The Military delegation from People's Republic of China would be met at Executive Air Field, Cochin City, by Lt. Gen. Shankar Iyer, Chief of Army Staff, Royal Cochin Army. From there they would be taken in an RCAF Blackhawk to the General Staff High Command of the RCDF outside of Cochin City.

The delegation is led towards a conference room where Gen. Mahesh Varma (Commander, RCDF), Air Vice Marshal Praveen Kumar (CFO, RCAF), Vice Adm. KP Marakkar (CNO, RCN), Lt. Gen. Pankaj Seth (Border Guards) and Maj. Gen. Vijay Keral Varma (Strategic Command) are waiting.

Once the officers are seated Gen. Mahesh Varma would stand up and say,"Welcome to Cochin City, gentlemen. We have invited you here so that we may discuss various strategies by which the defenses our two nations can be strengthened. Our nations have varied strengths and varied threat perceptions. We are also diplomatically so allied that the fate of one is inevitably the fate of the other. As such it is the responsibility of us, officers, to formulate measures by which our existing defenses can be strengthened." He then sat down and waited for the Chinese response.

General Bingde's English was bad but could be understood. He was a simple man of 61. Nearing his retirement age and has learnt English only about a year ago. He had prepared his speech before and he spoke ," Thank you for inviting us to the Kingdom. Please forgive my English, I am not fluent enough. I have been learning for one year only. I on behalf of the PLA thank you for such an invitation. Air Vice Marshall P.V Naik is the most fluent English speaker here, he is of Indian origin, I shall let him speak from now."

Air Vice Marshall P.V Naik stood,"Comrades, thank you for inviting us here. I am here to represent the People's Liberation Air Force. It is great to be here. Forgive the General's till last year it wasn't mandatory to know English in the army. As a nation with only 33% of population that know English it has been hard. Nevertheless, thank you for the invite. Our two nations must come together not only diplomatically but militarily as well for the defense of such a vast amount of land between us. Not only do we together own most of the Subcontinent, we own 85% of South East Asia and 90% of China together. Together if we work efficiently, we can defend these areas with very well. Not only are our fate's sealed diplomatically, militarily we face the same enemies. We are brothers, be it civilian or military wise we are brothers. We must face our foes together. We are willing to present ideas on the safety of our nations. Not only militarily do we have strength in the PRC, with our nuclear stockpile, our Strategic Defense Programme, and now our Anti-Air Defense Network. We are willing to share our ideas with the Kingdom of Cochin to make sure our brothers are safe from enemies. Before I sit down, I would like to thank the kingdom again." With that the Air Vice Marshall took his seat.

Air Vice Marshall spoke again," The Anti-Air Defense network in the PRC is bad. We were hoping to gain help from the Kingdom in this area as we have next to nothing in experience in Air Warfare. Another is training of soldiers. Our soldiers might be the most dedicated troops but our training methods are still the old methods and it has been hard to develop new methods."

To AVM Naik, AVM Kumar replied, " The Royal Cochin Air Force has a robustly configured Air Defense Network operational for a very long time. This is the formal doctrine of our [url="http://forums.cybernations.net/index.php?showtopic=55581&view=findpost&p=2293565"]Anti Air Defense Doctrine[/url] and associated [url="http://forums.cybernations.net/index.php?showtopic=55581&view=findpost&p=2279904"]Integrated Defense Policy[/url]. This here is the battle transcripts of a live fire [url="http://forums.cybernations.net/index.php?showtopic=53974&view=findpost&p=1713436"]exercise[/url] we conducted some years earlier where our air defense doctrine was tested. The above doctrines can be suitably modified for the air defense requirements of the People's Republic of China."

"For specialized training, you can either send your combat units to the various [url="http://forums.cybernations.net/index.php?showtopic=55581&view=findpost&p=2253207"]Training Command[/url] institutions and we can also assist you in setting up a similar training infrastructure in your nation. We also recommend periodic Theater Battle Simulations at National Training Center where combined Air/Land War exercises can be conducted to test out various combat doctrines, and evaluate combat performance against varied offensive factors," Lt. Gen. Shankar Iyer replied.

As such will the Kingdom of Cochin help us in setting up the Anti-Air Defense Network? Also the Kingdom is invited in setting up training institutions in the People's Republic to help with training of our cadets and the trainers as well."

"We would be honored to establish such a defense network in your nation. For faster results it would be best to start from scratch so that the new network would remain alongside whatever network already exists in your nation. We would like to know the entire length of your borders and total area of your nation. We would also like to have a list of the vital population/industrial/military areas that need special defensive protection."

AVM Naik replied," Our borders extend from Liaoning in the east to Qinghai in the west. Roughly around six million square kilometre. And our Dominion of Acca Dacca encompasses of all of Indochina except for Vietnam. So around two million square Kilometre. Our vital regions are Beijing/Jinan. Xi'an Military Zone, Daqing Oil fields in Zargathia, Xinning Military Zone, Qingdao City, the Bohai, Hefei Nuclear Zone (Its where our Nuclear stockpile is kept mostly), Chongqing Special Economic Development Zone. The most populated region is Tianjin so it is a vital area as well. These are the areas we would say needs special defensive protection."

"The RCAF Air Defense Doctrine mostly about the communications network and defense protocol, there wont be any problem with using the PRC's own air defense radars which are technologically comparable, if not a shade better than that of RCAF. Hence, we suggest that we establish a Joint Working Group composed of RCAF and Strategic Command, planning officer with your own air defense officers, by which the layout and communications pathway required would be designed. Meanwhile we shall start mass production of the vital computing platforms which make this a smart and adaptable defense network. The communications pathways can be designed by your engineers as they would be best knowledgeable about the terrain. If PLA is interested we are willing to sell you our Surface to Air Missiles. For the area of land to be defended, we also recommend a minimum of two HAWK OTH radars to be aptly installed in your nation to give early warning. In all the entire defenses ought to be completed in 2 years with a concerted effort by both our nations.

Meanwhile, we can start training regimen for your combat units at our Training Command facilities and a special task force from Training Command shall be sent to PRC to establish the infrastructure for a similar organization in your nation," Gen. Mahesh Varma said.

"A joint working group will be welcomed in the PRC. Hawk OTH radars shall be installed and manned at the Xi'an Military Zone. We are willing to buy how many ever missiles are needed to make our defense ready for an invasion. We shall also be setting up the funds needed for such a project. Currently we have saved two hundred billion Yuan over the years. Will that be enough or more needed?"

"We shall send 30 Trainers and 70 cadets to your various training schools while the task force is setting up operations in China. Of course they shall be looked after well by us, and shall be given whatever they need to complete this task."

"The finances will be negotiated later on. By improving the defense of the People's Republic we are also improving our own defense. For the time being we shall deliver 20 batteries of SD5, SD4, SD3, SD2 and SD2R SAMs from our National Defense Reserve inventory with further stocks being sourced through fresh production," Gen. Varma said.

"Alright, that seems alright. These missiles shall be stored in Anhui while we plan on where to set them up. We are looking for extensive coverage with our southern borders. To us, they seem the only enemy around us and we are greatly weak in the southern regions for defense."

"May we also suggest we increase the frequency of joint war games and simulation exercises to improve our inter operability," Lt. Gen. Shankar Iyer.

"In fact we are planning to conduct an Equatorial Divisional Exercise involving Division level units in Equatorial Rainforest conditions. The exercise would be conducted in our Assam Province and would test the combat capabilities of a heavy mechanized and armored force in jungle terrain. PLA is welcome to participate in this exercise. Seeing as present threat perceptions mostly arise from this particular type of terrain, more training in that is very advisable."

OOC: yeah the air defense now. If you can get me a KML of your nation's boundaries. Use Google Earth, polygon to plot it, save it as kml and link me to it.

IC: The first convoy of trucks began their journey into PRC carrying the batteries of SD5 missiles. Meanwhile a team from Royal Cochin Air Force and Strategic Command is flying to Beijing to establish the Air Defense Network. The team would examine topographic maps and satellite imagery to device the optimal defensive coverage. Meanwhile PRC would be asked to ready their production lines for the radars which would have to be installed once the plan is ready.

VIFR and Tratum Infosystems are assembling the ADN nodes for the radars.
