Need people with 2 of these resources
Coal, Iron, Gems, Gold, Lumber, Oil, Rubber, Lead, Aluminum, and Uranium.
You also need a Harbor so you can get all the trades.

The help of these bonus resources are:

Fine Jewelery - Increases population happiness + 3
Automobiles - Increases population happiness + 3
Microchips - Reduces technology cost -8%, increases population happiness +2,Lowers Frigate, Destroyer, Submarine and Aircraft Carrier navy vessel purchase and upkeep cost -10%.
Construction - Reduces infrastructure cost -5% and raises the aircraft limit +10
Asphalt - Lowers infrastructure upkeep cost 5%
Steel - Reduces infrastructure cost -2%. Lowers all navy vessel purchase costs -15%
Radiation Clean up - Reduces nuclear anarchy effects by 1 day. Improves a nation's environment by 1. Reduces global radiation for your nation by 50%
Scholars - Increases population income +$3.00

This trade circle overall with Bonus resources and Regular resources gives you


Happiness - +14 happiness and if everyone on Aqua team +19
Pop. income - +$9.50
Soldier efficiency - +38%
Infrastucture purchase cost - 42%
Infrastucture upkeep cost - 26%
Tech. Cost - 13%

There is a lot more of bonuses for unit upkeep and purchase cost.
Also enviroment +1 which gets you more people.
