It was an exceptional sunny day in Taibei. Taibei airport had been prepared for the plane of the Emperor of the Holy American Empire. An honor guard in crisp dark green uniforms stood at attention. It had been prepared to greet the Emperor along with President X and Prime Minister Wei. The flags of the two countries were setup behind honor guard. A set of limousines had been prepared to transport everyone to the Taibei 101 Capital Building.

The jet pulled up to the terminal, and a stately staircase stretched down to the ground. It was down this regal ramp that The Emperor walked down, seemingly completely at ease with his surroundings. Time after time he had visited other nations, but in the Unites States of China he saw a sister nation; one with goals to be admired and a force of character which would do well to stabilize Asia. He noted with approval the understated but entirely respectful reception. A few of the nations he had visited had sported massive parades and activities in his name; the practicality of China was welcome.

The Emperor strode up to the commander in charge of the immaculate honor guard and let off a crisp salute. His days as a soldier came back to him, along with all the accumulated damage coming with duty.

The honor guard and the President (holding the dual military rank of Chairman) saluted back as was proper protocol. "Emperor Holihan, welcome to the Taibei." X said offering his hand. "I am President X and this is the prime minister of my government; Wei Hai." "Your Highness." the prime minister said offering his hand to the Emperor. "I trust your journey was pleasant?"

Kevin shook the President's hand and the Prime Minister's, acting as an equal as befitting the two men's station. He completed the ceremony by bowing slightly when responding. "Very much so, and all the more so by looking forward to your beautiful country. Tell me, how are things going here in China? I've heard you've had much success in reunifying your people.

"I must say that I respect your accomplishments more than most other nations these days. It's not an easy task, bringing together a shattered people." He began a possible overture for offering assistance even before the leaders had made their way to the limousine. It was obvious that something in Asia showed promise to the fickle Emperor of the South.

"Thank you, Emperor, you honor us with both your visit and your compliments." President X said. "We have seen major gains below the Yangtze river, and most of China's most productive provinces are now in our possession, however, our task is not nearly complete. The North still looms as a threat and they left quite a mess across our entire country... but we can discuss this more in depth at Taibei 101, our capital building. I think you will find it much more comfortable inside than the humid weather out here. It also boasts the best view in the city." he said ushering the Emperor to the limousines.

"Of course, of course." He smiled slightly while stepping into the limousine, his tall frame bending easily in the task. "I would be lying if I said I expected you to win easily over the North, because they are fighting well. Of course, it is our opinion that you will inevitably win." He let that thought hang before gazing out the window. "Your cities are far greener than ours, I'm afraid to admit. It's a refreshing change."

He turned and gave President X his full attention, one icy blue eye a startling contrast to the artificial crimson orb which replaced his right. "All pleasantries aside, I assume you had something specific to discuss when you extended this unprecedented invitation."

As they drove towards downtown Taibei, Taibei 101 tower could be seen towering over all other buildings. "I would agree with you, so long as our people do not become complacent and weak. Our mother provinces are the only major industrial provinces left intact in China after the war between the traitor Keshav and the Communists. We managed to capture some in the South relatively in tact but Beijing, Chengdu, Xian, Chongqing... these once great cities are in ruin. Those in our possession however will be rebuilt faster I suspect. Additionally we control the majority of arable land now. We are in the process of major land reform to restore the land subject to the North's slash and burn tactics." X replied.

"Taiwan is sub-tropical and when it rains it rains." Chairman X said responding to the comment about the Capital's green characteristic. "Where I was born outside of Beijing it is much drier, I find myself slowly becoming more accustomed to this climate." "Our goal is to begin bringing about better relations between our two countries. As of today none really exist. From what we've seen from the Holy American Empire we believe our interests are compatible, we also recognize the tremendous potential your markets present for the Chinese, we especially note the vast natural resources you possess controlling an entire continent, raw materials, particularly metal ore will be in vast demand as we build a new economy in the interior."

"Ah, yes. The mineral wealth of South America is something we have yet to exploit to the fullest. I assure you we have the capability, just not the buyers in the past." He thought to himself for a few moments. "What sorts of ores will you be needing? There are vast amounts of basically every element somewhere on the continent, but I'll need to prioritize according to need. And, of course this assumes you have something you believe I'd be willing to trade?" The Emperor smiled ferally.

"Copper, iron, silicon, lithium, you name it we probably have a shortage. The United States of China shall invest capital into resource extraction. We also have an abundant population, the South Coast of China is the most densely populated in the world, we can offer you man power as well. If you need cheap manufacturing labor, the interior can provide that as well. We also are interested in becoming your chief strategic partner in Asia." he said. "If that is something you are interested in." X said. "Ah we are here."

The car pulled up to the massive Taibei 101 tower. Its lights had been programmed to display the flag of the Holy American Empire. "Welcome to Taibei 101, the tallest building in East Asia." he said.

OOC: I RP roughly slightly lower population levels than IRL.

Kevin stared up at the building, roughly the height of Aegis Cathedral in Foundation. It was reassuring to know the people he was talking with were no-nonsense, and very very good at their jobs. The list of materials ran through his head, and he mentally made a checklist of facilities in the Empire which had surpluses. Various warehouses around the Empire also featured silos which stored massive quantities of minerals; these could also be used for trade.

"I most certainly am interested in partnership." The Emperor smiled slightly. "I suppose we can work out the details once we get inside your wonderfully adorned building?"

As they entered into a glass windowed elevator to one of the higher floors where the meeting would take place they would see the city sky line shrink below them. As they arrived in the briefing room, several female aides dressed in qipaos had the finest green tea from Zhejiang poured in a ornate covered cup next to each seat as was traditional, the setup of the room was two chairs in the center facing the window and scenic view, on either side were chairs for each sides additional delegation, the center chairs of course going to the President and the Emperor. The Prime Minister of the USC would be seated on the President's side followed by key advisors and technocrats from various agencies.

"Please sit." the President said gesturing to the Emperor. "My vision is several fold, first on the economic front, you mentioned that you had yet to fully export the mineral wealth of South America, we possess the excess labor to do so. We would propose that in addition to purchasing some of your current surpluses, we also wonder if it would be possible to establish a guest worker program in your country, we'd keep to your environmental standards and we could pay our portions of our population who reside in the zones of reconstruction to work in South America to construct facilities and mines. The standards of living in the interior are somewhat poorer and these groups can make a little bit of money plus send some home to their families. We understand the sensitivity some countries have to immigration so we would have to make sure to work out details and have aggressive measures to prevent worker exploitation or the growth of organized crime as can happen under such circumstances."

"Hah, environmental concerns?" The Emperor snorted. "They are secondary to the good of the Empire, abroad and at home. Guest workers would be welcome to work; they will earn standard Imperial Wages unless you'd prefer to keep them under the thumb of your government." He knew how these things worked. The Emperor flipped open a briefcase he had been carrying with him concerning documents on the mining assets and geological wealth the Empire had available for export, as well as attached personnel estimates and the like.

"As it stands, we can offer a third of our accumulated mineral stockpile, which I might add ranges between 2,000 tons of more precious substances to virtually limitless stockpiles of iron, carbon, and other more common materials. We also have the facilities to produce steel and refine minerals into virtually any material you may have use of; like silicon." He withdrew a page from the folder.

"We could use up to 400,000 laborers, which will be housed and fed."

"400, 000 easily doable, we shall dispatch recruiters to Sichuan, the hardest hit province. Our demand for iron and copper in particular are extraordinarily high, many cities are being rebuilt all over again. We need iron for buildings, and copper for wiring. I will be sure to invite you to see Chongqing once it is completely rebuilt, it shall be glorious. Because we need to employ these workers, we would like to do as much refining in China as possible, however, I'm sure there will be supply shortfalls, so if the Empire can do the excess refining, that would be excellent. We also suspect that merchant cargo ships will be in short supply we could use assistance there." he said.

"Silicon and microchip materials are I confess, not my area of expertise, the bulk of my time is spent between reconstruction, and military matters, Prime Minister Wei, can you speak to this." he asked. "Indeed." Prime Minister Wei responded. "From what the chief technology producers tell my government, at the moment we do not necessarily have shortfalls, but we believe that with more diversified sources we can protect ourselves from sharp fluctuations in price and get the demand down. Additionally we'd welcome any joint partnerships that your firms may have being at a comparably higher level of development than us in terms of producing micro chips."

OOC: Btw, before I ask it IC do you produce bio fuels like IRL S. America?

"Of course. Being such an island-oriented nation, we have a massive merchant marine. They can be used for your purposes at nominal maintenance and usage fees. That would take care of a lot of your transportation needs, and we won't complicate things by earmarking prices for transporting any trans-pacific goods. We'll pay for shipping and the like for anything you purchase."

The Emperor thought for a moment. "I understand the need to have refining facilities and the like on your own territory, since that would drive our own prices down as well. So, I'd like to propose that for the nonce you purchase your goods from us at prices I'll be sure to keep down. In the future, we'll provide expertise, materials, and techniques for constructing and operating your own refining facilities.

"If this is acceptable, I can start the transfers as soon as I return." He smiled slightly before continuing. "Imperial Electronics is a vast company, but one with very good products and a reputation for reliability."

"These proposals are all acceptable to me." X said. "It is also my understanding that you have biofuel technology which is quite advanced. We would like to be able to develop our own sector as part of agricultural reform and allowing for greater energy autonomy. We are highly interested in any companies we can higher to build bio fuel plants as well as getting technical advisors and consultants if that is possible."

"Entirely possible. In fact..." The Emperor withdrew a paper from his portfolio and examined it for a few moments. Deigning it the correct sheet, he offered it to President X while continuing to talk. "This details out non-classified production of biofuels; that is our capacity not strictly reserved for the government. You'll see that while we can produce roughly 30 billion gallons per year, we only tool up for half that. All that extra capacity can be mobilized to export to the USC, which also grants more jobs to your migrant workers." The Emperor finished with a satisfied look on his face.

"And of course, in the future we will be more than happy to send advisers and manufacturing assistance."

"Excellent, diversifying our fossil fuel production to not just include the Middle East with greatly help our geo strategic and economic positions." he said. "The issues of economy I wished to discuss with you have been more than successful. I also would like to begin laying the foundation for a security relationship as well. China has noted your valor in fighting the Tahoans in the Botha. While many despise the Tahoans, it has been my observation in the past that they are a very loyal and fierce ally, although they simply lack any real sense of diplomacy and politics. The United States like to make a habit of being on friendly terms with other nations of the world who are willing to do what is necessary to maintain stability in this world. We would therefore like to propose the initiation of intelligence sharing, optional defensive and aggression treaty clauses (its best to not limit yourself with what action one deems necessary to take), and joint military exercises to improve the relations between one another's militaries. With increased coordination on economic, intelligence, and military levels I think we can forge the bonds of a very strong strategic partnership."

The Emperor bowed his head slightly. "The President does me great honor to propose such a thing. To tell the truth, I was hoping for a similar arrangement when I came here." He smiled wryly. "Economic and Military association with China is something I would accept any day. Any of our intelligence assets are yours to use; and our military would be more than happy to co-ordinate and perhaps even trade weaponry with your own." Kevin paused for a moment. "In fact, that would be a good proposal. We'd like to send over a few of our weapons, see what you think."

"Of course, we'd be honored to test such weapons. We should also like to send you back with a flight of F-50 Interceptors and a Tu-160S. They are quite unlike most fighters today on the modern scene in that they are not designed for one on one dog fighting but rather to act as a supplemental force with much greater kill ranges and much large electronic warfare suites, making them devastating against bombers, protecting carrier battlegroups from naval bombers, and is capable of thinning numbers for one's more maneuverable but smaller regular fighters. The Tu-160 S can act in concert with these planes and has been equipped with its own air to air long range missile suit. With its high computing power its capable of managing a massive long range missile swarm having the missiles switch targets after each kill to maximize kill efficiency at long range. " X replied.

They're a bit old, but very reliable and have been upgraded time after time. Additionally, we have a few [url="http://forums.cybernations.net/index.php?showtopic=53583&hl="]weapons[/url]pulled from general production due to cost, but they truly ARE best of the best. If you'd care for a few, I'm sure we could spare them. There are a few weapons we don't even, ah, [i]officially[/i] recognize that they exist. On the order of [url="http://fc04.deviantart.net/fs39/i/2008/362/f/5/UIAC_MBR_66_F_O_B__Rifle_by_Coonass.jpg"]ozone weaponry[/url] prototypes, powerful stuff. But very volatile."
