With the recovery of infrastructure from the civil war winding up, China's massive coal reserves were beginning to be mined once again. The first of underground coal liquefaction plants were now operational, many more were planned, these plants would pump CO2 by-product into massive underground tunnels.

China's consumer market would have 40% of the synthetic fuel produced from these plants to supplement the massive bio fuel from Holy American Empire (China's own plants would be online shortly), China also had considerable in nation reserves of petroleum (though significantly less than the latter) and received large petroleum imports from friendly governments in the Middle East. The remaining 60% of the fuel would go into various strategic fuel reserves for the government.

Electronic Systems: The entire plane acts as a sensor suite providing 360-degree coverage. Employing different types of radar including the latest phased radar systems, which has a low probability of intercept of its own signals and is highly resistant to jamming. The plane is optimized to use both L-Band and X-Band radar signals. The plane is also equipped with an advanced radar-warning receiver designed to detect enemy radar including the phased array systems. The fighter is also equipped with the latest in LIDAR and infrared sensors. Stealth Features:
The shape of the plane is one of the most stealthy in the world of fighters. It exceeds that of all standard shape and canard fighter’s stealth (regardless of tech this was proven true in the test against the F-22 which is stealthier than any canard, and PAK-FA modeled fighters are more similar to the F-22). Its two ruddevators reduce the RCS profile considerably. There are only two large control surfaces as opposed to four. Another RCS reducing feature is the engines. These are mounted in nacelles in the wing that blend gracefully into the wing on the top, and form an extension of the fueslage on the bottom. The larger bottom fuselage lets it pack more missiles and other expendable weapons. The intake duct is angled up and inward to reflect radar beams and keep them from hitting the fast moving compressor face. The intake duct starts on the lower edge of the wing and moves through it onto the top of the wing. This feature can also reduce the RCS signature from a look down-shoot down radar from an aircraft flying overhead. Also reducing the RCS, is the way the leading and trailing edge of all surfaces are angled. All of the leading and trailing edges are angled the same. Therefore, the front of the right wing is parallel to the left wing's trailing edge, and the left section of the nose. For example, the leding edge of the wing is parallel to the trailing edge of the wing on the other side.
The unusual 'diamond' planform of the F/B-23 is a 2 major lobe design, as all major edges fall into groups of two parallels. The result of the low observables techniques was a major reduction in aircraft detectability by radar, and in the F/B-23, also detectability by Infra-Red Search & Track (IRS&T) systems. This will radically shrink the usable envelope of hostile radar guided weapons and in the instance of the F/B-23, also heatseeking weapons. Beyond the plane’s natural stealth features, the plane is equipped with Radar Absorbant Material. This greatly reduces the planes detectability further, and is designed to protect against both L-Band and X-Band stealth. Maneuverability: Although a fighter-bomber, the F-23 is naturally an extremely maneuverable aircraft. While it traded stealth, reduced infrared vulnerability, and speed in its engine design for maneuverability by not including thrust vectoring, the planes extremely unconventional diamond shape design dramatically increases the instability of the plane and thus the maneuverability. This means that pilots adapting to the F/B-23 will have a hard time getting used to the plane, but once they are used to the plane, it is one of the most agile around, capable of defending itself in a dogfight or evading enemy anti-air weapons.

Stealth Features: The B-9 is a wing design aircraft designed for maximum stealth capabilities. Its severely reduced its heat, acoustic, infrared, and radar profiles. Its engines emit minimum noise, and are designed to ensure thermal and infrared detectibility is next to impossible. The radar cross section has been painstakingly designed to minimize its detection. Its two surfaces make it among the lowest RCS in existence for any type of aircraft. The plane has some of the latest in radar absorbent material maximizing the stealth features of the craft.

The plane is outfitted with an extensive electronic warfare suite. Its been designed to jam both mono-static and multi-static radar and protect against ultra wide bandwidth radar. The planes electronic warfare suite as well as stealth shaping and coating are designed to counter all radar bands.

Sensors:

The plane makes use of long-range multi static radar system, using the entire body as a radar system for full 360 degree coverage. It is capable of detecting up to 300 nmi. Because the radar is multi static it is extremely difficult for others to detect and its radar and even harder to jam it. It also has a 600 nmi monostatic radar it can turn on for long range strikes but this is easier for enemies to jam and detect.

The bomber also has full network into the Chinese defense network. Meaning it can pull up data from other units sensors as well as satellites.

The plane is capable of manuvering effectively and quietly through mountain passes using natural terrain to hide. Its first-rate stealth and jamming technology further enhances its survivability. Its low visual and infrared systems make it vulnerable only to direct line of site fire from enemy air defenses and airforces during the day, and near impossible to engage at night.

Overall the B-9 allows the United States of China to deliver a global prompt strike against any location within its hemisphere and beyond, redefining power projection in Asia.
