From his new headquarters in 10 Downing Street, High Commissioner Matthew Ridgeway - supported by Supreme Commander Dwight Eisenhower and the rest of the High Military Command - issued a resolution establishing the [b]Office of Military Administration (OMA)[/b]. The Public Relations Military Detachment (PRMD), the Economic Development Detachment (EDMD), and the Internal Affairs Detachment (IAMD), hitherto administratively separate, was officially incorporated into the OMA.

In addition, banks, parks, sports facilities, sports leagues, sports associations, clubs, social organizations, stadiums, libraries, theaters, studios, training facilities, elementary schools, middle schools, high schools, research institutions, and conventional centers came under the control and jurisdiction of the OMA. Also, storage facilities, farms, warehouses, industrial parks, oil wells, firehouses, mints, local government offices, and courthouses were taken over by the OMA.

Not only that, but generation plants, electric plants, substations, electric grids, and coal mines and facilities came under the ownership of the OMA and guarded by the military. The OMA also assumed de facto control of post offices, airports, media companies and corporations, railway stations, canals, pipelines, and most main roads throughout occupied Britain (they continue to be guarded by the military).

ENDOR CUIDAD - Prime Minister Ben Richards stated in a televised press statement today that his government has approved a resolution placing J Andres on DEFCON 3, from the current DEFCON 2, and decreasing the period and scope of the nighttime curfew currently in effect across the country.

According to Richards, the updated curfew will now take effect from midnight to five in the morning, as opposed to 10pm to 7am as before. When asked by news reporters of the reason, the Prime Minister stated that the "[i]current circumstances and the relative lack of danger of war to J Andres has necessiated for the reduction of the nighttime curfew and possibly martial law itself.[/i]" However, the police and MSS will be allowed to hold and escort any unaccompanied minors (defined as these under the age of 18) back home between 9pm and 12am - and they do have the power to arrest and/or force them to go with them. As Richards put it, this all "[i]depends on where the tides of war choose to go...we will go where the currents carry us and we will undertake necessary preparations and precautions.[/i]" However, what Richards did not say was that the change will not apply to the regions of Britain currently occupied by the Army.

As martial law remains in effect, it remains illegal for citizens to participate in the "[i]subversion of government authority[/i]", alas, to organize and mount protests, demonstrations, and rebellions across the country. The same goes for the economic sphere; under the National Industry Standards Act, businesses and industries are prohibited from organizing acts of protest or rebellion, like strikes, for one instance.

But the jurisdiction and scope of the military tribunals, dealing with citizens that "[i]that gave cause for the subversion of the enforcement of law and order[/i]", would be limited and the decisions of the military tribunals will now be placed in the normal sphere of justice, meaning they now could be appealed in courts or appeals or even the Supreme Court itself - after the war, that is.

ENDOR CUIDAD - The news of victory in Operation THUNDERCLAP prompted massive celebrations as hundreds of thousands of joyful citizens converged on the streets of J Andres's cities (from Mercton to Karr). After about a year of war, J Andres along with its ally Louisiana had triumphed - not because the former Tauenas had not done anything, but because the preservance and determination, as well courage and loyalty, of soldiers of the J Andrean Army enabled their country to triumph.

The public adultation was such to an extent that, in the street of Endor Cuidad, a young sailor felt compelled to pull a young nurse and kiss her right on the lips, as illustrated by this photograph taken by an Anchor Times photographer. In time, the photograph would become one of the most iconic symbols in J Andres, not least because the victory in the British Isles marked the first time foreign troops (alas J Andrean ones) had landed on British soil in nearly a millennia. In a way, 2031 had become the new 1066, the beginning of a new era for J Andres and Britain.

The MSS and police didn't mind this one bit for they were also caught up in the celebrations. With the war over, the Commune duly declared martial law in J Andres "[i]to be lifted, in effect immediately[/i]" and placed J Andres in a normal state of readiness, that is, DEFCON 5. As one of the results, J Andres's land borders with Disparu, York, and the Panhandle Federation were reopened; the same went for her waters and EEZ. Border checkpoints were opened while the 'shoot-to-kill' orders issued to the Border Guard were withdrawn.

All military tribunals in the nation were disbanded, and any ongoing cases were dropped. In turn, the National Industry Standards Act was repealed, and many industries and corporations now prepared to retool themselves from war production to peacetime production.

J Andres was now a peacetime nation.

ENDOR CUIDAD - With the collapse of the Atlantic States and the takeover of the Maritimes regions of Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland, the J Andrean government was busy setting everything in place to integrate the regions into the Maritime Republic.

Normally, under the Kennedy Doctrine, the Maritimes regions would've reverted back to protectorate status, but the population of the regions had spoken and expressed their desire to join J Andres - and the J Andrean government was unwilling to go against the will of the people. And not to mention, given the success of Operation THUNDERCLAP, land acquisition received wide support in all political parties in the Commune. It seemed that imperialism was on the table.

The proceedings went fairly quickly. The bills mandating for the establishment of Territorial governments flew through the Commune, and series of [b]Organic Acts[/b] was passed and signed into law by Prime Minister Ben Richards.

With the stroke of the pen, Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland thus were officially admitted into the Union, becoming Territories of J Andres. Each Organic Act for each Territory provided for the establishment of territorial government and mandated its administrative structure and division of power. The Acts also established the capitals of the Territories, to be listed below:

Regarding the Territory of Newfoundland, the Commune decided to honor the former Atlantis by placing the capital and seat of government of Newfoundland in the city of Grand Falls, which had served as the capital of Atlantis.

While the Army was moving into Army bases and installations throughout the Maritimes region, and Border Guards moved to the expanded border (between Disparu and New Brunswick), the MSS and Kommissazul expanded their bases there, setting up new Field Offices and Kommissazul Headquarters. Work has begun in reactivating police departments and other public institutions.

FORT FARNUM – War and Defense Minister Joel Brunel announced today that progress has begun in building a military base in Portugal, as granted to J Andres under the terms of the Lisbon Accords.

Located in South Portugal, near the city of Odemira, the base – to be named the [b]Josef Mercton Naval Base J Andres (JMNB or JMNB-JA)[/b], in honor of the late King – will be designed and constructed to provide enough room for the 5,000 troops and military personnel to be stationed there. Much detail remains classified, but Brunel did confirm that the base will be “[i]well-fortified…and will provide all the proper facilities and support that a base needs to function.[/i]”

Moreover, an airfield will be built into the base as to provide for a double function of the JMNB; the base will serve as an Army, naval, and air base.

Air Force Minister Harold Brown approved the initiative to phase out the F-40 Thunder fighter and the U-8 bomber in favor of the F-65 Vanguard and the B-9 Grim Reaper, respectively. Now that J Andres had attained peace (more like achieved victory), this process could now begin.

As Brown stated in a report in August 2030, this process is expected to take at least five to ten years to achieve this complete turnover of aircrafts.

At around the same time that Brown approved the turnover of aircrafts, Minister Joel Brunel stated in a closed military conference in Fort Farnum that the expansion, at least in paper, and reorganization of the Armed Forces will begin in earnest.

As J Andres already has well over 1 million in military service, and over half of that are deployed overseas (as in outside the country), all that was needed to do was to institutionalize the size of the Army.

On top of that, Brunel reviewed, and made some changes to, the names and HQs of the Armies. They are as follows:

Three Field Offices of the MSS were officially established in Britain, in the cities of Manchester, Edinburgh, and Glasgow.

The Manchester Field Office will be responsible for administrating and coordinating MSS activities in the North West Region, North East Region, and Yorkshire and the Humber Region, all in central England.

In turn, the Edinburgh Field Office will oversee the Edinburgh Region, Borders Region, and Dumfries and Galloway Region, while the Glasgow Field Office will be responsible for a more wide area of operation. These include the Glasgow Region, Central Region, Tayside Region, Fife Region, Grampian Region, Highland Region, and Western Isles Region.

Any and all police departments came under the control of the Field Offices in areas under their jurisdiction; as per the norm, any dual police organizations and agencies were merged into larger police departments in major cities all over England and Scotland.

In the first two weeks since the Military Directives were issued by High Commissioner Matthew Ridgeway, the Directives were a great success so far.

To begin off, to the apparent surprise of the OMA, large numbers of ex-Tauenas soldiers, military officers, and personnel began turning up at OMA headquarters across England and Scotland, most of them in coastal regions. Tauenas records found in London and few plans indicated that Tauenas had stationed at least two Divisions (approximately 20,000 soldiers) in Scotland and at least a single Division (about 10,000 soldiers) in England. Out of a total of 30,000 troops indicated in the records, over 18,000 soldiers had shown up. Investigation by the OMA uncovered a large number of senior officers, which were immediately interned and dispatched to Army detainment centers in southern England to await deportation to mainland J Andres. The remainder (about 12,000 soldiers and officers) who didnt show up were largely apprehended by Army troopers and OMA agents and were sent to detainment centers in southern England.

After intense pathological screening, investigations, and other means of testing, approximately 5,500 were deemed unfit for military service. They were promptly retained from their service in the now-defunct Tauenas army and sent to Army detainment centers in southern England. The remainder (12,500) were given new clothes, housed in barracks, and taken oath of allegiances; their allegiance and loyalty were now to J Andres. Upon taking the oath of allegiance, the Irishmen were divided into platoons and augmented into the J Andrean Army in England and Scotland. As mandated by Directive 02, each Irish platoon were assigned a political liasion officer from the OMA. (Some of the political liason officers were agents of the OMA, others were J Andrean military officers.)

Directive 03 was largely successful as large numbers of civilian turned up at OMA weapons collection centers in major cities and towns across England and Scotland; in London alone, it was estimated that as much as 40,000 weapons had been collected. The weapons ranged from pistols to assault rifle (they even received a bazooka, to their amazement). All over England and Scotland, OMA officials surmised that they may have collected as much as 80,000 weapons. Several Search-and-Stability Operations (SSO) in London and other cities resulted in a net gain of about 3,000 to 8,000 weapons (and some of their owners interned for "resisting").

The OMA, impressed by the degree of success, will continue implementing Directive 03. SSOs will be conducted in full for the time being.

Under Directive 04, dozens of citizens were arrested while trying to leave England and Scotland as they had not received explicit permission from the High Commissioner (however, about half were eventually granted exit visas by Ridgeway himself and allowed to leave). Several journalists and news reporters, that had not received permission, were ordered to leave England and Scotland. Most complied, flying for J Andres, but one refused and was subsequently detained by the OMA.

Complying with Directive 07, in major cities and towns, citizens turned over Tauenas and Scottish flags. The number of flags turned over this way continue to increase - even through Army troopers and OMA agents seized several dozens of flags in SSOs in some circumstances.

High Commissioner Matthew Ridgeway issued another Directive:

All facets of infrastructures in England and Scotland, if damaged or destroyed, are to be reconstructed and put back in full capacity and operation. This includes but are not limited to: media corporations, business corporations, factories, airports, post offices, hospitals, clinics, nursing homes, and other medical institutions, generation plants, electric plants, substations, electric grids, and coal mines and facilities, along with many others. This includes roads, highways, bridges, tunnels, and other public infrastructure.

For the implementation of this Directive, J Andrean contractors, corporations, and companies are to be contacted and their resources and labor utilized for this specific purpose.[/quote]

ENDOR CUIDAD - After some deliberations, the Commune - at the urgng of the Anchor Party and all the other parties - drafted and passed what some political commentators have called the "[i]second Acts of Union[/i]", in reference to the 1707 act that merged the seperate England and Scotland into a new nation. Formally called the [b]British Organic Act[/b], the Act made both England and Scotland unincorporated organized territories of J Andres. In other words, the Act had essentially 'merged' England and Scotland into J Andres, placing them under complete J Andrean sovereignty and jurisdiction despite the fact that they are not officially part of J Andres itself.

Under the terms of the British Organic Act, the Provisional Government of Great Britain was formally abolished and its overall responsibilities transferred to both the Provisional Government of England and Provisional Government of Scotland (and the names were changed from 'Provisional Government' to '[b]Territorial Government[/b]'). Moreover, the Office of Military Administration (OMA) was made a separate entity and tasked with military affairs as well controlling Army soldiers, Navy ships, and military aircrafts stationed in England and Scotland.

In London, the name of High Commissioner was officially changed to Territorial Governor; Matthew Ridgeway will continue to serve in his current post, and the powers wielded by the position of High Commissioner will remain unchanged. Moreover, a second office of Territorial Governor was established in Edinburgh. Jason Connery was appointed Territorial Governor of Scotland.

The powers and responsibilities, as well as the administrative systems, would be specifically outlined by the British Organic Act through the '[i]Charter Outlining the Administration System of the Territories (COAST)[/i]'. The Kennedy Doctrine has been expanded to include England and Scotland.

ENDOR CUIDAD - In addition to incorporating England and Scotland, the Commune also passed the [b]Government Division and Administration Act[/b] that essentially modified the existing federal structure of J Andres and augmented the relationship between the J Andrean government and its territories.

To begin off with, the Act defined all provinces and territories in continential North America (Maritime Colony, Massachusetts, Connecticut, Vermont, New Hampshire, Maine, Nova Scotia, and New Brunswick) as well as two major islands that comprise the Maritime territories of Prince Edward Island and Newfoundland, as part of the Maritime Republic of J Andres proper. These aformentioned lands are formally and officially part of J Andres itself.

Next, Bermuda and Catalina were designed [b]Overseas Territory of J Andres[/b]. As Overseas Territories, they are a part of J Andres itself, but do not form a part of any province. All inhabitants living in these territories automatically acquire full J Andrean citizenship. Furthermore, the governments of Bermuda and Catalina will exercise a large degree of autonomy. For one aspect, they will have considerable control over their local affairs (much as passing its own laws that do not conflict with J Andrean ones), and the J Andrean Government is responsible for foreign policy and defense. They will receive representation in the Commune (but not international representation).

Lastly, in conjunction with the British Organic Act and COAST, both England (excluding the Isle of Man) and Scotland became [b]Governorships of J Andres[/b]. They are not officially part of J Andres itself, but fall under its complete sovereignty and jurisdiction. All inhabitants living in these territories automatically acquire full J Andrean citizenship. As Governorships, England and Scotland are insular areas of J Andres and thus are administered directly by the J Andrean government through the governors. Due to this, they do not receive representation in the Commune nor do they have international representation.

Regarding the latter concept of Governorship is based off on the Governorship of Macaca, which was established in the then-Republic of Macaca in the 1990s under the presidency of Ben Richards.

PROVIDENCE - The Gallup Organization, operating in Providence, indicated in several of its polls that a large number (as much as 38 percent and growing) of people not only in the Maritime Colony but also the rest of J Andres have voiced their desires that the name of J Andres be changed from Maritime Republic to Empire.

This was augmented by a report by the Ministry of Domestic Affairs that people in cities and towns across the nation have begun to speak of J Andres as an Empire. Indeed, dozens of people and even local government officials have begun referring to J Andres not as the "[i]Maritime Republic of J Andres[/i]" but the "[i]J Andrean Empire[/i]" or the "[i]Andrean Empire[/i]."

This phenomenon stems from the fact that J Andres had so recently won the war in Europe and taken over England and Scotland, in addition to incorporating the Maritimes regions, essentially transforming her into an empire.

HALIFAX - After some progress, several police organizations in the Maritime territories were reopened. For starters, the Halifax Regional Police went into business, now known as the Halifax Police Department. Similiar aspects occurred in many major cities and towns across New Brunswick, Prince Edward Island, and Newfoundland. In addition, Port Authorities were established in all ports alongside the coasts of the Maritime provinces (Port Authority of Halifax, Port Authority of Summerside, Port Authority of Miramichi, etc).

On a related note, the local Commune of Halifax voted to modify the city's official name from Halifax Regional Municipality to the [b]City of Halifax[/b]. This was recognized by the Territorial government and the federal government in Endor Cuidad.

In regards to Directive 02, about 10,000 ex-Tauenas soldiers and officers showed up at OMA centers. Following pathological screenings and evaluations, about one-fifths of the 10,000 were found to be unfit, stripped of their ranks, and sent to Army detainment centers in southern England. The remainder, about 8,000, were subsequenrly organized into platoons and commissioned into the J Andrean army in England and Scotland.

As for Directive 03, yet more weapons were turned over to the OMA, who estimated that as much as 120,000 to 130,000 weapons may have been collected so far. Another 10,000 weapons were seized from private houses in SSO s. The confiscated weapons will either be destroyed, sent to mainland J Andres in sealed safes, given to various Police Departments and/or the MSS.

Under Directive 07, the number of Scottish and Tauenas flags has now reached into the hundreds of thousands. The flags were catalogued and packed into storage boxes and loaded into cargo ships for delivery to mainland J Andres. A few boxes were dumped into the Atlantic Ocean during the journey, mostly due to incompetence of some of the sailors. Once they had reached mainland J Andres, the flags would either be buried in landfills or sent to museums across the nation.

Lastly, regarding Directive 08, several J Andrean contractors, corporations, and companies had been contacted. All, including the Federation of Industry, agreed to send workers, resources, supplies, and equipment to the British Isles to help with the reconstruction process. Teams of contractors, supervisors, and planners were flown in to the England and Scotland; large cargo ships carrying supplies and goods began steaming toward Britain.

LONDON - The Commune passed a resolution changing the driving in the Governorships of England and Scotland from the left to the right, and this was enforced by Governors Matthew Ridgeway and Jason Connery. The goal, according to Foreign Minister Mickey Bethesda, was to "[i]bring traffic standards in Britain[/i] [England and Scotland] [i]up to the same standards as these in J Andres[/i]."

The resolution, formally named the [i]General Resolution Mandating the Flow of Traffic[/i], established a five-year time period of which to provide a smooth and steady transition from left-hand traffic to right-hand traffic, and to condition Britons (that is, English and Scots who are legal J Andrean citizens) to the change. DMVs and driving institutions across England and Scotland, which had recently opened under the Governorships, were given new instructions and standards to implement the resolution.

All signs relating to left-hand traffic throughout England and Scotland will be removed and replaced by right-traffic ones.

ENDOR CUIDAD - In accordance to the Government Division and Administration Act, local Communes were established in London, Birmingham, Edinburgh, Glasgow, and other major cities in England and Scotland. The local Communes will provide for a way for the Governors to exercise their powers (such as 'translating' the Governors' orders into formal laws).

Not only that, but also Communes were established on the regional level as to enable the Governors to legislate for the entire Governorships without reference to the OMA or the Army. The local and regional Communes will have jurisdiction over all MSS Field Offices and in turn the police departments within their areas of jurisdiction.

Evaluating the general situation in England and Scotland, Minister Joel Brunel hereby decided to increase the size of the J Andrean Army in England and Scotland from 325,000 to 400,000. For this effect, he decided to enlist native Britons into the J Andrean Army in England and Scotland. Approximately 54,500 men (including the Irishmen, which numbered 20,500) were to be conscripted into the military, thus bringing the number to 400,000.

The OMA was ordered to begin military recruitment and to undertake efforts to induce Briton men and women in joining the Army. Recruitment centers were established in all major cities, beginning in London, and recruitment posters and pamphlets were widely distributed and circulated throughout England and Scotland. The eventual goal was to have 300,000 troops in England and 100,000 troops in Scotland.

On an unrelated note, Brunel called off the invasion of the Eggman Empire, which had effectively been abandoned for some time now. J Andrean public sentiments toward the Eggman Empire had changed, and the operation in that country had clearly come past its prime. So it was prudent to withdraw troops from the country and demobilize the troops. In accordance to Brunel's orders, approximately 90,000 troops began withdrawing from their positions in the Eggman Empire, especially the cities of Nuuk, Avigaat, Isortoq, and others. Squadrons of aircrafts were recalled back home, and the soldiers would board ATD ships and be brought back home. The CVBGs left Eggman waters.

Once the troops had arrived back in mainland J Andres, they would be released from military service and released back home, being rewarded medals and paychecks for the "[i]valiant and honorable military service[/i]" in the Eggman Empire.

To try to sort out the J Andrean Army and its deployment, Brunel unveiled a compilation (essentially a list of numbers of troops stationed in specific regions) for the Army to follow:

Explaining to his subordinates, Brunel stated that he had ordered the withdrawal and demobilization of the troops from the Eggman Empire (90,000). In turn, the troops in Blue Heaven proper (20,000) and in its protectorate (40,000) are to be withdrawn back home and demobilized as well.

In regards to the Louisianan protectorate in Arizona, Utah, and Colorado, the troop garrison in all three regions were to be reduced from 40,000 to 30,000, with 10,000 soldiers in each region. In Catalina and Bermuda, the number of troops were to be reduced to 5,000 total (2,500 each).

This would leave 400,000 troops in Britain, of which 400,000 would be stationed in Britain and 100,000 in Scotland. Out of the 400,000, approximately 54,500 would be native Britons and Irishmen. Out of the 1 million men total in the J Andrean Army, about 560,000 troops would be permanently stationed in mainland J Andres itself.

As for the organization of Armies, Brunel indicated that First through Fifth Armies would be stationed in mainland J Andres, along with 60,000 troops from the Sixth Army (the remainder of the Sixth Army would be garrisoned in Bermuda, Catalina, Portugal, Arizona, Utah, and Colorado). The Seventh through the Tenth Armies would be stationed in Britain (Seventh through Ninth Armies in England, and Tenth Army in Scotland).

After detailing about the compilation of the Army, Brunel turned his attention to the Navy and the Air Force. According to the Minister, two CVBGs (approximately 24 ships total) were currently stationed in England. Half of the third CVBG (six ships) would be docked at the Josef Mercton Naval Base J Andres (JMNB-JA) in South Portugal, while the another half would dock in Scotland.

In addition, Brunel has stated that he will send large quantities of self-propelled howitzers, artillery batteries, MLRS, IFVs, portable THAAD, Starstreak, and Patriot missile launchers, and Humvees to both regions.

However, several political commentators and talk show hosts criticized this development, calling it a "[i]perversion of historic British culture and tradition[/i]." In fact, Stephen Colbert, host of the popular TV show, the [i]Colbert Show[/i], mocked the decision of renaming London to Nodnol. "[i]Nodnol? What is this, an attempt to turn Britain backwards?[/i]" Colbert taunted to the raucous laughter of his audience, referring to the fact that Nodnol is London spelled backwards.

But such sentiments were in the minority in J Andres, for most of the population in J Andres itself and the vast majority of the British population accepted these name changes, even though few British patriots protested the changes.

NODNOL - Several major corporations, especially these in the Federation of Industry, were given the green light by the J Andrean government to establish their operations in England and Scotland. JTech and Endor Petrofuel Processing, for starters, established a branch in Nodnol, and they are currently working in building up networks in other major cities such as Croix, Celeste, and Tiranul, among with others.

According to Foreign Minister Mickey Bethesda in a televised press statement in Endor Cuidad, this was a part of a current plan to rebuild the economy of England and Scotland, which had been devastated by the anarchy in the former Scottish Republic as well as the recent war between J Andres, Louisiana, and Tauenas. However, what he did not say was that it was also to integrate the economies of the two Governorships to J Andres (this was speculated by several commentators and critics).

On a somewhat related note, the English Commune in conjunction with Governor Ridgeway passed a resolution based off on the National Taxation System Rearrangement Act (passed during J Andres's temporary reign in Los Angeles); the slightly-modified [b]Territorial Taxation System Rearrangement Act[/b] overturned the old Scottish taxation system and outlined a plan for the establishment of a new system modeled after that of J Andres (this is a work in progress). Any Scottish taxes that were not utilized by J Andres were abolished and the FairTax implemented.

Moreover, to help move along the reconstruction of the tax collection system, as well to collect taxes and other aspects, branches of the Internal Revenue Bureau (IRB) were established in Nodnol, Croix, and other major cities across England and Scotland.

NODNOL - As the corporations of the Federation of Industry was establishing branches all over England and Scotland, it applied for permission to take over companies and corporations (for instance, Oceanside Aluminum and its affiltrated companies sought to take over the mining industry in Britain, while Endor Petrofuel Processing had ambitions to take over oil wells and oil-drilling facilities), which was granted.

In conjunction, the OMA released many institutions (such as banks, financial institutions, factories, corporations, hotels, motels, hostels, inns, casinos, resorts, spa resorts, cafes, resturaunts, taverns, bars, pubs, nightclubs, parks, sports facilities, sports leagues, sports associations, clubs, social organizations, stadiums, libraries, along with others) from its control, either turning them over to private ownership, Communes, or to the Federation of Industry - all with varying degrees of government regulation.

But as many institutions have been released, equally as many institutions will remain under OMA and military control. These include but are not limited to airports, ports, post offices, transportation systems, media companies and institutions, canals, pipelines, generation plants, electric plants, substations, electric grids, and military bases and installations.

As if under unique circumstances, several institutions (such as colleges, universities, schools, memorials, museums, hospitals, clinics, prisons, penitentaries, and correctional facilities) have been placed under the control and jurisdiction of the Governorships, especially the regional and local Communes.

Lastly, as J Andrean control had become firmly entrenched in Britain, the Military Resolution was slightly modified to repeal martial law from jurisdictions not under OMA control and return them to civilian rule. For instance, institutions that have been released from OMA will be subject to normal jurisdiction, while institutions still under OMA control will remain under martial law. Also, the nightime curfew had been modified to take effect from 12am to 7am. Several restrictions have been lifted from the media as to enable more freer discussion but many topics remain off-limits for public discourse.

ENDOR CUIDAD - Regarding the developments in Britain, Minister Brian Wilfork made an announcement to the nation. As the J Andrean taxation system is being developed in Britain, citizens in England and Scotland will not have to pay any taxes, at least for the time being, until the Tax Day after the year the taxation system is established in place (for instance, if the taxation system is fully implemented in 2033, then British citizens will not pay taxes until April 15, 2034).

The reason of this is that the J Andrean government is channeling billions of funds (estimated to be $1 billion, possibly more) into England and Scotland to help both regions achieve economic growth and prosperity. Morever, any citizens who had incurred debts under the former Scottish regime will have their debts forgiven.

Moreover, Wilfork continued, the Anchor is now the legal tender in England and Scotland, and will be used for financial transactions. As the old Scottish currency has become worthless, citizens in possession of them are highly encouraged (but not required) to bring them to a nearest bank to exchange for Anchors at the same value.

Branches of the J Andrean Federal Reserve are currently being established in all major cities and towns, beginning (naturally) in Nodnol and moving on to Croix, Celeste, Liverpool, etc. Shipments of Anchor currencies have been sent to banks and other financial institutions across Britain for circulation and distribution.

In the month since Directive 03 was issued, the OMA had received between 200,000 and 300,000 weapons, most of them small arms. Another 20,000 weapons were seized by OMA agents and local police in SSOs, making for a total of 38,000 arms seized by the government.

As for Directive 02, approximately 1,500 ex-Tauenas soldiers, at last, showed up at OMA centers, where about 700 were found to be sound and reliable, and officially commissioned, this time, as auxiliary police (not a part of the Army). The remainder were sent to Army detainment centers. The hunt for the other 500 missing soldiers and officers are underway.

And speaking of detainment centers, the extradition of all ex-Tauenas senior officers, junior officers, soldiers, and personnel to mainland J Andres began in earnest, beginning with the deportation of approximately 2,000 out of 19,500 officers and soldiers (the 'first wave'). They were brought into unmarked jetliners, under heavy guard by heavily-armed and armored soldiers, and flown to J Andres. Once they had arrived, the former officers and soldiers would be separated and sent to an unique category of prisons in J Andres: super maximum security prisons (also known as Supermax). These types of prisons are the most secure prisons in the country, such to an extent that the chances of any prisoner escaping from there are virtually nil.

As a result of Directive 07, Scottish and Tauenas flags in England and Scotland were extremely few in numbers. (In fact, Governor Connery issued orders for a new Scottish flag to be designed for the Governorship of Scotland, in accordance to J Andrean criteria). The Anchor flag was now predominant in England and Scotland; they were everywhere. English flags were also seen all over England, but nowhere were they even near the amount of Anchor flags.

Lastly, contractors, supervisors, workers as well as all other personnel from the J Andrean government, corporations, and other private entities have arrived in Britain and proceeded to do their jobs. Large quantities of supplies, equipment, and goods were now flowing into England and Scotland, where they were used for reconstruction. J Andrean workers could be seen everywhere, repairing roads, buildings, infrastructure, etc.

ENDOR CUIDAD - Transportation Minister Anthony Harlan announced that plans are currently underway for the expansion of J Andres's existing railway and railroad systems into the newly-incorporated Maritime territories of New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland.

To begin off with, the Pan Am Roadways (PAR) line is planned to be expanded from its endpoint at Mattawamkeag, Maine all the way to the city of Aquini (formerly Moncton), New Brunswick, passing through Eraea (formerly Fredericton). In addition, a line will be built from Eraea to Salisbury (formerly Saint John); a second line will be established that will link Salisbury to Aquini. Moreover, yet another line will be built, running from Aquini to Halifax, Nova Scotia, through the city of Milla (formerly Truro).

ABERDEEN - According to the Federation of Industry, the Endor Petrofuel Processing, with permission from the Governorships of England and Scotland and certified by the J Andrean government, had taken over control and operations of most, if not all, oil fields across Britain.

Most prominent of all is the Forties Oil Field, located off the coast of Aberdeen (known as the 'Oil Capital of Europe'). The Forties, which comprises of five fixed platforms around the oil field (known as Forties Alpha, Forties Bravo, Forties Charlie, Forties Delta and Forties Echo, as well as a riser platform the Forties Unity), had been a great source of oil for the former Scottish Empire/Republic. According to government documents found in Tiranul (formerly Edinburgh), Scotland had in 2025 produced as much as 1 million barrels per day from the Forties Oil Fields alone. Endor Petrofuel Processing had also taken over ownership of the Forties pipeline system, with permission from the OMA; the pipeline, which runs from Forties Charlie to the city of Cruden Bay, will have the capacity to carry 700,000 barrels per day.

Other oilfields taken over by Endor Petrofuel include Wytch Farm, East Midlands Oil Province (including the Welton oil field), as well as others. In addition to oil fields, many gasfields across Britain have come under Endor Petrofuel's control.

CROIX - To further consolidate control in Britain, as a part of the ongoing Andreanization campaign, the Commune in Endor Cuidad approved the establishment of Public Safety Councils (PSC), and in turn Neighborhood Councils (NC), Neighborhood Watch Committees (NWC), and Neighborhood Watches (NW) in all major cities, towns, and villages. The PSCs, NCs, NWCs, and the NWs - which are a part of the MSS - will enable the provincial and local Communes in England and Scotland to maintain law and order in residential areas without deference to the OMA or the Army.

To briefly explain the relationship between the PSCs, NCs, NWCs, and the NWs, the Public Safety Councils are subunits of the Public Safety Department (PSD) in Endor Cuidad, and administrates the NCs, NWCs, and NWs. In turn, the NCs provides for citizens to participate in their city's affairs and oversees the NWCs. The NWCs coordinates the NWs and reports to the NCs.

In regards to law enforcement, the PSC and its subunits will work together with police on all levels - basically the same as in J Andres itself. Enlistment of British citizens into the NWs have begun in earnest.

The responsiblity of the NWs is to assist in the reconstruction of Britain. This includes reconstruction and renovations of houses, apartments, condos, and other buildings damaged by the anarchy or the war. They are to participate in the rebuilding of damaged or destroyed streets and sidewalks (and clean up these that are undamaged). They will be expected to conduct 'flowering campaigns' (as in replanting flowers, grass, and trees, and mowing the lawns and shearing bushes, etc) on a national scale.

The weapons collection campaign is still underway as the OMA reported that up to 600,000 to 700,000 weapons had been collected so far. At least one-fourths of the weapons (175,000) had been destroyed, another two-fourths (~262,500) sent to mainland J Andres in sealed safes, and the remainder distributed among police departments and the MSS. SSOs be currently being conducted all over Britain, being most thorough and intense in major cities and towns. In some of the largest SSOs ever conducted, the OMA seized about 30,000 weapons at one time (bringing the total number to 68,000). On the outskirts of Nodnol and Croix, OMA agents, MSS troopers, and local police - acting on anonymous tipoffs - raided several abandoned warehouses and buildings. They seized a large cache of weapons (approximately 800 total, most of them small arms) and arrested the people involved.

From Army detainment centers in southern England, the second and third waves of ex-Tauenas officers and soldiers (about 2,000 each) were boarded into jetliners and flown into J Andres, where they were immediately sent to Supermax prisons across the country, as per the norm. So far, about 6,000 out of 19,500 ex-Tauenas officers and soldiers had been sent to J Andres. More continue to be flown thar in waves.

Project OMEGA is now complete. According to various Army commands and IUSS officials, mainland J Andres (with the exception of the Maritime regions and Britain) is now a virtual fortress, protected against foreign invasion. Hundreds of thousands, if not millions, of highly-explosive krakatoa mines are stored in hundreds of mine launchers dotting the ocean surface in J Andrean territorial waters and EEZ. In addition, thousands of torpedo launchers are in place in the ocean floor (around mainland J Andres, Bermuda, and Catalina), coupled with IUSS arrays and monitoring stations. They are nearly impossible to detect.

Next, a formidable seawall, 600 miles long, 450 feet tall, and 20 feet thick, could be seen alongside the J Andrean coast as well as around Bermuda and Catalina. Being made of rebar reinforced concrete, the wall is built to withstand even the strongest bombardment for the most part. They are, however, not invicible, but will serve to impede the enemy.

Alongside the coast of J Andres, running from Connecticut to Maine, 200 massive Fortresses are in place. Placed every 3 miles, the Fortresses are 100 m long, 100 m wide, and 60 m tall - and will be very difficult for the enemy to take even in protracted fighting. In addition, there are 17 such Fortresses on Bermuda alone, as well as a whopping 53 in tiny Catalina, which will ensure that any invasion of these islands - much less mainland J Andres - will be extremely bloody, if not suicidal.

Lastly, a vast defense network crisscrosses the entirety of J Andres. Hundreds, if not thousands, of RADAR stations, anti-aircraft guns, flak guns, and mobile missile launchers are in place all over the country, clustered around major cities and towns as well as strategic locations. And that's not mentioning that all major roads, highways, and streets all over J Andres (especially these leading into and out of population centers) have been outfitted with krakatoa mines. In case of invasion, the government had approved a plan to place krakatoa mines into buildings, bridges, dams, gas lines, etc. with the intent of detonating them to severely hinder the enemy.

Minister Joel Brunel approved a preposition to expand Project OMEGA into the Maritime territories of New Brunswick, Prince Edward Island, Newfoundland, and Nova Scotia as well as England and Scotland. The first three will be easily integrated into Project OMEGA, seeing as the former New England had built defenses there, but the last three will take some time for the project to complete, but it will be done. SOLO - The Commune passed a resolution expanding the J Andres Border Guard into Britain, especially England. This was generally aimed at transferring most border guard activities, such as issuing visas and passports, and protecting the Govenorships against trafficking and illegal immigration, from the military to civilian authorities in Britain. By this, the number of the J Andres Border Guard was increased from 8,000 to 12,000, with approximately 4,000 to be stationed in Britain. In addition, another 15,000 members were to serve as unofficial ('unsworn') members of the Border Guard throughout Britain. Recruitment has begun.

As the Border Guard was being established in Britain, it took over border checkpoints alongside the border with Louisianan Wales, which remains open and accessible. Troops that had been manning the checkpoints were now free to be deployed to other parts of England and Scotland as Fort Farnum saw fit.

Directive 03 had been a complete success. The OMA reported that over 750,000 weapons had been collected, virtually the entire weaponry in the entirety of the British Isles. As per the norm, part of the weapons were destroyed, others sent over to mainland J Andres, and the remainder distributed to police departments and the MSS (in certain areas, weapons were distributed to the Neighborhood Watches; strict standards were laid out for the usage of weaponry in Neighborhood Watch duties).

So far, approximately 10,000 ex-Tauenas soldiers and officers had been brought into J Andres. By the minute, J Andrean rule in Britain was getting more firmer. It would be next to impossible for any citizens to mount any acts of resistance to the authorities; if they did (which they would never do), they would be dealt with decisively. And that's not mentioning the fact that a fairly large percentage of the British population supported the Governorships and J Andres, and that percentage was steadily growing. Gun ownership, traditionally low under the first United Kingdom but high during the Proxian and Scottish regimes, was now virtually nonexistent under the Governorships.

To keep that as a fact for the time being, the Commune passed the [b]Gun Control and Regulations Act[/b] that forbade any business firms or corporations in Britain and Scotland to produce, sell, distribute, and circulate arms of any caliber. Colonization...it was perhaps too strong a word to describe the situation, Bethesda thought to himself. 'Eh.' He shrugged as he began to compose a reply. 'At least this absolves J Andres of the responsibility of defending an ally. Perhaps France did the right thing.'

Prior to the elevation of J Andres to DEFCON 2 due to its involvement in the war against the GLP in North America, approximately 4,000 ex-Tauenas soldiers and officers had been deported to the mainland, leaving about 5,500 awaiting their turn. However, the fact that J Andres was virtually in a state of war necessiated the suspension of Directive 02 for the time being. It was not a concern for the J Andrean authorities in Britain, however, seeing as the Directive was for all purposes and intents completed. The most capable officers and soldiers that would have led an effective resistance against J Andrean rule were now rotting in max security prisons across J Andres.

With deportation out of the picture, the authorities deliberated about what to do about the remaining 5,500, mostly senior officers. They reached a decision that the prisoners would remain in Army detainment centers until a point of time when Directive 02 could be resumed. They did consider execution of the officers and soldiers, but decided against it.

Directive 08 has been a success so far. All public and private buildings across England and Scotland had been and/or are currently undergoing reconstruction, with the newly-established Neighborhood Watches taking part. Despite the fact that the flow of supplies and goods from mainland J Andres had slowed to a trickle due to the current sitation in North America, implementation of this Directive continue at full-speed as contractors, supervisors, and workers are hard at work to bring Britain up to the same standards as that of J Andres.

LONDON - A concurrent decision between the J Andrean government in Endor Cuidad and Governor Matthew Ridgeway led to the decision to revert Nodnol back to London. Shortly after London had been renamed Nodnol, a government survey conducted by the Governorship of England revealed that many inhabitants, while accepting the name change, continued to refer to their city as 'London' - and an increasing number of Briton citizens had petitioned the city's Commune and even Governor Ridgeway himself to change the city's name back to its original one. And not to mention, the costs of changing the city's name in street signs and the like were huge.

The reasons behind the revocation of London's new name were immediately not clear, but it is speculated in political commentaries and talk shows that London's rich history and the very significance of its name in the history of England may have made the J Andrean government realize that changing the city's name was, perhaps, not a good idea. "[i]London had always been London ever since it was established by the Romans in 43 AD, and had been that way for well over two millenia.[/i]" Bill O'Reilly stated in his show. "[i]To change the city's name, much less modifying it, would not only disregard the city's cultural signifiance in the minds of Britons but also make insignifiant the city's role in the long history of England. On that note, I must commend the J Andrean Government for coming to this realization and taking appropriate measures to remedy the situation.[/i]" And that's not mentioning that adapting to a new name would be awkward and unsightly in the short and long run.

Other commentators also lauded the decision. "[i]Britain is now on the right track once again! We must thank the J Andrean government for leading Britain that way![/i]" Stephen Colbert loudly claimed on his show to the wild applause and loud laughter of his audience.

This is the third time a city's name had been changed. The first was when Rellim was renamed Miller and Regnissi to Kissinger. The current names of other cities across England and Scotland will remain. (There have been several attempts to change Tiranul's name back to Edinburgh, but they have been unsuccessful so far).

Having stationed tens of thousands of troops in the new J Andrean protectorate alongside the Pacific Ocean, but most especially California, the J Andrean government actually had secret ambitions regarding California. For a long while, J Andres has had harbored a desire for a port that would border the Pacific Coast. This was accomplished with the take over of Los Angeles and now Catalina.

But now J Andres had a chance to make that a reality, to further expand its overseas territory in Catalina to the rest of California. So, while it was establishing protectorate governments in Washington, southern British Columbia, Oregon, and withdrawing troops once again from the now-independent Idaho, the J Andrean government was establishing local and provincial Communes in many major cities and towns across California, starting in Los Angeles and San Diego and moving on to San Francisco and Cruachan, along with many other cities.

To this effect, the [b]Governorship of California[/b] was officially established, along the same lines as England and Scotland, with its capital centered in the city of San Jose. In turn, the Overseas Territory of Catalina was officially incorporated into the Governorship as a part of Los Angeles County. To achieve this phase of consolidation in California, a temporary communications blackout was imposed upon the region.

This would be a secret for now, to be announced to the world at a convinent time. J Andreanization of California, beginning with establishment of Communes and to be followed by renaming of cities as well as more, were to begin shortly after.

The Governorship, which will be administered from the new capital of San Jose (renamed to [b]Silicio[/b]) instead of Cruachan, which had traditionally served as the capital of the former Tahoe Republic for over a century, will be governed by Arnold Schwarzenegger. Schwarzenegger, who had served as Governor of the Tahoan state of California, had expressed his willingness to serve as the head of California once again. "[i]I'm back![/i]" The Governor exclaimed in a public speech with a wide toothy grin.

With the establishment of the Governorship and the system of government established in the new capital, the next phase of Andreanization could now begin, these of changing names across California, like what had been done in England, Scotland, and the Maritime regions. The name changes, which were initiated by the new Governorship and supported by local and provincial Communes, went as follows (but not all cities had their names changed):

Louisiana was now an integral part of J Andres.

With the succession of Louisiana into the union, the Commune passed series of resolutions expanding J Andrean citizenship, with full rights and duties, to the population; local and provincial Communes were established in cities, towns, and villages across the new [b]Territory of Louisiana[/b]; all J Andrean laws and resolutions were in full effect in the Territory; the Anchor flag began to show up in cities and towns in increasing numbers; along with many others.

To assist in the planned Andreanization of Louisiana, current Louisianan public institutions (such as taxation and financial systems) will be retained for the time being to ease the transition to J Andrean rule; police departments were commissioned into service, most of them modified on the J Andrean model. The renaming of cities was to begin shortly, even though J Andrean government officials reckoned that fewer numbers of cities will actually be renamed, due to consideration of Louisiana’s legacy.

The process of incorporation of Louisiana into J Andres is currently ongoing, as there is so much to do in J Andres’s newest territory.

Project OMEGA has seen considerable process in Britain and the Maritime regions.

Several defense contractors and military companies have signed contracts with the Armed Forces to produce the Krakatoa mines, and production of the mines has begun. Hundreds of thousands, if not millions, are set to be produced and when completed, are to be placed in mine launchers in the IUSS systems. Similarly, the SONAR emitters of Project Ultra, will be established in the IUSS network as per Project ULTRA. Besides, construction of a new IUSS network has begun around England, Scotland, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland as a part of EAGLE EYE.

Construction of the seawall, as a part of Project RIPTIDE, has begun. Tens of thousands of workers, specialists, and engineers have been dispatched to the England, Scotland, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland to commence construction of the seawall within the new EEZ. Moreover, the federal government issued instructions to the Armed Forces to temporarily impose an ‘exclusion zone’ around England, Scotland, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland; any foreign military vessels, except these belonging to allies, will not be allowed to cross into the EEZ. Any such ships approaching J Andrean territorial waters will be informed to stop and turn around; failing that, they will be decimated by the Navy, and J Andres will not be responsible for any such incidents. Project FORTRESS has made good progress so far. Like RIPTIDE, workers, specialists, engineers, and supervisors were employed in the tens of thousands to construct the Fortresses, as well to create pillboxes and prepare Czech hedgehogs, alongside the entirety of the coasts of Britain and the Maritime provinces. On a related note, the anti-aircraft, anti-missile, and anti-personnel guns - and RADAR installations - are being established in specific points all over the aforementioned regions (as per Project FIREBIRD).

Project ATHENS has commenced as well, for thousands of workers, engineers, and specialists have begun construction.
