Given the paramount importance of maintaining regional security during a time in which the line between diplomatic solutions and war is ever thinner, I accept your invitation to Urumqi. However I must state prior to my attendance at this conference that my government has imposed strict limits on the nature of treaties that may be signed. Despite this I am certain that we will be able to find security areas of common interest between our three nations. While the diplomatic relationship between the Kingdom of Cochin and Vauleyo-Buratia has slowed in its growth over the past few years, I am certain that we will be able to use the regional security agreements to advance both regional peace, as well as inter-governmental diplomatic ties.

His Highness Rama Varma, the King of Cochin arrived at Urumqi, where an advance team from King's Guards had already secured premises at the Governor's Bungalow. Urumqi City Police have tightened the security in this now peaceful city for the imminent arrival of dignitaries. The Urumqi Diwopu International Airport is under tight security and the regional Air Defense nets have increased the alertness to create an ultra secure environment for the duration of the conference.

Dignitaries arriving at Urumqi Diwopu International Airport, would be welcomed by the Minister of External Affairs and a honor guard from the 1st Mechanized Division, the King's Regiment based at Yining and escorted to the Governor's Bungalow by a convoy of limousines with all facilities been accorded for the personal security detachment of the two heads of state to assure themselves of the security of their Principals.

As a mark of hospitality and respect accorded to the visiting heads of state, security personnel from their states would be permitted to monitor the Police Command Center, Urumqi where surveillance feeds from all over the city would be accessible Live for the satisfying any security concerns they might have.

The Vauleyo-Buryatian Presidential Tu-144 plane slowly descended to land at the Urumqi Diwopu International Airport. Once the plane touched down, the President and two Vauleyo-Buryatian Diplomats prepared to meet their hosts. As a show of faith in the government of Cochin, the President would only be accompanied by one bodyguard (a mere formality since the laws strictly prohibited the President from traveling without any security personnel).

As soon as the plane taxied to a halt, the President emerged flanked by the two diplomats. After exchanging polite greetings with the Minister of External Affairs, President Andropov waited to meet with the King of Cochin himself.

The President of Vauleyo Buryatia was welcomed by KP Varma and as arranged escorted to the Governor's Bungalow in Urumqi where the King of Cochin and President of Madurastan is waiting for him.

Having received the two Presidents into the conference room, His Highness Kerala Varma, the King of Cochin said,

"Welcome to Urumqi. I thank you for accepting our invitation and attending this conference. Since I am aware of the numerous constraints on time of a national leader like you, perhaps it is best if we dispense away with the banalities and come straight into the crux of the matter.

We three nations share common frontiers and are true models of stability in our crisis torn continent. Now we know that we have not always had very cordial diplomatic relations, but it has never been strained. We are of the opinion that it is now time to take a step forward in our trilateral relations.

A show of unity most often prevents ambitions of aggression which may get encouragement by the sight of dissension. A stable, united Asia has long been our dream, but we see that dream fading away by each passing day, thus greatly necessitating a call for alliances and treaties with like minded peaceful neighbors so that a crisis may be prevented at best, or weathered successfully at worst.

It is with such a vision that we have invited you to this conference to discuss the possibilities and modalities of binding international defense treaties between our three nations."

President Sophie Brown smiled. "I agree that i have wished Asia to be a more stable place than it has been recently. I accepted your offer to come to this conference as i wish to like you get a stable foundation for our trilateral relations and agree on ways we can move forward together. I hope to come away from the conference with an agreement that is solid and workable."

Kerala Varma replied, "President Andropov, currently what we visualize is indeed a purely tripartite relationship between neighbors. We have no illusion of any semblance of Asian Unity developing in the near future and we are not going to waste our breath wishing over it. So what level of treaties would Vauleyo-Buryatia be open to signing with the Kingdom and Madurastan. As you may know the Kingdom and Madurastan are already bound in a Mutual Defense agreement."

Regarding the Kingdom of Cochin, we offer to sign either a clear framework for an agreement of Non-Aggression or a combination of a Non-Aggression agreement and an Optional Defense accord, depending on the positions held by your respective governments on this idea"[/i]-President Andropov

[i]"I think that the proposal put forward is a great idea. I have always wanted to be an ally of Vauleyo-Buryatia and i thank you for wanting to help Madurastan against any threats. I would in return order a major scaling down of the border fortifications along our entire common border and also offer economic contracts as thanks for your protection."[/i]

Kerala Varma thought for a while and replied, "The Kingdom of Cochin has always maintained a distance from Optional Pacts of most sorts. However in the case of Vauleyo-Buryatia, we are indeed willing to entertain an Optional Defense Pact and Non Aggression Pact. We hope this would be considered for upgrading in the future if our bilateral relations improve in sufficient measure?"

Responding first to President Brown, President Andropov replied:

I am also prepared, if the government of Madurastan approves to grant Madurastan 'Preferential Trade Status (PTS)' with Vauleyo-Buryatia. This status would give priority to the import of products from Madurastan over other nations as well as reduce the tariffs on those imports by half."[/i]-Andropov
