Delta1212
There aren't any real requirements for making an alliance. You can do whatever you want. That said, most successful alliances have, besides an in-game AA that their nations wear: A forum (You can set up free forums using InvisionFree or Simple Machine Forums). A flag (Only the very top alliances actually get a flag in-game, but it's good to have an emblem) A charter (Which should explain how your alliance functions sort of like a constitution) An IRC channel (You can find help with this if you don't know what I'm talking about). New alliances generally set up a protectorate agreement with a larger alliance who can protect them and show them the ropes of the game. I also recommend you travel around IRC a bit to find out what a good alliance for a protectorate would be.
StEvE nAsH
Typically alliances well good alliances are founded by a larger older nation with a strong understanding of this game and it's politics, but I wish you best of luck either way and advise your alliance to seek out a protector so you won't get tech-raided.
