guard 2nd Flotilla including two of the Coast Guard's Sea Control Ships, three combat cutters, and four ASW hydrofoils were ordered into the Sea of Japan in addition to the Submarine taskforce, onboard these ships, anti-mine warfare helicopter teams were ordered to conduct drills.

The 4th Expeditionary Group was ordered to move out of the East China Sea and into the Western Pacific moving along the Eastern Side of the Ryuku Islands.
Private Transmission to the Korean Admiralty: Thank you for joining the expedition, we'll be sending the Qin to escort your vessel and provide naval gun support in the exercise

Private Transmission to the Rebel Army Fleet: If there are overflow issues in Taipei Naval Station, feel free to make use of the nearby airbases, we've ordered most of the traffic rerouted from the out skirts of the city around where most of those military facilities are.

The Nanjing Diktat

From the Central Military Commission of the United Federation of the East
Regarding the East China Sea

The United Federation of the East hence forth considers the East China Sea the sovereign waters of the United Federation of the East. If any foreign power attempts to assert political control over the East China Sea it will be taken as an act of war against the United Federation of the East. An East China Sea which is fully protected under Chinese power is the best guarantor of continued Freedom of the Seas in Asia. Further the United Federation of the East reasserts its commitment to responsibility as the paramount security provider of East Asia.

Jia, Chairman of the United Federation of the East's Central Military Commission
The Greater Korean Federation wishes to ask whether the Nanjing Diktat takes effect upon the territorial waters and exclusive economic zone of Korea and Japan.
While we would definitely respect the UFE's right to be the protector, we wonder what woudl happen when this clashes with our doctrine concerning reunification of the Buyeo people.

Its unfortunate when countries make unilateral declarations without first consulting allies, isn't it?
The Ministry of Infrastructure instructions to the commerce centers of Taiwan and Sekkaku.

Begin to make appropriate contracts with internal economic groups and organizations to begin operations on a major resource extraction operation. You are to start building oil pipelines from the Diaoyutai Islands (Sekkaku Islands) to Taiwan refineries and start drilling. Any other pipelines going to any other destinations in this area are to be shut down. Taiwan is to become a major refining and industrial center. Military assets in the area will be delegated to assist you with your operations on an as-needed basis. Simply relay your need via the appropriate channels.
Reserve forces from central China were moved towards Inner Mongolia where they would begin amassing around UFE railway supply depots for mining in Inner Mongolia. In total, 120, 000 soldiers and marines would be transferred to the Zargathian territory. UAV and intelligence flights to monitor the border between Mongolia and Zargathia were authorized by the UFE Northern Command to monitor the situation.

At the same time the UFE would send inspectors to the nuclear sites to begin taking samples of the fissile material used in the nuclear reactor. Radioactive decay would be measured on the samples.

The nations of East Asia need to stand up for themselves against the racist imperial Chinese hegemony. How many times will the world witness China publicly !@#$%*slapping Korea back into line before the Koreans gain some self-respect?
New Maritime Security Decrees

As part of continuing efforts to stabilize Asia's vast maritime resources, the United Federation of the East hereby announces that it is considering the triangle between Guam, Kiaoshiung, and Amamito be a zone of special UFE interests. As a result, the United Federation of the East is hereby announcing it will be requiring non-allied warships and vessels carrying weapons and cargo to register with the UFE before moving through. If non-allied powers have assistance bound for allies of the UFE, they can receive expedited processes to move through this area, however they still must register.

The UFE is restricting any type of military passage through the Taiwan Strait to the UFE and her allies only. All allies must inform the UFE of the passage.

Further the UFE asserts that the South China Sea Continental Shelf except in areas that are part of the Selenarctos EEZ are restricted under similar rules as the Taiwan Strait.

We thank foreign governments in advance for compliance.
