Most of them spat and gritted their teeth as another smuggler got away. One of the police pointed his rifle at the rearmost smuggler's tire. The sergeant in charge of the detachment noticed and jumped over to knock the barrel in the air. "What are you doing?" "About to have them hit a sharp rock." "It's not worth starting a war." "There's nobody around here. Look." "Irrelevant. We don't know what drones may be patrolling. This is a main highway, so you have to know that it's under observation at all times. If the protectorate authorities want to make a move to maintain order, they will. Otherwise, we have to tolerate smugglers running through the desert." "Why don't we fortify the border here? We did in Morelos." "This isn't as bad as Morelos. That's why not." The young private looked back at the diminishing smugglers' convoy. "It will get as bad as Morelos..." Some had legitimate business interests and applied for proper visas to remain there. Some had illegitimate business interests and simply stayed there to enjoy the relaxed legal atmosphere. Still others stayed behind, but posed as citizens of other nations in order to keep an eye on the area. "Spies" is a harsh term, but highly accurate. But while they thought they'd be reporting on troop movements and airstrip construction, events on the ground dictated a different role for the intelligence operatives. Now they kept tabs on the [i]narcotraficantes[/i]. Most of them kept their eyes on the situation and allowed events to happen as they unfolded. One or two grew sickened by what they saw. The deputy to the head of Himynamistan's Federal Investigation Service (SIF) dropped a thick folder on Eugenio Nava's desk. Nava, the head of the SIF, looked at the size of the folder. "What is it?" The deputy said, "Several of our citizens, engaging in criminal activities in the protectorate zone, shot up a town square and executed two local policemen. They were using arms acquired on the black market, so we're glad to say they weren't former military or anything like that. Still, highly embarrassing and I'm sure we're going to face some high-level flak over this." Nava shook his head and leaned back in his chair. "Thanks for the heads-up. I guess I'd better keep my calendar clear for a while... Any more information in your executive summary?" "The policemen were beheaded." "Oh, no." "The brutality is totally unprecedented. He'd be back later on to harvest the sap. A grinning man with sunglasses and a black SUV had promised good money in exchange for that sap.
