In the next phase of the military modernization program, Tianxia began the roll out of new more experimental weaponry.  Specifically the center piece of this is the Boost Glider Conventional Strategic Force.  The Goal of this force is to build out a 2:1 advantage over the next two nations combined range strategic launchers irrespective of conventional or nuclear.  Each of the new Boost Glide weapons would operate at a distance of 16000 kilometers maximum range, but be capable of retargeting at any distance.  Additionally each weapon will be aboard heavy lifters capable of deploying 4 boost gliders per launcher, giving a 8:1 warhead to delivery advantage in counterforce. 

 

Boost glide forces will be deployed to silos within the Mainland, and constantly redeployed through a series of tunnels based on the Peacekeeper concept.  The end result is to make it impossible for an adversary to preemptively defeat the Boost Glide Force, especially without crossing the nuclear thresh hold, but allow Tianxia to defeat a nuclear force without doing so.  Additionally the Boost Glide System, like the FOBS system already operational provides Tianxia with the ability to bypass other nations ballistic missile defenses and cruise missile defenses.  The combination of FOBS, BM, CM, and BGS combined should be explicitly designed to give Global Prompt Strike Command the ability to seize outright dominance in the outset of any conflict, and if necessary forcefully deescalate crises throughout the globe.

 

The net result of this action will be to then compel negotiation, and should this fail to create an environment where Tianxia's regular conventional forces can freely mass on the periphery in order to launch expeditionary forces to forcibly eject problem actors from their entrenched positions. 

 

Similarly the systems combined nature and superiority can and will enforce the NPT, to prevent other states from crossing the nuclear barrier, while reducing the necessity for Tianxia's own nuclear forces, which can be downsized at a point in which the other nuclear states agree.

Tianxia's test of the Boost Glide System has been announced early in the Morning.  Strikes launched from Mainland China from TEL launchers were used in combination with space based and UAV air breather based surveillance to launch strikes on both moving targets in the Hawaiian Island Mountains operating like UGV TELs with 1 hour notice of launch, and against hardened submarine pens and two obsolete tankers on auto guidance taking evasive action.  This test coincided with the deorbiting of three FOBS payloads off Guantanomo Bay.  Two packages showed a CEP for a penetrator of 50 m^2, while a third delivered eight of a new radar evading version of the M-51 hypersonic missile.  Officials were quick to note that while the successes showed some bugs in the system, they demonstrated the capability to hit global targets at will and to provide ambiguity about targets hit.

 

At another point, there are reports of Tianxia Marines landing on the coasts of Australia and New Guinea.  the local authorities who had previously declared independence appear in talks for what is to be a Commonwealth of Independent States.  Meanwhile protests have broken out in New Zealand over what is percieved to be the forcing of a nuclear powered warship by Tianxia into Auckland Harbor for shore call.

 

In other news Yuan Shizi has announced a return of miltiary parades to Tiananmen Square.  This practice had been abandoned by Yuan Jia seen as provocative but was a fixture of Emperor Triyun II's regime.

A special convoy would depart from San Diego, California towards Pearl Harbour, Hawaii. Escorted by the two battlecruisers Myōkō and Chōkai and the destroyers Kiso, Natori and Agano, twelve large cargo ships guarded by Japanese Naval Infantry were sent to deliver the People's Imperial Army the nuclear warheads and delivery vehicles of the Commonwealth. additionally, the convey would hand over all weapons-grade fissile material of the Commonwealth and documentation both of the Commonwealth, as well as the Japanese protectorate authorities, to show that all warheads were accounted for and had been included in the shipment. Due to the highly sensitive nature, the handover would not be announced publicly, though naturally the PIA and the Imperial government would be informed beforehand. A Demarche was issued to the Japanese thanking them for their compliance as inventory was taken of the items delivered, being sent to various locations, with the majority of the warheads being moved back to the Chinese storage facilities where they could be stored till destroyed responsibly.  Commonwealth vehicles, equipment, systems etc, would also be sent around the empire where they would be broken down into individual parts and sorted accordingly.

Tianxia's Indian Ocean Fleet has been ordered to Threatcon 2, deploying five guided missile subs to deploy to surround the dominion of Draka with nuclear tipped cruise missiles.  The Indian Ocean Conventional and Nuclear IRBM force is ordered to move to maximum alert and target the Drakan Leadership and naval and air forces.  Nuclear forces are ordered to dial an effect to levels appropriate for targets in a strike intended for decapitation and counter force against all bombers, missiles, and warships capable of delivering nuclear weapons.  Global Prompt Strike and Global Cyber Command are ordered to immediate launch readiness.

While ambassador Shiramine was quite sceptical of its chances of success, he still fulfilled his duty and forwarded a communique from Tokyo to the Imperial government of Tianxia.

 

To His Imperial Majesty's Government,

 

Although our government has tried in the past to cooperate with Tianxia on many major issues in the Pacific and we have been seeking good relations with Tianxia, it seems to us, that recent developments may be quite detrimental to our foreign relations and national security, which is why we'd like to seek clarification and ask for consideration of our vital national security interests. The notion brought up in Marscuria of modernising the Russian Pacific Fleet with Tianxia-build ships is of great concern to our country, as any such move would upset the regional balance of power between Russia and Japan considerably. At the same time, with solely the People's Imperial Army Navy, the Russian Navy and the Japanese Navy posessing a significant presence in the Pacific, there seems to us no need for such drastic increases in capabilities and no other way for us to read such a move than as one aimed to destabilise the region and overpower our nation. Your government may claim that it sees such an increase in Russian naval strength in the Pacific as a necessity to improve net security, but this would either imply that either no consideration is being given towards the threat posed to us in this scheme or a veiled Imperial consideration of Japan as a threat to regional security. In both cases, such is very saddening and it is our hope that there be no unnecessary antagonism between our nations. It is our firm believe that regional security is best served via actual cooperation between all major Pacific powers and it is thus that we sent an envoy to the conference in Marscuria, to facilitate a basis for better relations with Russia. Sadly, instead of trust-building measures between Russia and Japan, the consequences of this conference are that I have to appeal to your reason and consideration to prevent an unnecessary build-up of military force that would solely serve to destroy any remaining trust there is, as our government cannot help but question the intentions of a state which is talking peace, yet preparing for war. If His Imperial Majesty would want to maximise the firepower defending the regional stability, it'd most likely be a better approach to work towards a more cooperative framework including Japan and its Navy, instead of single-mindedly pursuing the build-up of the Russian Pacific Fleet while disregarding that it leaves us in a vulnerable position. As it is hardly a secret that while Russia could count on your backing, the Japanese Empire stands on its own and has nothing to fall back upon than our own forces, which currently are kept at a level sufficient for parity with Russia's regional presence, as we genuinely desire peace and security for our people. We would thus implore you to work towards detente between Japan and Russia and stop militarising the Pacific even further. In case such be not possible, we would like to seek clarification as to the extent of the Naval Modernisation program, as at least some weak signal of this not being aimed against our nation.

Tianxia would be happy to consider Japanese national interest in exchange for a consideration of Tianxian National Interest:

-Cease all construction of a second American canal

-Withdraw from the Americas

 

Tianxia will look to work with Russia for less forward measures of modernizing its national defenses.

Minister Wei Hai,

 

In order for us to consider your quid pro quo agreement, may I ask what Tianxia deems a "withdrawal from America", as well as what these less forward measures of modernisation would be. Both terms are rather broad and we're not going to interpret them ourselves in a way we deem appropriate, just so that we are then accussed of falling short and just face an even worse position.

 

In any case, it is our opinion that a withdrawal be military in nature, not economic or diplomatic, given that trade and cooperation with the Americas is important for our national well-being, while being overall stabilising for the Pacific Rim. Additionally, we would like to note that it seems hardly prudent to us to take steps that are mostly irreversible and quite absolute, in exchange for something that might easily re-appear on the Russo-Chinese agenda of cooperation within the next few years.

 

As a counter-proposal, the Japanese Empire would think the following greater settlement to be less one-sided and of overall greater value in the long run to improve the stability of the region:

  • Japan will nationalise the Canal project and cease its construction.
  • Japan will turn over all its protectorate space in the Americas to the United States of America, on the express condition that the territory remains as protectorate space and is not annexed into the United States without prior approval by Tianxia and Japan. Japanese soldiers in the protectorate will be withdrawn.
  • Tianxia and Japan agree and ensure that no further colonies should be established in the Americas, that they should be allowed to develop themselves and be open for fair and free foreign trade. Naturally, should any humanitarian or nuclear crisis occur in the Americas, a solution should be worked out cooperatively and with the intent of solving the matter in question while not establishing a presence for longer than is needed.
  • Tianxia's assistence in the Russian Military Modernisation will not include Imperial technology that is more advanced than Japanese systems of the same kind and will not include any technology aimed at improving the blue-water capabilities, amphibious warfare capabilities, ballistic missiles, cruise missiles beyond 200 km range and the nuclear arsenal. The Modernisation should be aimed at Russian security, without threatening our Empire.
  • Tianxia reintegrates Outer Manchuria South of the River Amur, reunited with the rest of Manchuria.
  • Tianxia sells to the Japan the island of Minami-Tori-shima for ¥500 billion, or the equivalent amount in Imperial Bankors.

While we deem this still hardly a guarantee that our withdrawal will not be followed up with further such requests, it is our hope that His Imperial Majesty and his government will not betray our trust in them and that Japan be treated with greater consideration and less animosity, even if veiled. The Japanese Empire is not unwilling to treat with respect the Russian Empire and to cooperate within a Pacific tripartite structure, however this would necessitate that meetings for Pacific security and cooperation actually deal with that and not become a forum for applying pressure on Japan. In this sense we would appreciate if future grievances be taken up to Ambassador Shiramine in Nanjing or his Imperial counterpart in Tokyo, instead of utilising the Russian third party, which does neither strengthen trust, nor the respect of the threatened for the used.

 

In addition, aside from the settlement in the region, we would like to inquire on His Imperial Majesty's and his government's plans on the future of the UN and international governance. As it stands, Tianxia has for some while now taken a more interventionist position again and the UNSC has seen activity, reviving hope for greater international rule of law. As Japan has been supportive of the UN since its early days during the Imperial intervention in Bolivia and has for quite some time been a member of the UNSC, the return of greater institutionalisation and internal regimes might see our suppot, provided they are conductive to international order and our national security.

While I wish not to unnecessarily waste your time, I have been tasked by my government in Tokyo to inquire with you on the position of the Empire on Russian presence in Outer Manchuria. Together with the tone of their public announcements, it is very disturbing for our people and it seems that hostilities between Russia and Japan are no distant possibility anymore. While recent communiques between our nations have left us with little hope that your country is willing to assume a mediating role between its ally and its neighbour, we still want to know where Tianxia stands in this. It is our dear hope that no hostilities ever arise and peace prevails, but such hopes seem to become wishful dreams at best.

1)  The Empire will not agree to a tripartite agreement in the Pacific.  There is no nation to whom the Empire's Foreign Policy is subordinate too.

2)  The Empire will not turn its back on its friends, nor will it agree to arms control that falls outside the purviews of security council resolutions on another power in a bilateral agreement.

3)  The Empire will not give Japan Marcus Island

4)  The Empire will not allow Japan to pick the winners and losers in the America, be it the United States or anyone else

5)  The Empire will not standby while the Nicuraguan Canal proposed to be is nationalized becoming a Japanese colony

6)  The Empire did not withdraw from the Western Hemisphere merely for someone else to take its place, the Americas must be free white space

7)  The Russians are free to self determination, including those in Primorsk Krai.

As it seems our positions in these matters diverge significantly and no common ground has been found to resolve the matters surrounding Russo-Japanese tensions. We will take Tianxia's position into consideration for future correspondance with your government and Russia. The Japanese government is saddened that relations are at such a low point, but we are hopeful that despite all tensions one day relations will recover.

 

Additionally, I would like to inform you that the nationalisation of the canal project would not mean the nationalisation of the territory as a part of Japan, but that it seems to us a necessity to compensate the endeavour mostly financed and owned by private businesses. The Japanese Empire nevertheless informs your Imperial Highness that such measures of compensation will be taken and the canal project will be halted. The territorial status of the canal grounds will remain unaffected.

Relations are at a low point because of Japan's attempt to impose an international apartheid system, where some states are entitled to dignity and respect others aren't based on Japanese judgement of what is best.  This is not how the World works.  All states are entitled to this not so long as one person judges them worthy or not but if they follow basic tenants of law and human rights.

Given Heightened regional tensions, Tianxia has ordered the mobilization of its armed forces, moving its fleet to sea, rotating air patrols, and the Second Artillery to full readiness.  Additionally, Tianxia has ordered the deployment of the Amphibious and airborne forces to snap drills off Jeju Island, with the eye of being able to commit an amphibious force of two divisions size ashore, from 200 miles off in a fully contested environment.   Additionaly Amphibious exercises were being scheduled at Marcus Island, the South Pacific Territories, and the Marianas.  Therefore, electronic warfare units and missile counterforce batteries were also committed to the exercise along with squadrons of F-8 and F-5 fighters and I-10 and F-7 tactical strike assets.  The exercise was estimated to last for an ongoing unspecified duration.  

 

Additionally the Vladivostok Airborne Detection Squadron and supporting B-11s were ordered to at sea manuvers for anti-cruise missile missions.

The Empire warns nations who may be thinking about moving preemptively in manners which would violated the territorial integrity and sovereignty of other nations, that the response to such action will be not just from the nation which they may choose to move against, but the entirety of the International Community, with the People's Imperial Army at the tip of the spear.
