Experience (EXP), Ego (EGO), Alignment (+/-), Military (MIL), Admin (ADM), Internal Affairs (IA), Foriegn Affairs (FA), Economics (ECO), Espionage (ESP), Activity (ACT), etc. Once you get all those things factored in you could have a proper draft, i think. in a 20 team league most of the people listed above would be gone in the first two rounds and then you'd have to start doing some real thinking.
