JEDCJT Posted June 14, 2010 Report Share Posted June 14, 2010 In a surprising move, President Richard Mercton opted to reduce somewhat his powers, giving most of them back to the Commune. Though he will still retain the power to unilaterally issue laws, acts, and resolutions - and wields the veto power - the Commune now has the power to draft, amend, pass any laws, acts, and resolutions. Following the increasing calls of a reestablishment of J Andrean democracy following a period of nonpartisan politics under New England, Federated States of America, and currently the third Maritime Republic of J Andres, the Commune called for elections to take place in the Commune as to determine the number of votes that the four major political parties will receive in aforementioned legislature: the Nationalist Party, Anchor Party, Communist Party, and the Social Traditionalist Party. Next, President Mercton created an entirely new post in the government: the [b]Office of the Prime Minister[/b]. With this move, J Andres was transformed, once again, into a semi-presidential republic. Under the new system, the President is responsible for foreign affairs and some aspects of domestic affairs; he shares executive power with the Prime Minister, even though he will exclusively retain the power of veto. The President will not represent any political party, and can appoint (but not dismiss. Only the Monarch can remove the Prime Minister that way.) the Prime Minister. The President has life tenure and cannot be removed (he, however, can resign); should the post of President become vacant, the Prime Minister can appoint a new one. Secondly, the Prime Minister is responsible for domestic affairs and heads the Commune (he represents and leads the ruling political party). In effect, the Prime Minister heads the civil service, the government agencies (including the Cabinet), and the armed forces - but the President controls the Kommissazul and the Stasi, and all their assets and resources. Regarding the relationship with the military, the Prime Minister heads the army, navy, and air force de jure, the President is the commander-in-chief, which means he has ultimate power over the military (meaning he can take over control from the Prime Minister if needed be), and the Commune has the power to declare war. In short, the Nationalist Party believes in territorial acquisition and strives to make J Andres into a great power. It supports a large and powerful national government and a powerful military. In foreign affairs, the Nationalist Party believes in fostering relations with nations with similar ideologies, and will choose carefully about which nations to sign defensive treaties with - and which not to do so with. It also adopts an internationalist stance, seeking to establish colonies in any part of the world that is beneficial to J Andres’s interests. In domestic affairs, the Nationalist Party favors high taxes and supports business, believing that it is the key to economic growth and prosperity. It is in favor of eliminating Social Security on the pretext that a patriotic society does not need government assistance to get to the best; individualism, not government paternalism, is the way. Roger Ahmadinejad, Direktor of the Kommissazul, is the candidate of the Nationalist Party. In interests of economic growth, the Anchor Party promotes low taxes and tariffs; it calls for a small, but powerful, military, reckoning that the money being funded into the military would be more beneficial if dedicated to the economy. Similarly, it supports a small national government; the Anchor Party would keep the size of the federal government as the way as it had always been. The Anchor Party opposes territorial acquisition on the argument that more land could strain J Andres’s resources and give it difficulties; it cites the collapse of New England/Federated States of America as the reason for such. It emphasizes the focus on J Andres and J Andres only in regards to foreign affairs, but will be open to establishing and furthering relations with nations around the world, nevertheless of what their political, economic, and social views will be. Ben Richards, former Army general and President, is the choice of the Anchor Party. It seeks to establish relations with other Communist countries in the quest for a worldwide proletariat revolution. In domestic affairs, it favors moderate taxes - as not to provoke worker resentment but enough to fund a powerful army that would carry the Red banner to all part of the world, but it prefers to use peaceful means. To ensure the success of the global revolution, the Communist Party seeks to establish an egalitarian economic system where wealth would be shared equally with everyone, and everyone would, well, be equal. Interestingly, in its pursuit of an egalitarian system, the Communist Party supports a mixed market economy, where the government would control any and all major corporations/industries, but the people would be allowed to retain control of any minor companies/factories/etc as to grant them control over the means of production. Duke Annan, son of former President Adrik Annan, is the Communist Party candidate. It aims to establish a global worker’s state of which it will control. To achieve this, they supports the funding of a huge and powerful army as to bring the point of the Revolution to the rest of the world and as such high taxes to support such an initiative. It will establish relations with Communist nations only, but maintain relations with capitalist nations for formality’s sake; it will cut off any defensive treaties with them if elected. In regards to domestic affairs, it aspires to establish complete and total government control over the economy through the Bronstein Doctrine, of which the government will control all means of production; to facilitate the worldwide revolution, the government will utilize every power it has in its disposal to achieve such purpose. I don't really favor any of these parties, but if I wanted any of them to win it'd be the Anchor party as they seem to be the ones who favor most concepts in line with the liberty of men. In the case of a gridlock, of which a political party is generally unable to garner enough consensus to win the election, then two parties with the highest votes will be formed into a coalition that will lead the government, while the party candidate with the highest votes will become Prime Minister. On an unrelated note, the Anchor Party thanked all who supported it. "[i]We truly appreciate all your support.[/i]" Anchor Party candidate Ben Richards stated in a televised statement. "[i]I look forward to working with President Mercton in making J Andres a great nation and to bring about great national prosperity that will be unsurpassed in history![/i]" Moreover, the Communist Party thanked Coruscanta for its support. The other two parties, the Nationalist Party and Social Traditionalist Party, made no statements and their candidates could not be reached for any comment. JEDCJT Posted June 15, 2010 Author Report Share Posted June 15, 2010 [b]VOTING IS NOW OVER [/b] According to election commission officials [the J Andres Election Commission] who analyzed and verified the results, the Anchor Party garnered most of the votes - 42.31 percent of the popular vote so far. True, it did not get a decisive majority (60 percent) or even come near it, but still, the Anchor Party vastly outvoted the Nationalist Party by nearly half (42.31 percent to the Nationalists’ 23.08 percent) as well as the other parties. After the Nationalist Party, the Social Traditionalist Party received the third highest vote, 19.23 percent, just ahead of the Communist Party (15.38 percent). After doing a rubdown of the results, the Election Commission declared the Anchor Party to be the winner but, due to the fact that said party didn’t receive 60 percent of the popular vote, stipulated that the Anchor Party form a coalition government with the Nationalist Party, the party with the second highest votes. That, and each political party will receive seats based on the proportion of their votes, rounded to the nearest number. To begin off, the Anchor Party will receive a large share of seats (42 percent, or 76 out of 180 seats). The Nationalist Party will receive 23 percent, or 41 seats, while the Social Traditionalist Party will receive 19 percent, or 34 seats. Lastly, the Communist Party will receive about 15 percent, the equivalent of 27 seats. With that, Ben Richards of the Anchor Party became J Andres’s democratically elected Prime Minister in its history, and the Anchor Party now controlled the Commune - and in effect the J Andrean Government - in conjunction with the Nationalist Party. Richards will be sworn in as the new Prime Minister on January 3, 2027, and his term will last for four years. The next elections will take place in 2030.
