A Distinguished Citizen may act as a patron to enable citizens promotion to Distinguished status if the Body republic votes upon it with a full 3/4ths majority in favor.

[b][u]Emigration[/u][/b] - [i]Distinguished Citizens may emigrate outside of the NPR, however in order to do so they must give up fully 1/4th of there monetary assets to the Republic. [b]Description[/b] - The New Palma Republic is a unique state in the world; one could call it entirely unconventional. Unlike nations with varying degrees of class, distinction, and ideals, the NPR functions entirely revolving around the capitalistic ideal of profit gain. It's classes are broken by two different types of labor; intellectual and physical. The upper-classes of the NPR consist of businessmen and women; modern day merchants of the world markets. Furthermore, they form the scientist and researchers whom work for the betterment of the NPR and others. Whilst the lower class consist of the working men and women, carrying out the physical labors of the civilian sector, serving in the military, and maintaining this capitalistic paradise. Rather then issuing state taxes on various goods and services to fund progress, projects are entirely funded privately and invested in within the NPR'd citizenry. Hence, those with a vested interest in certain areas promote it's expansion whilst the government is unfettering in the affairs; thus this leads to an almost unrivaled development of ideals in the NPR. The only tax present in the NPR is a defense task, taken at the end of every fiscal year in which all members of the NPR are to give anywhere from 1-5% of there total earnings based on there current level of wealth. The Government, is chiefly vested in providing defense and security of the state as well as maintaining favorable relations abroad to allow a free trading environment and promote business. It is in an essence, a paradise of mankind. As even the lower laborers maintain a higher standard of work beyond which most foreign nationalists are accustomed too; hence why the immigration and emigration measures are very stern. Ultimately, this has lead to a state unlike any other; a Capitalist paradise for all the marvel.

Various databases on all things NPR related reside in this facility, it is widely rumored that in the event of nuclear warfare that select members of the NPR will be brought to this facility in order for a COG (Continuation Of Government) plan to be carried out in the worst-case scenario of warfare or otherwise.

Thus giving the NPR a significant and tested layer of defense against hostile nuclear powers.
