The J. Andres group proposal had been completed and companies from both the USC and J. Andres were beginning the bidding on the projects specification. The proposal for a much larger project in Tahoe should be submitted shortly. Project Poseidon's construction was now underway. Major construction focused on underground facilities being constructed as well as tidal generation for power. Anti-Sea Ballistic Missiles and Intermediate range ballistic missiles shall be employed to provide additional long range force projection power against threats from all directions. Finally this shall be complemented by surface skimming super sonic cruise missiles capable of precision strike and anti-naval defenses. Phase 4: Anti-Air Defenses United States of China built Battle Air Space Defender units shall provide tactical direct energy CIWS, complementing retractable CIWS chain gun systems and several direct energy weapons. Short range, medium range and long range surface to air missiles shall be employed, extending the kill zone from the base to 350 kilometers. Phase 5: Amphibious Defenses Beaches shall have physical barriers, safeguard equipped remote mine fields shall be employed to prevent easy landing. High positioned anti personal mortars shall be deployed to provide artillery support to repel beach landings. Tunnels shall be constructed connecting reinforced machine gun nests and anti-tank gun positions. Armored UGVs shall be employed in defending these tunnels. To achieve this, Raytheon and JTech, as well as the other companies, began to send contractors, managers, supervisors, engineers, and construction workers to Catalina in increasing numbers, beginning in the tens and then so on to the hundreds and thousands. The J Andreans were to work together with the Chinese to achieve what was to be an engineering feat. To this effect, the J Andreans would also share with their allies specifications of the fortifications that were already established in mainland J Andres or were in the process of being established. Next, large cargo ships crammed full of supplies, equipments, resources, and appropriate tools, as well as everything else that would be needed for the project, were dispatched to Catalina. The government of the Holy American Empire was notified of this, for the ships were to be sent through the Panama Canal (or Imperial Canal, depending on what the HAE called it) and the Southern Passage, an international shipping lane around the southern tip of South America.
