In the desire to recognize the present state of existence, and not indulge in fantastic and impossible visions of divine providence the following nations hereby commit themselves to this pact.

[b]Article 1: Pre-requites for member states.[/b]
Section A: The candidate for membership must have a government. The more authoritarian the better, but democracies are welcome as well.
Section B: Governments may have any sort of policy with respect to religion. The more religion is suppressed the better, of course, but theocracies are also welcome to join.
Section C: The Governments may seize any land they are capable of seizing, though they should be mindful that others might try to obstruct their expansion.
Section D: Anyone can join this organization at any time, there is no approval process it is 100% open.

[b]Article 2: Pre-emptive war.[/b]
Section A: Is allowed.
Section B: Members signing this treaty may sign any outside treaty they see fit as they are sovereign governments. These may include MANDATORY aggression treaties.
Section D: A member who has had an optional aggression treaty activated shall act in whatever way they deem fit.

[b]Article 3: Trade and communication.[/b]
Section A: Members pledge to work together to attempt to minimize tariffs and attempt to get as close to a free-trade policy as possible amongst themselves.
[s]Section B: Members pledge to make a best effort to let their currencies float openly on the free market and not engage in any forms of currency manipulation. However, since some economies rely on a pegged currency the negotiation of currency pricing between states shall be acceptable as long as it is agreed upon. Nations which make it their official policy to have a weighted market basket currency prior to signing this treaty and are accepted into this treaty are accepted in the understanding those practices shall continue in order to keep their internal economy stable.[/s] (No one does that in CNRP anyway.)
Section C: Members pledge to continue their present immigration policies, and may make any changes to them as they desire.
Section D: In the event of a major threat to trade such as the outbreak of diseases among livestock members will clean up their own mess.

[b]Article 4: Optional Mutual Defense.[/b]
Section A: In the event an offensive military action is taken a member state, all nations have the option to enter in their defense. It should be noted that support is encouraged [s]by a piece of paper[/s].

[b]Article 5: Optional Mutual Aggression.[/b]
Section A: In the event that one party to this treaty engages in aggressive action against another, all member states have the option to support them in this fight. Support is again encouraged.

[b]Article 6: Optional Non-Aggression[/b]
Section A: In the event that one party to this treaty desires war with another, they have the option of abstaining from the indulgence of this desire. Abstainer is encouraged, but of course, according to some, isn't always effective.

[b]Article 6: Modification[/b]
Section A: This treaty may never be modified.


[b]Article 7: Peaceful Departure[/b]
Section A: Anyone may leave this bloc at any time for whatever reason.
