Three Powers Summit

A letter was sent out to Louisiana and Atlantis indicating that a meeting was desirable in Foundation to discuss matters of the post-war world, to take place as soon as the respective representatives could make their way to the Imperial Capital. The meeting was to be on things which interested all three nations; being global powers and recently forced to take charge of their region.

The Emperor waited in the conference room.

Ret. Admiral Gaerzon was sent to represent Louisiana's interests at the talks. He walked into the room and briefly apologized on behalf of Louisiana, "My apologies that neither the Chancellor nor the Vice-Chancellor could make it, they're rather tied up handling the aftermath of the war. I have the Chancellor's full authority should any agreement be reached out of this meeting."

"Lovely," The Emperor's words were slightly clipped, something that showed itself only under extreme agitation. With the threats to the north multiplying in an unprecedented manner, it was an acceptable response. "Now, if you'd care to wait for the representative from Atlantis, we'll begin."

President Eyvindsson arrived soon after Louisiana and he walked into the meeting room to meet the men already inside. He greeted the Emperor and Admiral, slightly disappointed he wouldn't be seeing his good friend Croix, before allowing the meeting to commence. [i]"Well I'm certainly glad we finally have the chance to meet, even if it isn't in Grand Falls. Now what exactly do you wish to discuss?"[/i] Eyvindsson asked Holihan.

"Our nations have come together in various crises admirably, as well as successfully administered jointly vast swathes of territory. Additionally, Imperial troops ceded portions of California to your governments for joint administration, and we feel our professional relationship would best be advanced and security be strengthened by some sort of defense pact, especially in response to growing overtures for the dismemberment of our nations. By those we granted existence to, I might add."

"My government would not be opposed to such a pact, as long as it starts off on an optional level so a relationship can build. My government would also like to see some sort of agreement from the Holy American Empire stating it will not advance more northwards than it's current holdings - the sheer size of the Holy American Empire makes some in my government rather uneasy when the thought of further northward expansion comes up."

"That is acceptable, and we actually have no interests in expanding north of the Rio Grande so long as the nations north of it stay there. We would actually sign such a treaty if it contains exception clauses to where we can expand; such as an aggressive nation above the Rio Grande. Additionally, we assume that protectorates are not affected by such a treaty."

[i]"Agreed, an optional defense agreement would be acceptable at this point in time, especially if the HAE agrees to sign such an agreement guaranteeing no further northern expansion. I also assume Atlantis and Louisiana military ships would be allowed access to the Panama Canal?"[/i]

Also, amicable relations will mean that all tariffs on goods from your countries will be nullified, and companies will be encouraged to work with their counterparts in your nations. That is, if that is acceptable to you gentlemen. Co-operation need not stop in the realm of the military."

"That sounds perfectly acceptable to Louisiana. What about Atlantis, how does it sound?"

Article I. Non-Aggression

None of the undersigned parties will engage in military action against the others.

Article II. Trade

The Holy American Empire pledges to reduce tariffs and provide opportunities for more economic integration with its' neighbors Atlantis and Louisiana. In the name of additional trade, the Panama Canal will be opened to passage free of fee for both of the undersigned nations. Companies within each nation will be represented in the others' stock markets, in order to better allow for the flow of goods and money. Exchange rates are set at a 1:1:1 ratio for the time being unless some sort of crisis arises.

Article III. Military Aid and Cooperation
The Holy American Empire, Atlantis, and Louisiana agree to strongly consider supporting each other in the event of a war; while not binding this term is strictly suggested in the name of Trans-American unity and brotherhood. This is not limited to the military realm; terrorism is to be combated in all three nations regardless of the target and with the full support of the other signatories.

Article IV. Intelligence

Intelligence potentially damaging to any signatory will be shared with them and, with their consent the other signed nation. No operations of espionage will be conducted against another signed nation; instead private channels will be used in order to obtain information. [/quote]

Ret. Admiral Gaerzon reached down consulted a piece of paper before sliding it across the table, on it was Louisiana's signatures.
