A Few Quantum Announcements

With the adoption of a new charter (see below) and the retirement of a few long standing leaders, it is my pleasure to announce the new governing body of Quantum:

You may notice the very notable absence of Madalchemist. Madal has decided retire from government service for the time being and help out in our admin affairs division. On behalf of everyone in Quantum, I would like to thank Madal for his service to Quantum. We definitely wouldn't be where we are today wthout his help and guidance.

After literally months of debating, deliberating and drafting, Quantum is pleased to announce our new Charter.

[b]PREAMBLE [/b]

Quantum is an alliance open to all nations of Cybernations. The goal of Quantum is to provide for the prosperity and defense of its members and its allies with honor, maturity, honesty, initiative, and innovation.

[b]Article I – MEMBERSHIP AND ADMISSION
Section 1. [/b]

A. Admission shall be granted to an applying nation only by members of the Quantum Government or their duly appointed representatives.
B. Members of Quantum are bound by this Charter and its Code of Ethics. Any member found in violation of the Charter or Code of Ethics will be subject to disciplinary action.
C. All members are entitled to freedom of speech within the limitations set forth by the Charter and Code of Ethics.
D. Membership of other alliances, whilst a member of Quantum, is strictly prohibited.
E. All members will be required to have an account on the alliance’s forums.

[b]Article II – GOVERNMENT – The High Council[/b]

[b]Section 1.[/b] The High Council holds sole executive authority over the operations of Quantum. There are six members of the High Council: the Grand Chancellor and the Chancellors of the four ministries: Foreign Affairs, War, Internal Affairs, Commerce; and the Ombudsman.

[b]Section 2.[/b] The Grand Chancellor is the head of state of Quantum. Quantum is an alliance built on the basis of consensus rule and mutual respect. The Grand Chancellor is entrusted in ensuring smooth operations within Quantum and maintaining unity and consensus between the four ministries. As head of state, the Grand Chancellor is empowered to act as the representative of Quantum in diplomatic negotiations including waging war and obtaining peace. Given that Quantum's government is and shall always be one of consensus, all significant policy changes that impact the entire alliance will require High Council approval.

[b]Section 3.[/b] The Grand Chancellor shall be chosen by the other members of the High Council by a 75% majority vote. Any member of Quantum is eligible to be elected Grand Chancellor, but they must vacate any current government position prior to assuming the position of Grand Chancellor.

[b]Section 3a.[/b] The Grand Chancellor can appoint a deputy to assist him in overseeing the operations of running the alliance. This appointment must be ratified by the High Council with a 75% majority vote. The Deputy Grand Chancellor leads the alliance when the Grand Chancellor is on a Leave of Absence, and for time sensitive polls, can temporally assume the roll of the Chancellor for all voting purposes if the Grand Chancellor has been offline for more than 24 hours as determined by the admin logs on the alliance forums.

[b]Section 4.[/b] If a Ministerial Chancellor position or positions become vacant, a new Chancellor or Chancellors shall be chosen by a minimum of a 60% vote of the remaining members of the High Council. If all positions become vacant, new Chancellors of the High Council shall be elected by a 60% vote of the general membership.

[b]Section 5.[/b] If need arises, such as prolonged inactivity or in cases of extreme misconduct, the Grand Chancellor may call for a vote amongst the High Council to remove a Ministerial Chancellor. A 75% majority vote of the High Council members not under consideration is necessary to remove the Chancellor. If the Ombudsman views the Grand Chancellor's call to vote to be inappropriate, the Ombudsman can veto the Grand Chancellor's call.

[b]Section 6.[/b] In the event of prolonged inactivity or gross negligence or misconduct, a member of the High Council may call for a vote amongst the members of the High Council to remove the Grand Chancellor. An affirmative vote of four members of the High Council is necessary to remove the Grand Chancellor. A vote may be called only once in a seven day period.

[b]Section 7.[/b] The Ombudsman is elected by the general membership. Elections shall be held every four months or when the office of Ombudsman becomes vacant.

[b]Section 8.[/b] The Ombudsman’s duty is to monitor the rest of the Quantum Government, and report to the general membership on the performance of the Ministerial Chancellors and the Grand Chancellor. Only the Ombudsman may instigate a vote of no confidence (VoNC) against one of the Ministerial Chancellors or the Grand Chancellor, therefore concerns of the members of Quantum must be brought to the attention of the Ombudsman. A VoNC initiated by the Ombudsman shall be voted on by the general membership. A 2/3's majority of those voting is required to remove a Chancellor.

[b]Section 9.[/b] If there is need, any member of Quantum may initiate a VoNC against the Ombudsman. A 2/3’s majority of the general member who cast a vote is necessary to remove the Ombudsman. This is the only manner in which the Ombudsman may be removed.

[b]Section 10.[/b] Every 4 months, the Ministerial Chancellors and the Ombudsman shall review the work of Grand Chancellor. At the end of this review they must recommend either that the present Grand Chancellor continue, or request that he/she step down. If the Grand Chancellor refuses to step down when asked, then the Ombudsman may initiate a VoNC of the Grand Chancellor at his/her discretion.

[b]Section 11.[/b] Immediately following the conclusion of the review of the Grand Chancellor as indicated in Section 10, the Grand Chancellor and Ombudsman are to conduct similar reviews of the Ministerial Chancellors. At the end of this review they must recommend either that the Chancellor continue, or recommend that he/she step down. If the Chancellor refuses to step down when asked, then the Chancellor may be removed by either method as prescribed in Sections 6 and 8, at the discretion of the Ombudsman and Grand Chancellor. Should the Grand Chancellor and Ombudsman disagree as to which recommendation should be made regarding a Ministerial Chancellor, the three Ministerial Chancellors not currently under review shall vote to break the tie.

[b]Section 12.[/b] All treaties must be ratified by a 4 out of 6 vote from the High Council.

[b]Article III – ORGANIZATION – Deputies, Directors and Ministries

Section 1.[/b] Deputy Chancellors
Deputy Chancellors are second in command of their respective ministry. Deputy Chancellors assist the Chancellor with the daily operations of the ministry. The Deputy Chancellor is selected by the Chancellor of the ministry, but may be vetoed by a unanimous vote of the other members of the High Council. Deputy Chancellors hold full moderator privileges for all forums within their ministry. The Deputy Chancellor takes charge of the ministry when a Chancellor is on a Leave of Absence, and for time sensitive polls, can temporally assume the roll of the Chancellor for all voting purposes if the Chancellor has been offline for more than 24 hours as determined by the admin logs on the alliance forums.

[b]Section 2.[/b] Directors
Directors are the members of Quantum that run specific divisions within the ministries. They also head up special projects of the High council or their appointed representatives. Directors are appointed by the Chancellor of each ministry in consultation with the Deputy Chancellor.

[b]Section 3.[/b] Ministries
A. The Ministry of Internal Affairs (MoIA) is overseen by the Chancellor of the Internal Affairs. The MoIA is responsible for recruiting new potential members, admitting and verifying new recruits, administering the Quantum Academy, education of Quantum members, and internal Quantum communication.
B. The Ministry of Foreign Affairs (MoFA) is overseen by the Chancellor of Foreign Affairs. The MoFA is responsible for representing Quantum to the rest of the cyberverse. This includes ambassadors to other alliances, upkeep of embassies, posting on behalf of Quantum on the Cybernations official boards, and negotiating treaties.
C. The Ministry of War and Defense (MoWD) is overseen by the Chancellor of War. The MoWD is responsible for organizing member nations of Quantum into an efficient fighting force, working to insure the safety of each Quantum nation, and organizing the mobilization of Quantum nations to defend allies.
D. The Ministry of Economics and Commerce (MoEC) is overseen by the Chancellor of the Commerce. The MoEC is responsible for assisting all Quantum members grow by setting up technology deals and trade circles. The MoEC is also responsible for administering all bank aid, including by not limited to startup aid, rebuilding aid and wartime aid.

[b]Article IV – WAR AND DEFENSE

Section 1.[/b]
A. Any attack on a member nation will be treated as an attack on the entire alliance. All members pledge to rally their full military and economic powers in defense of Quantum and aiding reconstruction to the best of their abilities under the supervision of Quantum leadership.
B. Quantum seeks peace for all nations. Therefore, Quantum nations are forbidden from engaging in wars of aggression without prior approval from the High Council. Wars of Aggression are solely prohibited in circumstances where the sole purpose involves raiding the opposing nation’s tech, land or monetary savings. Approval in the form of a 4/6 vote from the High Council is required for a war involving the entire alliance. Isolated events not involving the entire alliance may be decided upon by the Chancellor of War.
C. Nuclear research, posing a critical advantage in national development, is embraced by Quantum. Development of nuclear weapons is strictly for defensive purposes, or wars involving the entire alliance in which nuclear weapons are expected to be used by the opposing side.
D. The Grand Chancellor may broker peace or surrender during wartime for Quantum, providing that the terms of the surrender or peace do not include reparations; Any terms that include reparations must be approved by a 4/6 vote of the High Council.

[b]Article V – CODE OF ETHICS[/b]

Members of Quantum are expected to act in a manner that is of the best interest of Quantum at all times. Members are expected to participate in internal programs, serve in the military force of Quantum, and abide by the laws and this charter. They are forbidden to divulge any internal alliance information to those outside of the alliance, access the private forums of other alliances without permission, or act in malice to Quantum or any of its allies. Members of Quantum must always follow the orders of the High Council and Directors unless they violate international laws or the codes of ethics. Members of Quantum must always act in a mature and honorable manner that promotes the growth of Quantum and the overall enjoyment of being involved in Cybernations. Failure to abide by these tenets will result with an appropriate punishment that shall be devised by the Ombudsman, who will ensure that this code, and any following legislation, is followed.

[b]Article VI – AMENDING THE CHARTER[/b]

Amendments to this charter can be made at any time by the High Council by a 5/6’s vote. All members of Quantum may recommend or propose amendments which can either be approved by a 5/6's vote of the High Council, or a 2/3 majority of the general membership. All amendments to this charter must be immediately announced to the membership.

Yes, you read that right. Quantum started out on the purple sphere with our friends in UPN, Legion and Olympus. Unfortunately, it quickly became apparent that in spite of having friends on the sphere, we just don't belong there. Quantum's founding principles flew contrary to the politics and general attitude of the purple sphere.

Quantum has been slowly on the move to the blue sphere for some time now. Today we finally make it official. We look forward to getting to know everyone on our new sphere. Expect our ambassadors to begin their invasion shortly :)



[size="4"][color="#0000FF"]One more thing: Forum cleaning in progress[/color][/size]
This isn't an announcement, so much as it is reminding everyone of a long standing policy. Inactive consulates (private embassies) are being moved into the public embassy area. This is being done to try and keep our number of usergroups to a minimum and thus to avoid as much server lag as possible. If you come by and notice your previously private embassy is no longer so, that's what happened. If there are any problems, find me or hollett on irc.

It is a relief and a pleasure to see the new charter rolled out.

It has been an honor serving in Quantum's government as a Chancellor since the founding of the alliance. There has been plenty of challenges that have been overcome. Now, I'll be enjoying life as the first active founder of Quantum in retirement. Might take up some rock throwing in the process.

I WIN! Way back when we were first deciding to pick a new sphere, I pushed for blue and got it. You can all start thanking me, unless you're in purple and miss us. Then blame Tora, he's GC, it's all his fault now.

Well that makes sense now, doesn't it. As Legion signed a treaty that included a senate agreement to vote for PEACE senators. As a part of The Legion, you were bound to uphold that clause.
